Ellet Baseball / Softball Association Rules and Regulations

CONSTITUTION
I.          Objectives
             A.   The objective of Ellet Baseball Association (E.B.A.) shall be to implant firmly in the youth of
                   the community the ideals of good sportsmanship, honesty, loyalty, courage and reverence so
                   that they may be finer, stronger, and happier youngsters and will grow to be good, clean,
                   healthy adults.
             B.   The objective shall be achieved by providing supervised competitive games.                  
             C.   The supervisors shall bear in mind that the attainment of exceptional athletic skill or the                                 
                   winning of games is secondary and the molding of future adults is of prime importance.
             D.   Any flagrant violation of rules contained herein could result in permanent suspension of any
                   player, coach and/or manager.

II.        Governing Body (Board)
A.        The Association shall be governed by the following officers:
1.         Executive Committee
a.        President
b.        First Vice President
c.        Second Vice President
d.        Secretary
e.        Treasurer
f.        Equipment Manager
g.          Board of Trustees
2.         Senior Commissioner
a.        League Commissioners
3.         Past President
4.         Umpire in Chief (boys/girls)
5.   E.A.A.A. Representatives
*Executive Board consists of all of the above named positions

III.               Election of Officers
        A. The election of the President, First Vice President, Second Vice President, Secretary, Treasurer, Equipment Manager and the Trustees will be filled by a general election in August. In order to be eligible to vote, one must attend 50 percent of the meetings during the scheduled season. Members of outside organizations are not eligible to vote. The scheduled season begins with try outs and ends with the meeting to elect new officers.
        B. Senior Commissioner, League Commissioner and the Umpire in Chief shall be appointed by the President.
        C. To run for the office of President of the Association, an active member of the Association must have served two (2) full years on the Executive Board.
        D. To run for the office of Trustee, he or she must have been an active member of the Association for at least three (3) years, and have sat on the Board for two (2) years, totaling a minimum of five (5) years of experience.
        E. To run for an office one must notify the Trustee or person in charge of elections before his or her name is put on the ballot.
        F. A vacancy of an elected office occurring during a term of office for any reason will be filled by a special election by eligible voters. Eligible voters in this case shall be those who have attended 50 percent of the previous five (5) monthly meeting including the election meeting.
       G. A currently married husband and wife may serve as officers on the Ellet Baseball Association Board together, with only one having voting privileges. This applies to both elected and appointed officers.
       H. The term of office shall be one year for all non-trustee offices.

IV.        Duties of Officers
A.        President
1.        The President shall preside over all meetings of the Association in general, and also all meetings of the Executive Committee.
2.        He or she shall appoint committees for the conducting of Association business and is responsible for the representation of the Association in all meetings of government or business where the Association should be represented.
3.        He or she shall appoint all standing committees by the next meeting following general elections. He or she shall also appoint hearing committees on protests.
4.        He or she shall be responsible for the execution of the Association’s business and operation within the framework of the rules and regulations set forth herein.
B.   First Vice President
1.        The First Vice President shall be in charge of the boys’ league and all fund raising programs.
                     2.        He or she shall preside in the absence or disability of the President.
                     3.        He or she may request a committee to assist in these duties.
                     4.    He or she is in charge of coordinating and assigning callers for bingo.
C. Second Vice President
1.        The Second Vice President shall handle the entire girls’ league.
2.    He or she is in charge of coordinating and scheduling bingo workers.
D. Secretary
1.        The Secretary shall record the minutes of all meetings and shall be responsible for notifying all Board members of the meetings of the Association.
2.        He or she or she shall be responsible for all Association publicity.
3.        He or she will organize the annual registration of players insuring their placement in the correct league classifications.
       a.    He or she will produce team rosters of returning players, free agents and try out pool                     
                            b.    After the player drafts, he or she will produce rosters for each team manager, Ohio
                                    Hot Stove, N.S.A. (if needed) and the insurance agent.                                                
c.He or she will be responsible for running criminal background checks on each
                Manager, Coach and Board Officer. This may be done via the internet or the Akron
                Police Department. Any conviction shall be forwarded to the Board Officers for
d.The Secretary will be responsible for handling and filing any insurance claims against the sports accident policy held by the Association
e.The Secretary will be responsible for coordinating the season ending league banquets
                                and purchase of trophies as necessary.   
E. Treasurer
1.    The Treasurer is responsible for all Association monies.
2.    He or she must keep adequate records showing receipts of funds and disbursements and      provide an accounting of such funds upon the demand of the general meeting.
3.    He or she is responsible for paying all bills legitimately received by the Association,    providing the funds are available.
4.        At each monthly meeting, the Treasurer shall provide an income statement, balance sheet, detail transaction report and the reconciled bank statement to both Trustees and the Secretary.
5.        By the first Board meeting in January, the Treasurer shall provide the year end (January 1 through December 31) income statement, balance sheet, detail transaction report and the reconciled bank statement (December) to both Trustees and the Secretary. These reports will also be delivered to the Treasurer of Ellet Amateur Athletic Association so the IRS-990 form can be prepared and filed with the Internal Revenue Service and the State of Ohio.
6.        The Treasurer will not take over books until January. (The past Treasurer will complete the year’s transactions and prepare the financial reports for taxes.) Treasurer must be
       bonded prior to taking office. Ellet Baseball Association will pay for
        any fees associated with bonding.
7.    All Ellet Baseball Association accounts shall require a minimum of (2) signatures for
       all transactions. Authorized signatures shall include current Treasurer and President.
    F. Trustees
   1. The Association shall have a Board of Trustees consisting of three (3) men or women, one of whom shall be the Association’s President.
   2. Trustees shall be elected for a two (2) year term of office, with the exception of the President.
   3. These Trustees shall have attended at least 50 percent of the regular meetings of the Association during the twelve months prior to this election.
   4.   Duties shall include:
         a. Oversee and assist in the operation of entire organization.
         b. The Trustee who is in his/her first year of the (2) year term is
             responsible for handling the new officer elections in August.
    G.   Past President
   1.        The past President shall hold a position on the Board, (if he or she so desires.) He or she has a voting right.
    H. League Commissioners
   1.        League Commissioners shall be responsible for the organization of the individual leagues.
   2.        They shall supervise the player try outs and drafts in their respective leagues.
   3.        They shall assist the Executive Committee in drawing up of their league’s schedule, including inter-league tournament dates (if scheduled.)
   4.        They shall reschedule inclement weather-postponed and suspended games.
   5.        They, along with the secretary, shall assign replacement players from the pool; and exercise supervisory control over the pool within their leagues.
   6.        They shall be responsible for keeping league standings up-to-date during the season.
   7.        They shall observe, at random, regularly scheduled games within their league and related Association functions, and shall be empowered to act, as necessary, to insure that these games are played in such a manner as to conform to the objectives of this Association as stated herein.
   8.        They shall review disciplinary action reports by managers in their leagues and shall, in turn, report their findings, recommendations and/or ordered action to the manager of the player(s) involved and to the Association’s Secretary.
   9.        Commissioners of all leagues will call their managers to remind them of each open body meeting during the season.
    I.   Senior Commissioner
   1.        The Senior Commissioner shall be chairman of the Constitution and Rules Committee.
   2.        He or she shall be chairman of the Protest Committee.
   3.        He or she shall assign practice fields before and during the playing season.
   4.        He or she will assist any league commissioner on an ‘as needed’ basis.
    J.   Equipment Manager
   1.        The Equipment Manager shall have the responsibility of insuring that participants in the Association are properly uniformed and equipped within the limits of the Association’s financial ability to meet such needs.
   2.        As soon as possible following the close of the season, he or she shall:
             a. Review equipment records, inventory equipment on hand and determine the needs, in general, for the coming season.
             b. On a designated night, he or she will be in the equipment room for managers to return or replace equipment.
             c. He or she shall then determine combined general Association and individual team needs and present them to the Executive Committee for approval:
d. Once the proposed purchase list has been approved, he or she shall proceed in the
most advantageous manner to purchase necessary uniforms and equipment.
e. Only the Equipment Manager is authorized to make purchases of equipment and sign
                            receipts of equipment in the name of the Association.      
             f.   As purchases are received, he or she shall issue to team managers the equipment they shall be in need of.
g. He or she shall receive any and all damaged equipment from the managers before any replacement item may be issued.
h. He or she shall keep records of purchases, equipment and uniforms issued to teams and on hand, as well as the general needs of the Association for the season.
i. He or she may request a committee and/or assistants to assist in these duties.
   K.   Umpires in Chief
   1.        The Umpires in Chief shall schedule meetings to train umpires about rules, conduct, dress, etc.
   2.        He or she shall schedule umpires for games
   3.        He or she shall attend protest meetings.
   4.        He or she shall meet weekly with umpires (Preferably the night they are paid) to go over problems.

