The intent of some rules has been added to assist officials in settling protests.

The League and League Organization

0.01 The league shall be the smallest unit of organization and shall be governed by those active in the program who make up the managing personnel, such as elected officers, executive committee, team managers, volunteer umpires, sponsors and player agents, serving as the volunteer operating personnel. The community aspect of the program should be the goal and be maintained.

0.02 · A league shall be composed of not less than two (2) teams or more than (10) teams depending upon the conditions within a particular community.  EXCEPTION: The State Director can approve a one-team league on a one year basis if recommended by the District Director following a complete investigation which determines that not enough qualified candidates are available for more teams.

0.03 New leagues franchising in the territory of any existing league must have the approval of the district and state director and the concurrence of the Dixie Boys Baseball Commissioner. The state director shall decide territory and player distribution. Territory redistribution disputes are appealable to the National Board.

0.04 A franchise fee will be assessed on a yearly basis and will be determined by the National Board of Directors. The franchise deadline is May 15 of each year.

0.05 Each league or group of leagues shall adopt a set of rules and regulations for the league or leagues, subject to the approval of the State Director.

0.06 In communities having two or more leagues, it may be advisable to have one set of officers and adopt the same rules and regulations. This, however, is optional and will be determined by the various leagues. The operation of more than one league with the same officers must be agreed upon by the managers of the various leagues.

0.07 The franchise certificate is issued annually to each league by the Commissioner, subject to the following conditions. (1) The Commissioner shall have the authority to withdraw or refuse membership for just cause, and shall give written notice to the presiding officers of the league as indicated by the current franchise application on file. (2) The league franchise does not imply that in future seasons a new league cannot make application for operation within a portion of the present boundaries of the league, but only that no other league shall be permitted to operate within the boundaries established for the current season. (3) The league franchise expires at the conclusion of the actual play of the season for which it has been granted and is subject to renewal upon application and re-examination of the following year.

0.08 Leagues are required to adopt and carry out policies for the prevention of serious infectious diseases. This policy will be included in the materials sent to each league and is provided to greatly reduce the possibility of any transmission of a blood-borne pathogen such as Hepatitis B or HIV, if the individual who is bleeding has such a disease. Participants removed from games under this policy are subject to the regular substitution rules of Dixie Boys Baseball, Inc.

Boundaries

0.11 League boundaries shall be determined by the officers and executive committee of the league, but are subject to annual approval by the district and state director.

0.12 A map clearly indicating the current boundaries of the league shall be on file with the State Director, and District Director, and shall be replaced upon request.

(a) Unless specifically stated otherwise, the center of the street shall be considered the actual dividing line when streets are used as boundaries.

(b) Maps must indicate specific boundaries, such as streets, railroad tracks, etc., or school districts, postal zones, city limits, or similarly specified areas. A definition of boundaries such as "five mile radius" or power lines is not acceptable.

0.13 The district director, based upon the recommendations of the state director, reserves the right to adjust boundaries in the event of overlapping of territorial request or because of inequitable conditions.

(a) Though boundaries are not specifically restricted by population or area, both will be considered when boundaries are submitted to the district director for approval.

0.14 Boundaries for Dixie Boys, Dixie Pre-Majors, and Dixie Majors need not be identical.

0.15 Two or more leagues may operate within the same boundary, but all managers must have equal opportunity in the selection of players, i.e, an equitable system of rotating all team through a single draft process to assign players to teams. This regulation specifically disallows teams in League A selecting players before League B, League C, etc., select any players. Also disallowed is any program that registers a select team or league, thereby leaving the remainder of players to play in their local recreation program. Failure to meet the "Equal Opportunity" requirement in the selection of players allows a league to gain unfair advantage over other leagues. Violation of this rule could result in forfeiture of tournament rights or loss of franchise.

0.16 The BOARD OF DIRECTORS OF DIXIE BOYS BASEBALL, INC., reserves the right to continue any player:

(a) Whose residence changes after becoming a member of the league.

(b) Who lives outside of the league's boundaries because of a revision of such boundaries even if the boy then resides in the territory of another league.

Teams

0.21 Each team may consist of a maximum of 16 uniformed players in Dixie Boys and a maximum of 18 uniformed players in Dixie Majors with a maximum of 3 coaches. All players shall be registered with the league president not later than 5 days prior to the first regularly schedule game of the league season.

0.22DB · It is recommended that no team have on its roster more than eight (8) players of league age, fourteen (14) years, unless approved by the District or State Director. There is no limit on the number of 13-years-olds on a team roster.

