Operational Policies and Procedures for the 2004 season
The following are policies and procedures of the SOUA as they pertain to your league or team for the up coming season.
GAME FEES: $35.00 per umpire
LEAGUE ADMINISTRATION FEE: $35.00 per team
TOURNAMENT ADMINISTRATION FEE: $50.00 per tournament
note: Leagues in which we cover every team the league will not be required to pay an administration fee for there year end tournament.
LEAGUE TOURNAMENT GAME FEES: $30.00 per umpire
SOUA CONSTITUTION BY-LAWS (CONDENSED)
Section 10
Profane language whether directed or not direct at an umpire which in the umpires judgement could be heard by a spectator will result in an automatic ejection of the player or coach in question.
Section 11
All games shall follow the Softball Canada rule book. Exceptions to the rule book that do not compromise safety will be allowed. Each league shall be responsible for informing the SOUA executive of its rule differences.
Section 12
Complaints by leagues, teams or umpires shall be investigated when received in writing. A written response will be delivered to the complainant within 14 days of receiving the complaint in writing.
Section 13
Each league (or team) shall pay cash to the umpires prior to or at ground rules before each game basis. If the SOUA has Charge leagues (or teams), they shall, pay to the SOUA treasurer game fees prior to games being umpired. The intervals shall be determined by the SOUA executive each year.
Section 14
Each team will be charged an administration fee as determined by the members each year. Each tournament will be charged an administration fee as determined by the executive.
Section 16
Each league, or team if the whole league is not being umpired, shall receive a condensed copy of the constitution that pertain to the leagues or teams.
Section 17
An umpire missing an assignment without due cause shall be fined one (1) full game fee to be paid to the SOUA within thirty (30) days. The umpire who worked the game alone shall report the absence of the other umpire to the assignor within twenty four (24) hours and be paid one (1) full game fee by the league (or team) at the game. In addition the umpire who worked the game will be paid and additional half game fee by the SOUA . The assignor will make a preliminary decision as to whether the absent umpire had a legitimate reason to miss the game or to be fined. If the assignor believes that a fine is warranted, the assignor will notify the Executive who will notify the offending umpire of the fine. The umpire has the right to appeal. Such appeal must be made to the president of the SOUA within 48 hours of notification. The SOUA executive shall investigate the appeal, If the appeal is denied the umpire will pay the fine. The decision of the Executive is not open for appeal. Any umpire working a game alone because of another umpire missing an assignment shall receive the extra one half game fee regardless of the result of the investigation. The League (or team) affected by the absence of one umpire shall be returned a full game fee before or at the start of there next home game or a suitable time appointed by the league thereafter. In the absence of one umpire the League (or team) will not be permitted to appoint an umpire for the game at that time unless the appointed umpire is carded with Softball Ontario. The League would then be responsible for paying the appointed umpire.
Section 18
In the event of games being cancelled because of inclement weather, the home team must notify the assignor two (2) hours prior to the scheduled game time. The assignor must be notified of all games cancelled for any other reason twenty four hours prior to the scheduled game. If the above requirements are not met there shall be a penalty of a half game fee paid to the SOUA umpires for that game unless umpires can be notified before leaving for the park.
Section 18a
In the event that one (1) or two (2) umpires are late (are ready to work 16 minutes after the scheduled start time) the offended team will only be obligated to pay said umpire(s) half (½) his normal game fee. In the case of one (1) umpire being late no game will be permitted to start until sixteen (16) minutes after the scheduled start time. If a game is started and the umpire is not ready he is considered late.
Section 19
Umpires shall be entitled to full game fees for games that are cancelled after one pitch has been thrown. Exception: Rainouts, the umpires reach the park and call the game before it begins they are entitled to a half game fee. If the SOUA is notified by the league in time of a cancellation and the assignor is negligent, or unable to advising the affected umpire, the umpire shall be entitled to a half game fee paid by the SOUA.
Section 20
Game fees will be established by the membership prior to each season.