V.         Association Meetings
A.   General open body meetings of the Ellet Baseball Association shall be held at Ellet Hall at 8:30 p.m. (or other appropriate place and time) on the fourth (4th) Tuesday of each month.
B.        Governing Board meetings will be held at Ellet Hall at 8:30 p.m. on the Thursday preceding the open body meeting.
BYLAWS

I.        Registration
A. To be eligible to register to play in this Association, an applicant must:
1.        Live in the Ellet community area
2.        The Ellet area shall be defined by the school boundaries of Betty Jane, Ritzman, Windemere and Hatton elementary schools or the applicant must attend St. Matthew School. Applicants who have open enrolled can play, within Ohio Hot Stove Limits.
3.        Players shall not be required to meet the residence rule for eligibility, provided their father or mother is a manager of a team in the Association.
4.        Boys moving out of the Ellet district shall retain eligibility within Ohio Hot Stove Limits so long as participation is continuous and uninterrupted. Once it is interrupted player is no longer “grandfathered” as an eligible Ellet player.
5.        Girls moving out of the Ellet district shall retain eligibility so long as participation is continuous and uninterrupted. Once it is interrupted player is no longer “grandfathered” as an eligible Ellet player.
B.        No player shall be allowed to participate in try outs, practice or league play until after he or she has submitted the complete registration form and fee.
1.        Registration forms must be properly filled out and signed by the parent or guardian.
2.        All forms must be approved by a representative of the Association appointed by the President for this purpose.
3.        This representative must check the birth certificate or other proof of birth and indicate the league classification for which the registrant qualifies.
4.        Any player who does not register by the Last day of tryouts in his/her league will be placed in a pool. He or she will be assigned by the Board, as needed, to a team in the order of his/her registration date.
5.        Registration fees are due at the time of registration. Fees are to be established by the Executive Board.

II.        Free Agents
A.   Once a parent or guardian and the manager sign and date a free agent slip, and if the parent or guardian later refuses to honor the free agent slip, the player shall not be eligible to sign another free agent slip with another team. The player must then attend try outs and be placed in the draft.
B.   Refer to special league rules for both boys and girls.

III.        Tryouts
A.   A player must participate in 2/3 of scheduled tryouts, unless unanimously agreed upon by the managers holding tryouts for that age classification to be eligible to be selected for a team.
B.   Any player not attending the required number of tryouts will not be able to be picked in the draft. They will be placed on a team by their name being pulled out of a hat in draft order after all eligible players have been drafted.
C.   Tryouts will be held the last week in March or as scheduled by the Executive Board .