0.22DM It is recommended that no team (Dixie Majors-15 through 18) have on its roster more than twelve (12) players who are of league-age sixteen (16) through eighteen (18). It is recommended that no team (Dixie Pre-Majors-15 through 16) have on its roster more than eight (8) players of league-age sixteen (16). Any differences from above must be approved by the District Director and State Director.

_0.23 Complete playing rosters (including dates of birth) shall be mailed by June 1 or prior to leagues first scheduled game, to the District Director and State Director and a copy retained by the local league president.

_0.25 Each team must have a team picture turned in at District level play.

Legal Players

0.31DB Any boy whose thirteenth birthday falls before May 1 of the current year, and any boy whose fifteenth birthday falls on or after May 1 of the current year is eligible to compete in and complete the current Dixie Boys baseball season. No player under league age 13 may participate in a Dixie Boys League.

0.31DM Any boy whose fifteenth birthday falls before May 1 of the current year and any boy whose nineteenth birthday falls on or after August 1 of the previous calendar year shall be eligible to compete in and complete the current Dixie Majors baseball season. Also any boys who plays baseball for his school and whose fourteenth birthday falls before May 1 of the current year is eligible to compete in and complete the current Dixie Majors Baseball season. Any eligible boy whose fourteeenth birthday falls before May 1 of the current year and any boy whose seventeenth birthday falls on or after May 1 of the current year shall be eligible to compete in and complete the current Dixie Pre-Majors baseball season. No player under league age 14 may participate in a Dixie Pre-Majors/Majors league.

0.32 Birth Certificates are defined as being official registrations of birth issued by the state. Also approved are: Photostatic copies of the official registration, baptismal certificates, hospital certificates, military identification cards, Dixie Youth Baseball Certification of Birth forms and valid driver's licenses. Date of birth of all players shall be submitted to the local league official prior to the leagues's first regularly scheduled game. Each state shall adopt a standard birth certificate record which will be used for all ages. Responsibility for verification will be at the District and State Director levels.

0.33 Only players of proper age whose residence, as determined by the residence of their parents or legal guardians, is within the approved league boundaries shall be considered "LEGAL" players for league and tournament competition except when exempt by other rules. Immediately upon the discovery by a league that it has a player registered who is the property of another league as shown in Rule 0.35, the improperly registered player shall be directed to the proper league for any further participation in Dixie Boys or Dixie Majors baseball.

0:33 DM: A college age player may participate in a league outside of his/her original league boundary with the following stipulation. A player currently enrolled in college must provide proof of enrollment. The physical address of the college, not a post office box, will be used to determine the player’s legal address. If a program isn’t offered, a player can participate under the regulations as found in Rule 0:35.

0.34 Players must reside within the boundaries of the league. "Reside" means bona fide continuous habitation and not merely establishment of a legal address of voting residence except in those cases specified in 0.35. DM: A Dixie Pre Majors and Majors franchise can be granted and a school based team formed as long as all players on a submitted league roster attended a specific school system during a current year. Eligibility status of player & coach shall be in accordance with prevailing rules of the State High School Athletic Association of the state in which the player lives. The franchise must have the approval of the District & State Director.

0.35 No player who resides in a franchised league's territory, shall be allowed to participate in another league's program unless he applied for and is granted a release. A League Release Authorization must be submitted and signed by the parent or legal guardian, and the releasing league president. The release must be approved by the State Director who will send a copy to the Commissioner's Office and District Director. All releases must be made before June 15 of the playing season. Player, after securing release will be obligated to play with the league that accepts him for the remainder of his eligible years unless allowed to transfer under proper Dixie Boys/Majors regulations. These releases will be given only if a player is not accepted or assigned to a team after attempting to register. Players may be released only to leagues boundaries nearest that of the releasing league. Any player in violation of this rule will be ineligible for all tournament play. Any league in violation of this rule can be declared ineligible for tournament play and local league play by the Commissioner of Dixie Boys Baseball. No release will be required if the area in which a player resides has not franchised by June 1.

0.36 Any player, after becoming a legal player in a league, as defined in Rule 0.33, remains the property of that league as long as he remains eligible by age, unless he applied for and is granted a release.

a) Rule 0.36 will be interpreted to mean that any player after becoming a legal player in a Dixie Baseball organization (Dixie Youth, Dixie Boys, Dixie Majors) remains the property of that league or organization as long as he remains eligible by age.

c) b) Example: A player participating in League "A" in Dixie Youth and later changes his residence has the option of remaining in League "A" as a 13-14 year old. If he chooses to join League "B", at his new residence, he must remain with that league throughout his eligibility (Dixie Boys and Dixie Majors).

c) c) Exception: Any player who is granted a release and participates in another league shall have the option, the following year, of registering to participate with the league in whose boundary he/she resides.

