NOTICE TO ALL REFEREES REGARDING LAW 4-PLAYER DRESS:
A situation recently arose in one of our youth leagues in which a referee pervented a player from participating in a match because he was wearing a turban or Dastar, which he is required to wear as part of his religious beliefs as a member of the Sikhs religious sect. This topic was coverd in the memorandum dated 11/22/02 below:

To: State Referee Administrators
State Youth Referee Administrators
State Directors of Referee Instruction
State Directors of Referee Assessment
National Referee Instructors and Trainers
National Assessors
National Referees

From: Alfred Kleinaitis
Manager of Referee Development and Education

Subject: Player Dress

Date: November 22, 2002
"According to Law 4, The Players' Equipment, a player must not use equipment or wear anything which is dangerous to himself or another player. The basic compulsory equipment of a player is a jersey or shirt, shorts, stockings, shinguards, and footwear. There is no provision for a player to wear a skirt or similar clothing.
However, in an analogous situation, in respect of certain religions that require members to wear head coverings, the Secretary General of the United States Soccer Federation has given permission to those bound by religious law to wear such headcoverings, usually a turban or yarmulke, provided the referee finds that the headgear does not pose a danger to the player wearing it or to the other players. This principle could be extended to other clothing required of members by their religion.

Since the referee may not know all the various religious rules, players must request the variance well enough ahead of game time by notifying the league. The league will notify the state association, which will pass the information on to the state referee committee. The state referee committee will make sure that the referees working that league's matches are informed.

The referee is still bound by the requirements of Law 4 -- the player must not use equipment or wear anything which is dangerous to himself or another player, or use this equipment or clothing to circumvent the Laws of the Game. An example would be the use of equipment or garments to trap the ball or to distract an opponent."

Referees must be aware that even though permission is given to those bound by religious law to wear such headcoverings, the referee must see that the headgear does not pose a danger to the player wearing it or to the other players, and the decision should be made based on the article itself and not how it may be misused. .

ALL REFEREES ENCOUNTERING THIS OR LIKE SITUATIONS, MUST BASE THEIR DECISION ON WHETHER THE ARTICLE OF CLOTHING ITSELF POSES A DANGER TO THE PLAYER WEARING IT OR TO THE OTHER PLAYERS. IF THERE IS NO DANGER FROM THE ARTICLE OF CLOTHING ITSELF, THE PLAYER SHOULD BE PERMITTED TO PLAY.

IF THE ARTICLE OF CLOTHING IS MISUSED, IT THEN WOULD BE COVERED UNDER THE LAST PARAGRAPH OF THE MEMORANDUM ABOVE.

The referee committee has created a blog for referees to discuss situations and exchange ideas. See below and site news for information and link

ussoccer.com INTRODUCES NEW “FREQUENTLY
ASKED QUESTIONS” PAGE TO REFEREE SECTION

New Web Page is Excellent Learning Tool for Referees of All Levels

CHICAGO (February 10, 2005)—New referees can now find answers to their questions more easily than ever by logging on to the “Frequently Asked Questions for New Referees” page in the Referee section of ussoccer.com.

The “FAQs for New Referees” section is designed for new and inexperienced referees who have basic questions about specific game situations. It also allows new officials to browse through different questions and learn about other game situations before they encounter them. The page can be viewed at: http://www.ussoccer.com/referees/content.sps?iType=4169&icustompageid= and will be updated on a regular basis.

“The new page has been designed help new referees face real game situations the first time they come up,” said Julie Ilacqua, U.S. Soccer’s Managing Director of Federation Services. “We won't be able to cover everything because new and different things happen all the time, but it will provide insight based on the kinds of questions we receive from new referees.”

The new section is an extension of ussoccer.com’s current “Ask a Soccer Referee” section, where officials can seek in-depth answers to any question they may have regarding the Laws of the Game via email. If new referees have questions other than those listed on “FAQs for New Referees” page, they can email askareferee@ussoccer.org and receive a personalized answer. The question may also be later included as a “Frequently Asked Question.”

USSF releases new memorandum and position papers from time to time. It is the responsibility of the referee to be aware of these. check under handouts for any new items.

THE FOLLOWING IS THE REVISED GAME PRIORITY FOR REFEREE APPOINTMENTS AS PUBLISHED BY USSF ON APRIL23,2004

Game Priority in Referee Appointments

Each registered U.S. Soccer Federation referee is expected to abide by and respect the Code of Ethics and keep all assignments that he/she accepts. There are certain occasions, though, when a referee has duty to the referee program to release a lower level appointment and accept a higher level one in the interest of the U. S. Soccer Federation.

Therefore, the National Referee Committee declares that the following National and International appointments have precedence or priority over all other matches:

1.        All FIFA Appointments
2.        All CONCACAF Appointments
3.        International A Matches
4.        Any U. S. National Team Matches
5.        Professional Division 1 League Matches (MLS)
6.        Foreign Pro Club vs Foreign Pro Club matches
7.        National Cup Finals
8.        All Regional Cup Finals
9.        Other Professional League Matches (A-League, D3 Pro)
10.        National Tournaments (Adult and Youth )
11.        National Adult Leagues
12.        Interstate National Cup Competitions (Adult)
13.        PDL and W-League Matches
14.        Intrastate National Cup Competitions (Adult)
15.        State Cup Competitions (Adult and Youth )

No other match (with the exception of the above) has appointment priority or precedence over any other match within the state.

The priority policy does not apply:

1.        Within 72 hours of the scheduled match time unless an emergency situation exists, or
2.        When a substantial financial commitment has been made for the referee appointment (e.g., non-refundable airline tickets).

Referees traveling out of town for a National or International appointment may:

1.        Travel a day before and after the day(s) of the match(es), if necessary, and are excused from all other appointments on those days.

2.        Not accept any other appointment on the day of the match appointment without permission of the Federation.

2007 Referee Registration form is now available on the U.S. Soccer web site.
Please feel free to direct users to the web site and/or offer the form on your web site.

Clarification of Temporary Expulsions-2002 memorandum
The wording below is from the 2002 memorandum regarding temporary expulsions.

In this regard an interpretation has been elicited from USSF that leagues that have the rule where a player must be removed from the field after receiving a caution fall into this category.

Therefor, referees may no longer permit the substitution or temporary removal of a player who has received a caution unless it happens to be a normal substition time for that team. Leagues are being informed of this. Any questions, please contact Jeff DeLuca, SDI.

TEMPORARY EXPULSIONS
The Board strongly supports FIFA's concern that some national associations continue to use temporary expulsions in lower leagues. The Board confirmed in the strongest terms that this procedure must cease immediately, otherwise disciplinary sanctions will be applied against the offending federation.

USSF Advice to Referees: USSF has not authorized nor will authorize any state association or local league, competition, or tournament to adopt a "temporary expulsion" rule. The Laws of the Game may not be modified in this regard.

New memorandum -Cautions 2004
The attached memorandum was put out by the Federation 8-25-04. All referees should make themselves aware of its content.

The National Program for Referee Development has released new guidance for referees on "Cautions and Cautionable Offenses." This new guide will also be of interest to players, coaches, and spectators.

Because players have a right to some reasonable degree of predictability regarding how the referee will evaluate player actions in terms of the seven cautionable offenses, The National Program for Referee Development has developed guidelines for each of these offenses. Referees should read the document carefully, as there are numerous cases mentioned in which only the referee's common sense and discretion will dictate whether a caution should be given.