IV.        Age and League Classifications
A.Coed I league: provided boys are six years old on or before May 31st and girls are six years old on or before December 31st.            
             B.   Boys
1.        Boys Coach Pitch (BCP): boys 7 and 8
2.        H League: boys 9 and 10
3.        G League: boys 11 and 12
4.        F League: boys 13 and 14
5.        EE League: boys 15 and 16
6.        E League: boys 17 and 18
7.        All boys shall have reached the minimum age for their classification on or before May 31st of the current year to be eligible for league play in that season.
C. Girls
1.        Girls Coach Pitch (GCP): girls 7 and 8
2.        10U: girls 9 and 10
3.        12U: girls 11 and 12
4.        14U: girls 13 and 14
5.        16U: girls 15 and 16
6.        18U: girls 17 and 18
7.        All girls shall have reached the minimum age for their classification on or before December 31st of the current year based on National Softball Association (NSA) rules of the current year to be eligible for league play in that season.

V.        Player Draft
A. The player draft shall be held by managers in and for their league.
        B.   Boys: H, G, F, EE, E. Girls: 10U, 12U, 14U, 16U and 18U. League teams shall be                                       
                   organized from one player pool established in the Ellet Community Area.
             C. Boys Coach Pitch, I League and Girls Coach Pitch teams shall be drawn out of a central pool.
        D. I League Draft
                   1.   At the discretion of the I League Commissioner, players shall be assigned to teams as an   
                         alternative to the pool procedure.
E.        Expansion teams will receive six free agent picks to be used in a two to one draft ratio through the first three rounds of the draft. This rule will also apply to new managers who decide to manage an existing team between try outs and the player draft.
F.    A new team or teams shall have the first choice in the draft. The team with the lowest number of returning players shall have the second choice in the draft, next lowest the third choice, next lowest the fourth choice, etc.
G.   The preceding paragraph shall apply only in the first, third and fifth and all odd rounds of the draft. In the second, fourth, sixth and all even rounds, the team or teams with the greatest number of players shall be excluded from that round until all teams are equal in number of players.
H.        If a team is disbanded from any league, the returning players will be available to be drafted, but do not have to attend tryouts.
I.    Each manager in turn shall select players to fill his/her roster.
J.    No manager shall make a selection exceeding fifteen players including returning players until all teams in the draft have reached fifteen players.
K.        Once all teams in the draft have reached fifteen players, the remaining players may be selected in original drafting order until all have been chosen.
L.    Boys Coach Pitch and Girls Coach Pitch will be drafted by putting names in a hat, instead of the usual try out method.
M.   A player once picked and refusing to play with the selected team shall be allowed to play with another team only with approval of the Governing Body. If the Governing Body refuses to release the player and the player still refuses to play, the manager shall be permitted to replace that player from the pool and that player shall be ineligible for that season.
N.   When the manager is a close relative (father, brother, grandfather, uncle or guardian) of a player, that player shall be automatically placed on his team if the manager so desires and that player is in the proper classification.
O.   A player shall be permitted to play in the class his/her parent manages if he or she is within one year of the minimum age of that class. A manager’s sons or daughters are exempt from the draft of the class he or she is managing. They are automatically placed on the roster prior to the draft.
P.    Sons or daughters of managers or Association Officers shall be guaranteed the right to play on a team in their proper age classification.
Q.   Players on a team one year are the property of that team the following year, provided they are in the same league classifications, otherwise, they become free agents.
1.        A returning player may be released provided it is approved by the Executive Board. The player must apply for release before try outs commence. A released player is not eligible to become a free agent.
2.        Said player will be notified that they are released so that they may participate in try outs so as to have a chance to be chosen on another team.
3.        Prior to the start of the draft, all returning players shall automatically become part of the permanent roster of that team.
R. Any player playing two years in the same league can move up early if signed as a free agent.
S. The League Commissioner shall supervise the draft selections in accordance with the rules
      herein.

VI.        Player Pool
A.The player pool is defined as the registration forms for those boys and girls eligible but not
       chosen on a team in their age classification.

VII.        Roster
A.        All team managers shall submit a team roster consisting of up to fifteen players.
1.        The roster shall be maintained at up to fifteen players, provided players from the pool are available for the first half of the season.
2.    There shall be no replacements of players after the first half of the season has concluded.
B.        After the roster has been submitted, players may be added to replace a player who has moved out of the district, or who has been injured and considered to be unable to play the remainder of the season, or who has been dismissed from the Association for sufficient reason as approved by the Executive Committee.

VIII.        Team Manager Responsibilities
A.   Any new manager moving up a league will be on probation for one year
B.   A manager and his/her team will be required to participate in EBA Bingo duties as assigned by the board and provide the requested number of people to work. The manager may make it a “team day” and put signs up with his/her team name.
C.   Each manager will be required to attend or have a representative from the team attend each
       clinic made available by the Association.
D.   A manager must be 21 years of age or older.
E.   Coaches may be younger than 21, however, games, practices and team functions must have an
       adult in supervisory control at all times. It is the responsibility of the team manager to see that
       this supervision is provided.
F.The Governing Board shall act as a screening committee in acceptance of managers and
       coaches.
1.        Managers and coaches shall be required to fill out and submit to the Executive Committee a manager and coaches application form.
2.    No manager or coach shall assume team duties unless and until said form has been accepted and approved by the Governing Board.
G.   Managers and coaches’ meetings by and for each league classification may be held at least once a month during the regular playing season.
1.        These meetings will be in addition to regular Association meetings
2.        These will be for the purpose of dealing with inter-league problems.
a.    It is the Association’s desire to keep disagreements off the field and away from the
       players.
b.    Unresolved problems shall be referred to the Executive Committee.
H. Specific manager responsibilities
1.        He or she shall see that his/her team is represented at all Association meetings and functions. Continued violation may result in suspension of said manager.
2.        Efforts should be made to get younger players to go home immediately after completion of games and practices. Transportation should be provided when necessary.
3.        All damaged equipment must be turned in before replacements will be issued. (Example: one damaged bat for one new bat.)
4.        If any manager does not turn in or account for his/her team’s full equipment without justifiable reason to the officers of the Association, by the election of the officers at the August meeting, he shall be removed as manager and barred from the Association in the future.
5.        If any manager does not turn in or account for all league funds, such as registration, he shall be removed as a manager and barred from the Association in the future.
6.        Team manager shall be responsible for the disciplining of his players in practice or games.
a.   Before the season begins, he or she shall set team rules in writing on conduct,
      attendance and/or attitude to which all players shall adhere. Rules will be distributed
      to all players before the season begins.
b.He or she shall have the right to suspend a player for or bench a player during a
       scheduled league game upon violation of said rules.
c.Such disciplinary action shall be reported to the League Commissioner. He or she
       shall also report the circumstances of any player ejected from a league game by an         
       umpire.
d.Managers shall speak to his/her players about throwing a helmet, bat, hat or mitt
       when upset about an umpire’s call or player mistake (Example striking out, thrown   
       out at a base, bad fielding). The player may be ejected from the game.
e.Managers and coaches are to conduct themselves properly at all Association
functions (practices, games, clinics, open body meetings, protests, dances, etc.)
f.Any person receiving money in the name of Ellet Baseball Association or E.B.A. is
       required to account for this money to the Treasurer. All team fundraisers must be
       coordinated through the Association Treasurer.