___0:37 A player having no place to play in the area he resides, whether franchised or not, is eligible to participate in Dixie Boys Baseball in the nearest franchised area. He may not “cross over” any franchised boundary. The Commissioner shall develop a form to be filed with the State Director by league officials for any player participating in a franchised program in which he does not live explaining why he is playing in that franchise.

Selection of Players

0.41 Each league shall determine its own system of selection. However, whatever system is used shall be under the direction of a "player agent" who shall see that all teams have an equal opportunity in the selection of players. Much care should be taken in the selection of this position. Dixie Boys Baseball, Inc. will furnish suggested player selection systems upon request.

0.42 A boy who does not register in time to participate in the player selection system will be ineligible to participate unless he is sick or injured (confirmed by a notarized doctor's affidavit) or was a new permanent resident of the community. Boys who become new residents following the selection of players may be assigned to a team provided the player agent gives his approval and the league president gives his written consent. Any boy who applies after registration has closed may be accepted if approved by the player agent and the league president gives his consent and if a vacancy exists on a team roster. Managers may not drop players in order to sign a new player. A violation of this rule will make the player ineligible for tournament play and local league play.

0.43 Dixie Boys (13-14) and Dixie Majors (15-18) players may participate in other amateur baseball programs, subject to local league approval. It is important that dual participation will not in any way interfere with a player's responsibility to Dixie Boys and Majors Baseball. The intent of dual participation is to provide opportunities for individual players to participate in other organized programs. The intent is not to pre-select an all-star team or designate only certain players for the sole purpose of creating a travel team. No league in the Dixie baseball program may pre-select all-star teams or create opportunities for only a select group to participate on a travel team.No player, under any circumstances, shall be permitted to play on another amateur team once the Dixie Boys/Majors tournament play begins.    Clarification of Commissioner: A team is considered as having entered Dixie Boys/Majors tournament play at the time of the first pitch of the tournament in which the team first participates. (I.e. district, regional, zone, state, World Series). Prior to any player or team participating in any play outside of Dixie Boys Baseball it is advisable to first consult with the appropriate Dixie Boys/Majors State Director. Failure to adhere to the rule will result in a player or a team being declared ineligible for further tournament participation.

0.44 A franchised Dixie Majors League (15 through 18), at the conclusion of its local league, may choose to select a Pre-Majors, (15 and 16) tournament team and/or a Dixie Majors tournament team for tournament play. Leagues may franchise a Pre-Majors (15 and 16) league or Majors (15 through 18) league if they choose to do so.

The Schedule

0.51 It is recommended that all teams play a minimum schedule of fourteen (14) games per team per season, preferably at the rate of two (2) games per week per team.

0.51DM Dixie Majors teams must play at least 10 games to be eligible for tournament play. A minimum of five (5) of these games must be against other Dixie Majors franchised teams. Schedules should be submitted to the district director prior to the season. Any exceptions to this rule must be approved by the district director.

0.52 Exhibition games are permitted but all pitching rules must be followed and permission granted by the league president or his delegated authority.

0.53 Under no condition can league officers set up a schedule of games which would require a team to play more than two (2) games in one day.

Team Sponsors

0.61 Dixie Boys and Dixie Majors Baseball teams should be sponsored by those organizations, firms, or companies whose activities or products are not detrimental to the welfare of youths. Specifically, no firm or company whose advertising reflects the sale of alcoholic beverages or tobacco products shall be permitted to sponsor, either locally or nationally, the Dixie Boys and Majors Baseball or be permitted to display any form of such advertising in connection with the program.

Miscellaneous

0.71 No player, coach, manager, umpire, or Dixie official is allowed to smoke, dip, or use any tobacco product while practicing, playing, or participating in the Dixie Boys/Majors program.

Penalties

0.81(a) Violation of Rule 0.00, or general failure of the league to comply with the concept of league organization and boundaries as defined in these Rules and Regulations may result in refusal to accept the league membership application, or the revoking of the membership status of the league if the violation occurs after membership for the current season has been granted.

(b) Penalty for use of illegal players shall be forfeiture of games in which illegal players participated, provided such games are protested by any of the league managers in writing to the league president within 48 hours of the game in question. The league president shall give his answer within seven (7) days from the date he received the protest.

(1) An illegal player is one who is not legally a member of the league because the player does not meet the requirements as to age and/or resident as stated in Rules 0.10, 0.30, 0.43, and 0.44.

