Majors
Major League (a) The major league regular season shall consist of two complete rounds. Make up rounds shall be coordinated through the player agent but shall not disrupt the flow of the already scheduled games of the local league. (b) The major league shall be comprised of players whose league age is 11 or 12. 9 and 10 year old players may be on the major league roster if necessary. (c) Ten run rule to end the game – The manager of a major league team who is behind by 10 or more runs after 4 complete innings of play must concede the game. (d) Mandatory Playing Rule: Every player on a team roster will participate in each game for a minimum of 6 defensive outs and 1 at bat. 1. Penalty: The player involved shall start the next scheduled game and play any previous requirements not completed and the requirement for this current game before being removed. 2. The manager shall for the: “First Offense-receive a written warning “Second Offense-A suspension for the next scheduled game “Third Offense-A suspension for the remainder of the season. (e) Any player who did not start a game shall start the next immediate game whether scheduled or make-up, so as every player will start at least every other game.â€? (f) No player shall sit out two (2) times until all players have sat out one (1) time. (g) Major level games will have a two (2) hour time limit. (h) No inning will start after one hour and fifty minutes from the official start time. (i) There shall be no more than two intentional walks per game, pursuant to the pitch count rules (Section VI of the Little League Rule Book). No player may be intentionally walked more than once per game, per team. Minors (a) The minor league regular season shall consist of two complete rounds. Make up rounds shall be Coordinated through the player agent but shall not disrupt the flow of the already scheduled games of the local league. (b) The minor league should be comprised of players whose league age is 9 or 10. 8 year olds may be on the league roster in the event of a shortage of 9 and 10 year old players. 12 year olds may be part of the minor league roster if it is decided that to have a particular 12 year old play in the major league would pose a safety concern to himself or fellow players. (c) The five run rule per inning will be in effect for the minor league. An offensive inning will be over when 3 outs or 5 runs have been recorded. The last inning will be on an open inning for the home team to play to a tie. (d) The ten run rule to end the game will be in effect for the minor league. See Section 1 (d) above. (e) Mandatory Playing Rule: Every player on a team roster will participate in each game for a minimum of 6 defensive outs and 1 at bat. 1. Try to finish as close to the time as possible. Do not start another inning of play after 1 hour and 20 minutes has elapsed. (g) Only nine players are on the field at a time. (h) Offensive batting consists of 3 outs or a 5 run rule each ½ inning. (i) A batted ball can pass through the pitching circle/mound and be in play. (j) If a batted ball stops or is fielded in the pitching circle/mound, it is dead and the batter/runner will get the base they were going to. (k) Coaches are allowed on the field to provide instruction to their players. The manager of coach shall not interfere with play in any manner. (l) If a coach enlists the help of a volunteer adult pitcher, this action shall not violate any league safety rule. (m) The pitcher may pitch from anywhere between 35 and 46 feet from home plate. (n) Each batter will receive a maximum of seven pitches. If a batter does not swing at the seventh pitch, the batter is out. If the batter swings and it is a foul tip, he continues at bat until either a pitch is missed or put in play. (o) A batter hit by a pitch may exercise a no bat option. The batter can continue his at bat, or return to the dugout with no penalty to the team. (p) Coaches are also the umpires. (q) The home team of the first scheduled game is to get the field ready for play (rake the field, and line the field) no later than ten (10) minutes prior to the scheduled start of the game (r) A batter/runner may continue to run as long as the ball is in play. Once the pitcher has the ball, runners stop at that base. (s) There are no walks in the game. Batters may strike out. A ball pitched in the strike zone is not a strike if the batter does not swing. (t) Foul balls will be called as in conventional baseball except the ball that travels less than three (3) feet in fair territory from home plate, which is also called a foul ball. A batter cannot strike out on foul balls. (u) The five run rule is in effect in all innings. Note: When the five run rule is in effect, the half inning is complete when the fifth (5th) run crosses the plate even though the team in the field has recorded fewer than three (3) outs. Note: If, at the end of the open inning, the score is tied, the game will end in a tie. Note: Managers and coaches are encouraged to de-emphasize scores and no league records will be kept with regard to team standings. The focus should be on skill development (v) Each team will be provided with a scorebook. (w) There is no base stealing. (x) All base runners may advance one (1) base on an overthrow at the runner’s own risk on the first throw of any play originating in the infield. No additional advancement may be made on any additional overthrows. (y) In cases where the overthrown ball goes out of the field of play, runners will not advance beyond the base they were attempting at the time of the overthrow. (z) All further advancement by any base runners will stop when the ball is returned to the infield by the team in the field, whether or not the ball is controlled by an infielder. At that time, the umpire shall call time and the ball shall be thrown to the pitcher, who will give it to the umpire. Note: At the point when the ball being returned to the infield, crosses the plane of the infield, any base runner(s) having advanced beyond ten (10) feet of the base last passed, may advance to the next base at his/her peril. When the base runner(s) is (are) within ten (10) feet of the base last passed, he/she shall return to that base. Note: The only exception to this rule will be if an outfielder throws the ball to first base. On any play where an outfielder throws the ball to first base, the throw will be treated the same as a first throw on the infield. Advancement of the base at the base runner’s own risk will be allowed. No advancement will be allowed as a result of a second overthrow. (aa) The infield fly rule does not apply. T-Ball (a) Games will consist of 2 full innings or 1 hour of play. (b) All players play in the outfield and all players bat during the inning. (c) If a player is put out they return to their bench (they do not run the bases for practice). (d) A player may not run on an overthrown ball. (e) Once the ball is fielded and thrown to the pitcher, runners must stay on their base. (f) The last batter runs all the bases until put out. (g) No score or number of outs is kept. (h) Visitors are up to bat first and take the first base bench. (i) Usually half way through the season players may be pitched to while at bat. (j) It is beneficial to have a parent line the players up in batting order, make sure they have a helmet on, and let them know when it is their turn to bat. (k) Coaches may be in the field while on defense to assist their players. Coaches shall not interfere with play in any manner. (l) Coaches and/or parents can be base coaches. (Make sure parents are aware of their responsibilities and know the rules). (m) All players and coaches should strive to be at opening and closing ceremonies. (n) There are no walks in T-ball. (o) Foul balls will be called as in conventional baseball except the ball that travels less than three (3) feet in fair territory from home plate, which is also called a foul ball. (p) No strikeouts will be called at the T-ball level. (q) There is no base stealing. (r) There is no advancement on an overthrow in T-ball. (s) The infield fly rule does not apply. |