IX.        Association Practice and Playing Rules
A.    Field Conduct
1.        Team managers shall stress that the players play a good, clean game.
a.    Good sportsmanship shall be displayed by all managers, coaches, players and
       spectators (Example shaking of hands after a game).
b.    All disputes shall be conducted in a mannerly fashion with only the managers or acting
       managers and umpires involved.
c.    A decision may be questioned without loud rebuttals.
2.        No player shall be ridiculed by managers, coaches or spectators.
3.        There shall be no profane language used by players, coaches, managers, umpires or spectators.
4.        There shall be no alcoholic beverages consumed on or near the field.
5.        Smoking will not be permitted by managers or coaches on the playing field.
6.        Violation of the preceding rules one thru four may result in banishment of said manager from the playing field areas and suspension from the Association of players related to said manager.
7.         Any approved manager or coach may help coach another team with the request of said manager.
8.        A player, manager or coach ejected from the game by an umpire shall be suspended for the next league game played. A second ejection in the same season will cause the manager or coach to appear before the Executive Committee where additional penalties may be involved.
9.        Anyone having a complaint or grievance against a manager or coach must submit it in writing to the Executive Committee which will investigate and take action if warranted.
10.        No player, coach, manager or spectator will be permitted behind the backstop, who is interfering with play on the field.
11.        There is to be no defensive chatter on the field by players.
12.        In any league with a continuous batting order, if a player is removed from the batting order due to illness or injury or rescheduling of a suspended game that the player cannot attend, as long as there are sufficient players to field a team consisting of nine players to finish the game, the missing player’s spot in the batting order is not to be considered an out.
B.    Scheduling
1.        All leagues shall be divided into American and National conferences solely for the purpose of the all-star game.
2.        Teams shall play inter-league schedules with all games entering into won and lost standings.
3.        Regular league play shall be scheduled by the Executive Committee for May, June and July.
4.        Schedules shall be arranged so that one or two days a week are left open for rescheduling of make-up games. Postponed or suspended games shall be promptly rescheduled on the first available open date and League Commissioners should strive to ensure that no team exceeds three games a week.
5.        In no cases will games be postponed by either manager. Only League Commissioners shall have the power in case of inclement weather or unsafe field conditions to postpone games and notify the Umpire in Chief and managers by 5:00 p.m. of postponement.
6.        Starting time for weekday (Monday thru Friday) games shall be 6:00 p.m.
7.        Regular season champions shall receive trophies. Tie records at the end of the regular season for first place shall necessitate a playoff game to determine a league champion.
8.        Any team desiring to go into a non-league tournament must have the Executive Committee approval.

C.   Uniforms and Equipment
1.        E.B.A. issued uniforms must be worn during all E.B.A. games and Ellet tournaments.
a. The hat may be altered, but must remain the team’s colors.
b. The player’s last name may be added to the back of the shirt.
c. (Girls league only) If shorts are worn instead of E.B.A. issued pants, the shorts must
    be approximately knee length.
2.        Shirt tails must be tucked in on all players, coaches and managers.
3.        Batting helmets with chin strap shall be worn by both batters and base runners in all age classifications up thru boys F league and girls 14U.
4.        Regulation baseball spikes may be worn in F, EE and E leagues, although not mandatory.
5.        G league, 12U and younger players may wear little league-type rubber composition spikes or cleats, but shall not be permitted the use of steel spikes.
6.        All league equipment shall be turned into the Equipment Manager at his request.

D. Game Rules
1.        All boys’ leagues shall play Ohio Hot Stove Baseball rules with the exception of Association and special league rules which shall be in force for the entire season, including tournament play.
2.        All girls’ leagues shall play National Softball Association (NSA) rules with the exception of Association and special league rules which shall be in force for the entire season, including tournament play.
3.        Fields for league play will be set up by the home team for all leagues.
4.        Specific Association rules of a special category shall be:
a.   All players must wear a catcher’s mask before and during the game to warm up the
      pitcher. Catchers will be required to wear a cup with the exception of girls’ leagues
b.In H, G, 10U, and 12U leagues, managers shall be required to play players on the
       roster a minimum number of innings in each game, unless:
(1)        A player is under disciplinary suspension.
(2)        The player is absent due to parental request of legitimate nature.

c.   Each nonexempt player shall play:
(1)        At least two full innings (twelve consecutive outs) in G and 12U leagues.
(2)        At least two consecutive innings in the field in H and 10U leagues.
(3)        After every player has completed his required two consecutive innings in the field, excluding the pitcher, free substitutions will be allowed.
d.   A player who enters the game and is removed for reasons of sickness or injury before
      fulfilling the minimum inning requirements shall not be permitted to reenter in that
      game.
e.A score book for each team shall be present at all games and must be open upon the
      request of the opposing manager or acting manager at any time prior to the start of
      the game.
f.    Managers found guilty under the protest procedure of violating any section of rule D.
       4 Specific Association Rules, will forfeit the game in which the rule violation has
       occurred.