(c) Penalty for the use of an ineligible player shall be immediate removal from the lineup upon appeal by the opposing manager (ineligible pitcher will be removed from the mound), notification by the official scorer or by league officers, provided the official score book or other league records verify the ineligibility of the player concerned. Such a player also becomes ineligible to play in the teams next game (ineligible pitcher cannot pitch in the next game he is eligible to pitch in).

(1) An ineligible player is one who is legally a member of the league, but who is ineligible to play or to pitch in a particular game or games because of the limitations set forth in these Rules and Regulations, or as the result of a previous rules violation or disciplinary action.

(2) For purposes of interpreting this rule, a player shall not be considered in violation of the rules until at least one pitch has been thrown after the point of violation.

(3) In the event the manager of an ineligible player refuses to remove player from the lineup (pitcher from the mound) when the appeal is made, and verified, the game is subject to forfeit.

(d) Illegal equipment shall be removed from the game.

(1) Players are not permitted to use an illegal headgear even if no other headgear is available. When proper headgear is not available, the game shall be delayed until the equipment can be obtained, or postponed and rescheduled by the league officers.

(2) Penalty for use of illegal shoes shall be removal of the shoes from the game, and, if no other legal footwear is available, removal of the affected player or players from the lineup.

(3) Players who do not wear complete conventional uniforms, protective headgear and catching equipment as required by these rules, shall be removed from the lineup.

(4) Players who intentionally in the judgment of the umpire discard their protective headgear while batting or running the bases, shall be removed from the lineup after completion of the play in progress at the time the violation occurs. Such action does not constitute an out, and such players are to be replaced as a batter or base runner, if appropriate.

(e) Pitchers in violation of any of the pitching rules shall be considered ineligible players, subject to the penalties stated for use of an ineligible player in this rule.

Protests

0.91(a) A protest based on a play which involves an umpires judgment is not permitted.

(b) When protests are based on an interpretation of the rules, the objecting manager must, at the time the play occurs, notify the head umpire that the game is being played under protest, and submit the protest in writing to the league president or secretary, or to the Decisions Committee, within 48 hours of the completion of the game.

(1) When protests based on the interpretation of a rule are upheld by the Decisions Committee, the game concerned shall be replayed from the point of protest.

(2) Umpires should make a public announcement to the crowd when a game is being played under protest. Umpire shall notify the official scorekeeper and opposing manager of protest.

(c) Any team manager, coach, or other adult leader who withdraws a team from the playing field under any circumstances prior to the official completion of the game shall forfeit all rights to protests as prescribed in this section.

1.00—OBJECTIVES OF THE GAME

1.01-Dixie Boys Baseball is a game between two teams of nine players each, (ages thirteen through nineteen), under the direction of a manager, played on a regulation Dixie Boys playing field in accordance with these rules, under jurisdiction of one or more umpires.

1.02-The objective of each team is to win by scoring more runs than the opponent.

1.03-The winner of the game shall be that team which shall have scored, in accordance with rules, the greater number of runs at the conclusion of a regulation game.

NOTE: The official playing rules, with the exceptions and variations contained in this book, shall be the Official Playing Rules, completely revised as released through the office of the Commissioner of Baseball. THE PLAYING FIELD

1.04-Only regulation Dixie Boys and Dixie Majors playing fields as described in the "Official Playing Rules" for Dixie Boys and Dixie Majors Baseball will be considered as sites for tournament competition. The only exception to this rule is in tournament competition where leagues, by mutual agreement, decide upon a playing field in order to reduce travel problems. In any such case approval must be given by Tournament Director or his representative.

1:04DB: LOCAL LEAGUE OPTION: THE PLAYING FIELD. The field shall be laid out according to the official playing rules of Major League Baseball.

(a) Baselines shall be eighty feet (80').

(b) The distance from the front side of the pitching slab to the point of home plate shall be fifty-four feet (54').

(c) The batter’s box shall be rectangular, four by six feet (4’x6'), centered to the home plate, the inside line being 6 inches from the side of home plate. Coaches’ boxes shall be ten feet by twenty feet (10' x 20') and located ten feet from the foul lines.

(d) Home plate, the pitchers’ rubber and the bases shall be the official size used in regulation baseball. The use of safety bases with safety features such as those with tapered sides and those that release upon sufficient impact of the double bag at first base are allowed.

(e) The pitchers’ mound shall be raised gradually to an elevation of 6 inches (6") above the level of home plate and the base paths. Portable pitching mounds meeting the correct size requirements are also approved.

(f) The recommended distance for a fence shall be 300 feet from home plate. A minimum home run distance of 275 feet is recommended to a four-foot barrier when possible. However, when field conditions make this impossible, shorter distances to the fence many be permitted. If it is necessary to set the home run barrier closer than 300 feet from home plate it is recommended that the barrier be made as high as necessary to compensate for the lost distance. The State Director can grant exceptions.

(g) There shall be a restraining line located along the first base line beginning 37-1/2 feet from home plate and extending three feet beyond the first and second base line.

(h) The official distance from home plate to the backstop shall be forty feet (40'), with a maximum distance of sixty feet (60') and a minimum distance of twenty feet (20') permitted for tournament site fields.

(i) All lines on the playing field shall be marked with a material which is not injurious to the eyes or skin. Lime or caustic material of any kind is prohibited.

1.04DM-THE PLAYING FIELD. The field shall be laid out according to the official playing rules of Major League Baseball.

1:09-The ball must meet the full manufacturing specifications of Dixie Boys Baseball, Inc. The ball shall weigh not less than five ounces (5 oz.) nor more than five and one-fourth ounces (51/4 oz.) avoirdupois. It shall measure not less than nine inches (9") nor more than nine and one-fourth inches (91/4") in circumference. Leather covered balls will be approved for all levels of play. Balls with other covers will be restricted to LOCAL LEAGUE PLAY ONLY and be so marked. Ball meeting Dixie Boys Baseball Inc., manufacturing specifications must bear the signature of the Commissioner.

1:10-Bats must be manufactured meeting specifications as determined by Dixie Boys Baseball, Inc.

(A) No laminated bat or experimental bats shall be used in a Dixie Boys/Majors game (either championship season or exhibition games) until the manufacturer has secured approval from the Rules Committee of his design and methods of manufacture.

(B) Cupped Bats. An indentation in the end of the bat up to one inch in depth is permitted and may be no wider than two inches and no less than one inch in diameter. The indentation must be curved with no foreign substance added.

(C) The bat handle, for not more than 18 inches from its end, may be covered or treated with any material or substance to improve the grip. Any such material or substance, which extends past the 18 inch limitation, shall cause the bat to be removed from the game.

(D) Wooden, metal, or graphite bats manufactured specifically for 13 and above Boys and Majors play which have a minimum 2 1/2 inch barrel to 2 3/4 inch barrel diameter are approved. Bats manufactured for use by 12 and under baseball programs shall not be used.

DB. There are no weight to length limitations.

DM. A bat shall not weigh more than three ounces less than the length of the bat NOTE: If the umpire discovers that the bat does not conform to 1.10 above until a time during or after which the bat has been used in play, it shall not be grounds for declaring the batter out, or ejected from the game.

1.11-It is mandatory that all players and managers be attired in matching uniforms composed of shirt, pants, caps, socks and baseball shoes. All teams participating in local league play are required to wear the "Dixie Boys/Majors shoulder emblem on their left uniform sleeve. Note: For local league play only: a "screened or heat press" emblem is permissible.

1:11(b)—Shoes with metal cleats are approved for all divisions.

1.12-The catcher may wear a catcher’s mitt of any shape, size or weight consistent with protecting the hand.

1.16(DB)—It is mandatory that batters and base runners wear pressure type helmets or helmets with chin straps and an approved facial protective device. Batters helmet must carry the NOCSAE Stamp of Approval. Face guards may be installed by the manufactures, or dealer, on the batter’s helmet. Any player who does not comply with this rule shall be warned by the umpire. For second and subsequent offenses, in the same game, he shall be called "out." An approved face protection device must provide full face coverage which will include, but not be limited to, protection for the eyes, nose, mouth and teeth, jaws and cheekbones, and forehead and temple area. The unit should be able to stand up to an impact of up to 100 mph.

 1.16(DM)—It is mandatory that batters and base runners wear pressure type helmets or helmets with chin straps providing the utmost protection and batter’s helmets must carry the NOCSAE Stamp of Approval.

1.17-All other equipment that is used in the Dixie Boys Baseball, Inc., program such as gloves, hats, uniforms, shoes and umpire’s equipment shall be the choice of the local league.

1.90-It is mandatory that the catcher wear a protective cup, and a protective helmet with a throat protector providing the utmost in protection. (Throat protector may be the one manufactured on the mask or the hard plastic protector securely fastened to the mask). Any player warming up a pitcher on the mound, bullpen or elsewhere, shall wear a catcher’s mask with a throat protector. It is strongly recommended that only players warm up pitchers during practice or game activities. No other person should warm up a pitcher with out a protective facemask due to the risk of substantial facial injury from deflected balls.

1.91-A player shall not be allowed to play with any type of cast on any part of his body.