X.        Protests
A.   A protest must be filed in writing with the Senior Commissioner or any League Commissioner within 48 hours of the alleged infraction and must be resolved within one week of the protest.
B.   A $50.00 fee shall be submitted with each game protest by the team manager initiating the protest.
C.   If the protest is upheld, the fee shall be refunded to the manager.
D.   Protests shall be reviewed as follows:
1.        a. The Executive Board (minimum of 3) will handle all boys protests at their discretion.
        b. Protests in the girls league will be handled by all current participating organizations.
            All organizations choosing to attend will be given (1) vote.
2.        Reviewing managers may call whatever witness deemed necessary to render a decision.
3.        Both managers involved in the protest must be interviewed before a decision can be rendered.

XI.        Amendments
A.   A constitution and rules committee of five individuals, composed so as to be representative of all leagues, shall be appointed by the President.
B.   Proposed amendments (new proposals or changes in existing sections or repeal of existing sections) to the constitution and bylaws set forth herein shall be submitted in writing to the rules committee.
1.        The rules committee shall screen proposed amendments and submit to the Governing Body for vote those amendments they deem worthy.
2.        A proposed amendment which is not approved by the rules committee may be submitted to the Executive Committee and League Commissioner’s meeting so as to consider such amendment and upon approval of two thirds of this group and may be read at the first succeeding meeting and voted upon at the second succeeding meeting.
3.        Amendments submitted to the open body for vote shall be adopted upon a vote in favor of adoption by a majority of votes cast.
                     4.        Proposed amendments may be submitted to the rules committee at any time before the      
                            September Association meeting. However, any amendment adopted after the October
                            meeting of the current year shall not become effective before August 1st of the following         
                            year, except under Section 5 following.
5.Emergency amendments may be presented to the open body upon approval of two thirds   
       of the Governing Board Any such amendment shall take effect immediately upon a   
       majority vote in favor by the open body.




XII.        Voting
A.   Voting on all questions before the Association except the election of officers, shall be on the basis of one vote for each team currently registered, with that vote being cast by the team’s representative present, excluding members of outside organizations.
B.   After acceptance of the rules by the open body, rules will not be changed.
C.   Rules submitted for girls leagues shall be voted on by representatives from girls’ teams.
D.   Rules submitted for boys leagues shall be voted on by representatives from boys’ teams.

Boys League Rules
Coach Pitch, H, G and F Leagues

I.        Field Dimensions
A.   Distances between bases shall be set at:
1.        Boys Coach Pitch (BCP) 60 feet and bases shall not be anchored.
2.        H League 60 feet and bases shall be anchored.
3.        G League 70 feet and bases shall be anchored.
4.        F League 80 feet and bases shall be anchored.
B.   Pitching distance shall be set at:
1.        Boys Coach Pitch                                            46 feet.
2.        H League                         46 feet
3.        G League                         50 feet
4.        F League                         55 feet

II.        Special League Rules
A.   Boys Coach Pitch - Free Agents
1.        A manager in Boys Coach Pitch may sign three free agents on a form provided by the Association on or after the first day of registration and prior to the first day of tryouts.
2.        The completed free agent forms will be turned into the Secretary before the end of the last day of registration.
B.   H, G, and F Leagues - Free Agents
1.        A manager and /or coach will not try to recruit players until September 1st of the current year.
a.   First offense - go before the Governing Board.
b.   Second offense - suspended as manager or coach.
2.        Each team in H and G league may sign six free agents (F league eight free agents) on or after the first day of registration. However, the total number of players on the team roster shall not exceed fifteen.
3.        The completed free agent forms will be turned into the Secretary before the end of the last day of registration.
4.        Teams electing to sign free agents shall lose one draft selection for each free agent signed.
5.        Free agent slips will be used beginning in the first round of the draft and continuously until all are used as draft picks.
6.        Returning players to a league classification shall not be eligible to be signed as a free agent with another team.
7.    Free agents shall be at least nine years old for H league, eleven years old for G league and thirteen years old in F league of the current year, shall fulfill all eligibility requirements, and may include only
a.   Players new to a league classification
b.   Any abuse of the free agent rule as determined by the Executive Board will result in
      suspension of the guilty party.
8.        All games will become official after 4 ½ innings if the home team is ahead, or 5 innings if the visiting team is ahead. This will apply to all seven inning games for rained out and suspended games.
a.    A rained out game that is not an official game will be started from the point of
       suspension.
b.A suspended game that is not an official game will be started from the point of
       suspension.
             C.   Ellet Boy’s League Tournaments
1.    At the end of regular season play, all teams in H and G league will play in a
       tournament with the format determined by their league commissioner and approved
       by the Board.
2.The Ellet team with the best overall regular season record in H and G league will                                                                                              receive a trophy.

III.        Boys Coach Pitch
A.   Official baseball rules shall apply with the exception of the following rules:
1.        Games to consist of six innings
2.        A game will be official upon completion of 4 innings or 3 ½ if the home team is leading.
3.        Bats are to be limited to a maximum of twenty-eight inches in length and be an official baseball bat.
4.        The defensive team will consist of ten players, including four outfielders at the same depth.
a.    A team can start a game with nine players if only nine are available due to vacation,
       illness or injury and finish with eight players.
b.Catchers must wear chest protectors, shin guards, mask and cup during practices,
       warm ups and games.
c.The pitcher (player) will remain behind the pitching rubber and within two feet of the
       rubber until the ball is hit.
d.Each player available for a game must play the field a minimum of three innings, not
                                  necessarily consecutively.
5.        Each player available for a game will be inserted into a continuous batting order and will bat even though he may not be playing a position on the field.
                     6.        Throwing a bat is prohibited.
a.   First offense: the umpire will issue a warning to the batter’s team.
b.   All subsequent offenses by that team will result in calling the batter out and the ball
      dead.
7.        A base runner losing his batting helmet between bases will advance to the next base only, provided he reaches that base safely.
8.        No team can score more than five runs in any one inning. When five runs are scored, the other team will automatically come to bat. Any runs scored after the five-run limit will not count.
9.        Batters are not permitted to bunt or swing easily at the ball. Penalty: the ball is dead and a strike is called on the batter.
10.        On an overthrow out of play, the runner on which the play is being made will be awarded two bases. Example: an overthrow is made at the runner to first base, the ball goes out of play, the umpire will award the runner first base plus second. Runners already occupying a base will advance accordingly if necessary. The ball is dead until the next pitch.
11.        There will be no infield fly rule.
12.        Time will be called by the umpire when the progress of the lead runner has been stopped due to an infielder having control of the ball in the infield. Subsequent runners shall be returned to the last base legally occupied at the point the umpire calls time.
13.        The coach pitcher must be either the manager or a coach of a team. The coach pitcher may not pitch the ball until the umpire says “play ball.” Penalty: that pitch is called a strike and there is no play.
a.    The coach pitcher will deliver a maximum of seven pitches per batter.
b.    There will be no balls counted. Therefore, no walks recorded.
c.    After three strikes, the batter is out. A batter must swing at the ball to constitute a
      strike.
d. On the seventh pitch, a batter is out if the ball is hit foul or if no contact with the ball is
    made.
e.   Unintentional touching of a batted ball by the pitching coach will be ruled no pitch.
f.    Intentional touching of a batted ball by the pitching coach will be ruled an out and the
       ball is dead.
g.   The coach pitcher has to be in the direct line with the pitcher’s rubber and home plate.
14.        All lines are in fair territory
15.        Fields will be set up by the home team with the assistance of the visiting team.
16.        There will be no official league standings during the regular season.
At the end of regular season play, all teams in league will play in a tournament with the
format determined by their league commissioner and approved by the Board.
a.    The sixth inning of the tournament will be open, allowing more than five runs to be
       scored in this inning.
b.    Trophies will be awarded to the first and second place teams.
17.        One defensive coach shall be permitted in the outfield during the game.
18.        No coach pitch tournament game will be played unless a league-authorized umpire is present at the game, unless both managers agree on a replacement umpire.



IV.        H League
A.   Each player available for a game will be inserted into a continuous batting order and will bat even though he may not be playing a position in the field.
B.   The umpire shall warn a pitcher on the first balk committed without advancement of the runner. However, each subsequent balk by that pitcher shall be called with the base runners advancing.
C.    A base runner losing his batting helmet between bases shall advance to the next base only, provided he reaches that base safely.
D.   A team may begin the game with nine players and finish with eight players.
E.   The defensive team shall consist of ten players of which four are outfielders playing at approximately the same depth.
F.    Ohio Hot Stove Baseball district, regional and state final tournaments are played under all current Ohio Hot Stove Baseball rules.

Ellet Girls Rules
Coach Pitch, 10U, 12U, 14U, 16U and 18U

I.        Field Dimensions
A.   Distances between bases shall be set at:
1.        Girls Coach Pitch (GCP) 60 feet and bases shall not be anchored.
2.        10U 60 feet and bases shall be anchored.
3.        12U 60 feet and bases shall be anchored.
4.        14U, 16U and 18U 60 feet and bases shall be anchored.
5.        Senior High 60 feet and bases shall be anchored.
B.   Pitching distance shall be set at:
1.        Girls Coach Pitch                                                  35 feet
2.        10U                         35 feet
3.        12U                         40 feet
4.        14U, 16U and 18U will be governed by the NSA rule book.

II.        Special League Rules
A.   Girls Coach Pitch - Free Agents
1.        A manager in Girls Coach Pitch may sign three free agents on a form provided by the Association on or after the first day of registration .

b.   Returning players to a league shall not be eligible to be signed as a free agent with
      another team.
c.   Any abuse of the free agent rule as determined by the Executive Board will result in
       suspension of the guilty party.
7.        All games will become official after 4 ½ innings if the home team is ahead, or 5 innings if the visiting team is ahead. This will apply to all seven inning games for rained out and suspended games.
a.    A rain out game that is not an official game will be started from the point of
      suspension.
b.   A suspended game that is not an official game will be started from the point of
      suspension.
8.    A complete roster must be submitted to Ellet Baseball Association by the fourth Tuesday of May.