NOTE: Full manufacturing specifications may be had by contacting the Commissioner. Space limitations prevent complete details of equipment specifications for manufacturing certain pieces of equipment being printed in this rule book.

2.00—An ELIGIBLE PLAYER is any boy whose name appears on the team’s official playing roster, whose date of birth has been verified by the league president or his designate as complying with the rules in section 0.30 of this book and whose selection and residency complies with the rules in section 0.40 in this book.

A FORFEITED GAME is a game declared ended by the umpire-in-chief in favor of the offended team by the score of 7 to 0, for violation of the rules.

A LEGAL SUBSTITUTE is any eligible player on the official playing roster who has not yet officially appeared in the game or a starter who has been withdrawn from the game only one (1) time.

THE MANAGER is the one who supervises a team and whose name appears on the Team Player Registration Form.

(a) The manager shall always be responsible for the team’s conduct, observance of the official rules and deference to the umpires.

(b) If a manager leaves the field, that manager shall designate the coach as a substitute and such substitute manager shall have the duties, rights and responsibilities of the manager.

REGULATION GAME. See Rules 4.10 and 4.11.

3:00—GAME PRELIMINARIES

3.01-Before the game begins the umpires shall:

(a) Receive from the league a supply of baseballs which meet Dixie specifications and standards; The umpire shall be the sole judge of the fitness of the balls to be used in the game;

(b) Be assured by the league that additional balls are immediately available for use if required;

3:03-Any player that is not in the line-up can be used as a courtesy runner for the pitcher or catcher at any time. Note: Rule applies for all levels of play Boys and Majors.

3:03(b)-Free substitutions shall be allowed as defined herein: Any of the nine starting players may be withdrawn from the game by being replaced by legal substitutes and then reenter the game one time only. However, he must be inserted in the same place in the batting order that he occupied at the start of the game. Once a substitute has been removed from the game, he cannot return to the game. In the event a manager has used all of his eligible players and a player is injured, becomes ill and cannot continue or is ejected or removed from the game by an umpire, the opposing manager shall select a player from the bench to replace the injured, ill or ejected player. The intent of the free substitution rule is to enable a manager to play all of his players. It shall be the responsibility of all Dixie Officials (coaches, umpires, official scorer, etc.) to enforce the provisions of this rule and to prevent illegal substitutions from occurring. In the event that an illegal substitution is made, the offending player shall be replaced with a legal substitute upon the discovery of the infraction by the umpire, Dixie official, official scorer or either opposing manager. All plays occurring prior to the discovery of the illegal substitution shall be official. An illegal substitution is not to be confused with an ineligible player, an ineligible pitcher or batting out of turn.

COURTESY RUNNER- RULE CLARIFICATION

1. At any time, the team at bat may use courtesy runners for the pitcher and/or the catcher.

2. The same individual may not be used for both positions (pitcher and catcher) during the game.

3. Neither the pitcher nor the catcher will be required to leave the game under such circumstances. The use of the courtesy runner does not constitute player participation/substitution; therefore, the current free substitution rule remains intact in its entirety.

4. Players listed in the official starting lineup are ineligible to serve as courtesy runners.

5. Any substitute that is replaced by a starter (free substitution rule) can either assume or resume the opportunity to serve as a courtesy runner.

6. The umpire-in-chief and the official scorer are to be notified of courtesy runner participation.

7. A player who violates the courtesy-runner rule is considered to be an ineligible player. The player and the manager are penalized by rule as found in section 8.96 (2006-07 Official Playing Rules) of local league and tournament rules.

EXCEPTION: Should an injury, illness or ejection occur to the courtesy runner, another eligible courtesy runner for the pitcher or catcher may run.

3:03 (c)-A relief pitcher who claims injury or illness prior to pitching to his first batter or recording an out, and is removed from the mound, shall not be allowed to return to the game later via free substitution.

3.04-LOCAL LEAGUE ONLY: PARTICIPATION: Every boy present shall play six (6) outs and complete a turn at bat. Penalty for violation shall be determined by local leagues.

3.10-(a) The local league officials shall determine the fitness of the playing field before the game starts. EXCEPTION: During tournament play, the tournament director shall determine the fitness of the playing field.

3.13-The local league will establish ground rules to be followed by all teams in the league for each playing field. The tournament director will establish ground rules to be followed by all teams in tournament play.

4:10(a) A regulation game consists of seven innings, unless extended because of a tie score, or shortened (1) because the home team needs none of its half of the seventh or only a fraction of it, or (2) because the umpire calls the game.

It is recommended that all local league games shall be seven (7) innings duration. However, it is recognized that, due to field availability or other scheduling conflicts, local leagues may need to place a time limit on games played. Time limits on games in local league play shall be permitted. Time limit supersedes the rule of 4-1/2 or 5 innings played.

LOCAL LEAGUES OPTION: Games shortened by reason of curfew, rain, or others acts of God shall be regulation games provided both teams have batted five times or if the home team has scored more runs in four or four and a fraction-half-inning than the visiting team has scored in five completed half-innings.

4.10(b)-In case the score is tied at the end of seven innings, the game shall go into extra innings until a verdict is reached or the game is called by the umpire. If a team is leading its opponent by at least ten (10) runs after five (5) innings have been played, or four and one-half (4-1/2) innings if the home team is ahead by at least ten (10) runs, the game shall be terminated and the team in front declared the winner.

4:10(c)-If a game is called, it is a regulation game:

(1) If five innings have been completed;

(2) If the home team has scored more runs in four or four and a fraction half-innings than the visiting team has scored in five completed half-innings:

4.10(d)—Reserved

4:10(e)—In the event a game is suspended before it becomes a regulation game due to rain, darkness, protest, tie, or any other cause, it must be resumed from the point of termination (or protest) when the game is rescheduled by league officials. A game cannot be called by an umpire until a waiting period of at least thirty (30) minutes has elapsed, unless it is agreed by both managers that the game cannot be completed.

4.15 (a)—Playing illegal players if protested by any of the managers participating in the league. SEE DEFINITION OF LEGAL PLAYER IN SECTION 2.00 IN THIS BOOK.

4.16-RESERVED.

4.17-A team failing to field at least nine (9) eligible uniformed players within fifteen (15) minutes after the scheduled game time shall forfeit the game. A team shall be allowed to complete a game in the case where sickness, injury or ejection of a player or players after the start of a game in local league play causes a team to have fewer than nine (9) eligible, uniformed players with which to continue. In the case where a team is permitted to continue play with fewer

than (9) players, an out shall be registered each time any vacant position in the batting order comes up during the course of the game.

4.18-Forfeited games shall be so recorded in the scorebook and the book signed by the umpire-in-chief. A written report stating the reason for the forfeiture shall be sent to the league president within 24 hours, but failure of the umpire to file this report shall not affect the forfeiture.

4.19-DIXIE BOYS BASEBALL RULES FOR PROTEST.

(a) A protest based on a play which involves an umpire’s judgment is not permitted.

(b) When protests are based on an interpretation of the rule, the objecting manager must, at the time the play occurs, notify the head umpire that the game is being played under protest, and submit the protest in writing to the league president or secretary, or to the DECISIONS COMMITTEE, within 48 hours of the completion of the game.

(1) When protests based on the interpretation of a rule are upheld by the DECISIONS COMMITTEE, the game concerned shall be replayed from the point of protest.

(2) Umpire should make a public announcement to the crowd when a game is being played under protest. Umpire shall notify the official scorekeeper and opposing manager of protest.

(c) Any team manager or other adult leader who withdraws a team from the playing field under any circumstances prior to the official completion of the game shall forfeit all rights to protest as prescribed in this section.

(d) The protesting manager on a play situation shall notify the umpire he is protesting before another pitch is made. The umpire shall announce that the game is being played under protest, but failure of the umpire to make this announcement shall not affect the validity of the protest. The protest shall be considered only if it is placed in writing by team manager or acting team manager and submitted to the local league president within forty-eight (48) hours from the completion of the game.

4.20-A protest shall be considered in local league play only if it complies with the above rules and submitted in writing to the league President within 48 hours after the completion of the game in question with the exception of protests involving the playing of ineligible players (see Rule 4.15) and ineligible pitcher (see Rule 8.96). The League President shall give his answer within seven (7) days from the date he received the protests.

NOTE: The local league shall first seek to settle all protests. Appeals carried beyond the local league shall first be brought to the attention of the DISTRICT DIRECTOR, then the STATE DIRECTOR, who shall be the ultimate arbiter in all appeals in local league plays.

NOTE: Appeals must be made in writing within twenty-four (24) hours of the decision with full statements by both managers and the umpire-in-chief or the umpire involved and from the protest authority of the league. A decision in writing from each appeal authority (league, district, state) shall be made a part of the appeal.