9.    Any team short of players after the final roster is in can use a player from a younger roster
       of the same organization. If there is no younger age roster team, teams may pick up a
       younger player not in the organization with the approval of the Ellet Baseball Association
       commissioner of your league.
10. Any player changing associations without moving into that community shall obtain a release from the prior association before registration.
11. All 14U girls league classification shall not be on any other team or associated with any other organization for the purpose of playing softball during the EBA season.
12. In 10U and 12U, no more than (3) players who are on a “Travel Ball” team can be on a roster team playing in or associated with the Ellet Baseball Association .
             C. Ellet Girl’s League Tournaments
               a.   At the end of regular season play, all teams in 10U and 12U will play in a tournament with         
                   the format determined by their league commissioner and approved by the Board.
D.   Game Rules
1.         Smoking will not be permitted by managers or coaches on the playing field.
2.        Any rules not covered by the Associations rules and regulations shall revert to NSA Women’s Softball Rules.
3.        If, in the opinion of the umpire, a team is excessively abusive in a physical or verbal sense, the umpire can stop the game and award the victory to the other team.
4.        The home team will be designated as the official scorer. It will be the responsibility of the visiting team to check with the home team scorekeeper throughout the game on substitutions and other game occurrences.
5.        A base runner losing her batting helmet between bases shall advance to the next base    only,         
                            provided she reaches that base safely.
                     6.        There will be ten players per team on the field. A team must field eight players or forfeit   
                            the game, except girls coach pitch.
7.Marking of the foul lines, batter’s box, putting down bases and anchoring them, putting
       down the pitching rubber and home plate, and furnishing one white ball will be the      
       responsibility of the home team.
8.No metal or plastic spikes will be permitted. Rubber spikes and tennis shoes will be
       permitted.
                     9.        Hats will be optional in all girls’ leagues in accordance with NSA rules.
                   10.        No new inning will be started after 8:30 p.m.
                   11.        All managers, coaches and players should conduct themselves in a sportsmanship like
                            manner.

III.        Girls Coach Pitch
A.   Girls coach pitch is primarily an instructional league. Managers and coaches are to keep this in mind at all times. The objectives or goals of the manager are to teach the players how to correctly catch, throw and hit a ball.
B.   A game shall consist of six innings.
C.        A game becomes official upon the completion of four innings or 3 ½ innings if the home team is leading.
D.   Base runners will not leave their bases until the bat contacts the ball or they are automatically out.
E.        There will be a maximum of twelve defensive players per team on the field, with a minimum of eight. Each player available for a game must play a minimum of three innings in the field, not necessarily consecutively.
F.    The pitcher (player) will remain behind the pitching rubber and within two feet of the rubber until the ball is hit.
G.    Only the pitcher (player) shall be within the fifty-foot arc. All other players must be outside      
       the arc and out of the base paths.
H.    The defensive team will consist of seven infielders and five outfielders playing at least ten                  feet behind the base paths.
I.      No outfielder may take a throw at any base. If an outfielder takes a throw at any base, the   
       ball is dead. The base runner is safe and will advance to the next base.
J.    Each player available for a game will be inserted into a continuous batting order and will bat    even though she may not be playing a position in the field.
K.    No team shall score more than five runs in any one inning. When this occurs, the other team   
       shall automatically come to bat. Any runs scored after the five-run limit will not count.
L.    Aluminum bats will be issued to all girls coach pitch teams. Aluminum bat length shall be
       limited to twenty-eight inches.
M.   The official girls coach pitch ball will be a ten inch-rubberized ball.
N.   The coach pitcher must be either the manager or a coach of the team. The coach pitcher may not pitch the ball until the umpire says “play ball.” Penalty: that pitch is called a strike and there is no play.
O.   The coach pitcher will deliver a maximum of seven pitches per batter.
P.    There will be no balls counted. Therefore, no walks recorded.
Q.   After three strikes, the batter is out. A batter must swing at the ball to constitute a strike.
R.   On the seventh pitch, a batter is out if the ball is hit foul or if no contact with the ball is made.
S.   Unintentional touching of a batted ball by the pitching coach will be ruled no pitch.
T.   Intentional touching of a batted ball by the pitching coach will be ruled an out and the ball is
      dead.
U.   The coach pitcher has to be in the direct line with the pitcher’s rubber and home plate.
V.   Interference by the coach pitcher with a player attempting to field a batted or thrown ball will
       be an out at the point where play is being made.
W.   All lines are in fair territory
X.   Fields will be set up by the home team with the assistance of the visiting team.
Y.   There will be no official league standings during the regular season. There will be a double
       elimination tournament for the Coach Pitch Girls teams at the end of the season.
1.        The sixth inning of the tournament will be open, allowing more than five runs to be scored
       in this inning.
2..        Trophies will be awarded to the first and second place teams of the tournaments.
Z.    One defensive coach shall be permitted in the outfield during the game.
AA. No coach pitch tournament game will be played unless a league-authorized umpire is present at the game, unless both managers agree on a replacement umpire.
BB. Throwing a bat is prohibited.
1.        First offense: the umpire will issue a warning to the batter’s team.
2.        All subsequent offenses by that team will result in calling the batter out and the ball dead.
CC. A base runner losing her batting helmet between bases will advance to the next base only, provided she reaches that base safely.
             DD. Batters are not permitted to bunt or swing easily at the ball. Penalty: the ball is dead, a strike
                      is called on the batter.
             EE. On an overthrow out of play, the runner on which the play is being made will be awarded two
                      bases. Example: an overthrow is made at the runner to first base, the ball goes out of play,   
                      the umpire will award the runner first base plus second. Runners already occupying a base
                      will advance accordingly if necessary. The ball is dead until the next pitch.
             FF. There will be no infield fly rule.
             GG. Time will be called by the umpire due to an infielder having control of the ball in the infield.   
                     Infield is defined as the area in front of the base lines. Subsequent runners shall be returned to
                     the last base legally occupied at the point the umpire calls time. Any runner more than half            
                     way to the next base will be awarded that base. Any player less than half way to the next base            
                     will be returned to the original base obtained.
             HH. The ball is dead after a play when the umpire calls “time.” The ball remains dead until the
                      umpire calls “play” before the next pitch.
             II.   Batters shall not be called out for stepping out of the batter’s box while batting. If this occurs,
                     the player is to be instructed properly.

IV.        10U Girls
A.   Mercy rule: Will be determined by each league at the beginning of the season.
B.   Every player shall play a minimum of twelve consecutive outs (two full innings), unless being disciplined, in which case the opposing manager will be notified.
C.   Pitchers are allowed to be removed from the game and later reenter as a pitcher. This pertains to all other positions. This is called free substitutions.