6:10—(League & Tournament Play). A hitter may be (not mandatory) designated for any one starting player (not just pitchers) and all subsequent substitutes for that player in the game. A starting defensive player cannot be listed as the designated hitter in the starting lineup. A designated hitter for said player shall be selected prior to the start of the game, and his/her name shall be included on the lineup card presented to the official scorer. Failure to declare a designated hitter prior to the game precludes the use of the designated hitter in that game. If a pinch hitter or pinch runner for the designated hitter is used, that player becomes the new designated hitter. The player who was the designated hitter may re-enter as the designated hitter under the re-entry rule. A designated hitter and the player for whom he is batting are locked into the batting order. No multiple substitutions may be made that will alter the batting rotation. The role of the designated hitter is terminated for the remainder of the game when:

(a) the defensive player, or any previous defensive player for whom the designated hitter batted, subsequently bats, pinch-hits or pinch-runs for the designated hitter; or

(b) the designated hitter or any previous designated hitter assumes a defensive position.

6:90—If a manager or coach, during an offensive time-out, leaves his position in the coaching box or dugout to talk to the same batter (or batter goes to the dugout, bench or coaching box to talk to the manager) more than once during his time at bat, the batter shall be called out. Exceptions can be granted for the above rule. The intent of this rule is to help eliminate unnecessary delays or intentional "stalling tactics."

8:00—THE PITCHER (LOCAL LEAGUE PLAY)

8.01-(Regular Season Only) Players on a regular season team may pitch in any game during the regular season subject to the following limitations. (30/40 Hour Rule)

8:90DB: A pitcher shall not throw more than 95 pitches in the same game or on the same day.

Exception: If the pitcher reaches the pitch count limit while facing a batter, he may continue to pitch until the batter reaches base safely or is put out.

8:90DM: A pitcher shall not throw more than 105 pitches in the same game or on the same day.

Exception: If the pitcher reaches the pitch count limit while facing a batter, he may continue to pitch until the batter reaches base safely or is put out.

8.91-A pitcher is charged with the number of pitches hurled, regardless of whether they are local league games, the resumption of suspended games, exhibition games, or games ruled "no contest" due to being called.

8.92-If a game is interrupted for any reason before becoming official, and is suspended, the same pitcher may continue when play is resumed, provided he eligible by the pitch rule. League official should consider the(30/40) hour rest period when rescheduling the completion of a suspended game.

NOTE: Innings pitched in the suspended and resumed portions of a suspended game shall not be added in order to disqualify a player from pitching.

8.93- Reserved.

8:94- The intent of Rules 8.90-8.94 is to help prevent arm injuries and to eliminate the possibility of a team winning a league championship using only one pitcher. These rules will also force a manager to develop other boys’ pitching talents.

(A) A pitcher after throwing more than 60 pitches in one game or on the same day shall have a minimum of forty (40) hours rest before becoming eligible to pitch in another game. The rest period begins when pitcher leaves the mound.

(d) A pitcher after having thrown more than 30 but less than 61 pitches in the same game or on the same day shall have a minimum of thirty (30) hours rest before becoming eligible to pitch in another game. The rest period shall begin when pitcher leaves the mound.

8.95-A manager shall be allowed to change pitchers in local league play as many times as is desired as long as the Free Substitution Rule (3.03) is not violated. Any pitcher being replaced on the mound by another pitcher cannot return to the mound.

 8.96-No game will be forfeited because of the violation of one of the Dixie Boys or Majors pitching rules because it is the manager’s responsibility to both know the Dixie Boys and Dixie Majors pitching rules and to ascertain the eligibility of opposing pitchers prior to each of his team’s games. If, however, an ineligible pitcher is used during the course of a game, he shall, upon the protest of the opposing manager, be immediately replaced on the mound by an eligible pitcher and all plays occurring while the ineligible pitcher was on the mound shall become "official". The ineligible pitcher will further be ineligible from pitching in the team’s next game that he would have been eligible to pitch in. The manager will be ineligible to participate in the team’s next game. A forfeit shall not be considered to be a game in determining the next game that a pitcher would be eligible to pitch in or a manager to coach in. The discovery of an ineligible pitcher may be made and the aforementioned penalty imposed up to one-half (1/2) hour prior to the scheduled time of his team’s next game.

NOTE: For the purpose of determining violation of Dixie Boys and Majors pitching rules, an ineligible pitcher shall violate one of the rules only when he throws a pitch to a batter in an inning or performs any defensive act, not when he takes his warm-up pitches from the pitching rubber. Commissioners’ Note: An eligible pitcher must pitch till the first batter reaches first base or is retired.

8.99-The starting pitcher will be credited with a win when he has pitched three (3) innings and his team is in the lead the remainder of the game. All other credit remains the same as outlined as official scoring within a game.

9.00—THE UMPIRE

9.01-(a)The league president shall appoint one or more umpires to officiate at each league game. The umpires shall be responsible for the conduct of the game in accordance with these official rules and for maintaining discipline and order on the playing field during the g