G.   Each player available for a game will be inserted into a continuous batting order and will bat
      even though she may not be playing a position in the field.
H.   A twelve-inch softball will be used for games.
I.    On a dropped third strike, the ball is live and the batter may run to first. Base runners may
      advance at their own risk.
J.   Pitchers are allowed to be removed from the game and later reenter as a pitcher. This pertains
    to all other positions. This is called free substitutions.

VI.        14U, 16U and 18U Girls
A.   These leagues will be governed by NSA rules.

VII.        Senior High Girls 16U and 18U
A.   The team will consist of individuals who are picked by a manager selected by the Executive Committee.
B.   Players may or may not be residents of the Ellet community.
C.   Sixty percent of the team must meet the Association’s residency requirements.
D.   The team must be approved by the Executive Committee before practice or games begin.

I League
Instructional T-Ball
I.        Scheduling
A.   League play shall be scheduled by the Senior Commissioner or I League Commissioner.
             B.   Practice shall begin no earlier than May 1 and end the third week of May.
C.   Practices shall be limited to twice per week at one hour per practice.
             D. The regular season begins tentatively the fourth week of May and ends tentatively the last week                     of June.
             E.   Games will be played on Tuesday and Thursday at 6:00 p.m.
             F.   Cancelled or suspended games will be rescheduled for 10:00 a.m. on Saturday if possible, by                         the Senior Commissioner.
             G.   The I League Commissioner may cancel games due to field or weather conditions before 5:00
                     p.m. After 5:00 p.m., the managers shall decide if the game should be canceled due to field or
                     weather conditions.

II.        Field Dimensions
A.   The distance between bases shall be fifty feet.
B.   Bases shall not be anchored.
C.   The pitching distance shall be 35 feet from the back of home plate to the front of the pitching rubber.
D.   The dead ball zone shall be a twelve-foot diameter circle measured from the center of the pitching rubber.
E.   A foul ball area shall be a fifteen-foot arc from the back of home plate to both foul lines.

III.        Coaches
A.   Offensive coaches shall be positioned at first and third base.
B.   Two defensive coaches may be used in the field behind the outfielders to instruct players.
C.   If a live ball is touched by a defensive coach, all base runners will advance one extra base.

IV.        Umpire
A.   The defensive manager or acting manager shall be the umpire at the plate.
B.   The umpire is not permitted to instruct or advise defensive players.

V.        Scoring of Games
A.   There shall be no league standings as this is an instructional league.
B.   There shall be no league tournament.
C.   Batting lineup sheets will be provided by the Association.

VI.        Game Rules
A.   Official baseball rules shall apply with the exception of the following rules:
1.        Games shall consist of three innings or a one hour time limit. Games will end when a complete inning has been played.
2.        If a batter swings and hits the ball within the fifteen-foot arc at home plate, the ball will be dead and a strike called on the batter. If this should occur on the third strike, the batter will be out. Optional, a player may be given (3) pitches by the Manager or Coach and if unable to hit the ball, may then hit off of the tee.
3.        On the third strike, if a ball is hit foul, the batter shall not be declared out and shall receive another attempt to hit the ball fair.
4.        Base runners shall not leave their base until the ball moves off the tee.
a.   Should the base runner leave early on a fair ball, the runner is automatically out.
b.   Should the base runner leave early on a foul ball, the runner is not automatically out
      and shall return to the previously occupied base.
5.        Each player available for a game must play the field.
6.        Each player available for a game will be inserted into the batting order and will bat.
7.        An inning shall consist of one at bat for each player in the batting order. After all players have batted, the inning is retired.
8.        The batter may not swing at the ball until the umpire has called “play.” Penalty: The ball will be declared dead and the batter shall receive a called strike.
9.        Lines are in fair territory.
10.        There shall be no infield fly rule.
11.        On an overthrow out of play, the runner on which the play is being made will be awarded two bases. Example: an overthrow is made at the runner to first base, the ball goes out of play, the umpire will award the runner first base plus second. Runners already occupying a base will advance accordingly if necessary. The ball is dead until the next pitch.
12.        Time will be called by the umpire when the progress of the lead runner has been stopped due to an infielder having control of the ball in the infield or after a play, the pitcher has control of the ball in the twelve-foot circle around the pitcher’s rubber. Subsequent runners shall be returned to the last base legally occupied at the point the umpire calls time. The ball remains dead until the umpire calls “play” on the next pitch.
13.        The tee height will be set at 26" and remain at this height for the full game. The tee will be placed ten inches directly behind home plate. The tee and home plate shall be point to point.
                     14.        Throwing a bat is prohibited.
a.   First offense: the umpire will issue a warning to the batter’s team.
b.   All subsequent offenses by that team will result in calling the batter out and the ball
    dead.
15.        A base runner losing his/her batting helmet between bases will advance to the next base only, provided he or she reaches that base safely.
16.        The defensive team shall consist of a normal infield plus an additional fielder between first and second base. The balance of the defensive team shall be placed in the outfield equally spaced and at least ten feet behind the base line.
17.        The game may start provided both teams can field at least eight or more players. If one team does not have eight players, the total number of players shall be divided into two teams so the game can be played.
18.        The catcher must wear full protective gear during practices and games.
19.        During the game a catcher will be placed four feet behind the batter by the umpire. The catcher shall not move until the ball is hit from the tee.
20.        The pitcher shall remain on the pitching rubber or directly behind the rubber, but within the twelve-foot circle.
21.        Bats are to be limited to a maximum of twenty-eight inches in length and be an official baseball bat.
22.        A nine inch-rubberized ball shall be used for practice and games.
23.        Uniforms shall consist of team color T-shirts and hats.
