Dixie Boys/Majors Baseball Umpires: 2012-13 Umpire Test

______ 1. The umpire shall deny a second conference by a coach on offence to talk to base runners, the batter, the on-deck batter or other offensive team personnel per inning.

______ 2. As an umpire if you discover a batter using a bat that has been altered (shaved, rolled ect).. It is you duty to eject the player from the game without warning.

. ______ 3. A batter comes to the plate in the Dixie Boys without a face mask.. You send him back to the dugout to put one on.

______ 4. You are in charge of the game. Your word is final!

______ 5. It is ok to warm up a pitcher without a catcher's mask as long as it is in a standing position.

______ 6. The base coach refuses to wear a protective helmet, that's ok by you. You know him.

______ 7. You always wear your watch on the ball field if there is a time limit.

______ 8. If the coach comes out of the dugout without you granting him time, you eject him without warning.

______ 9. It is your responsibility to check all equipment in both dugouts prior to the game.

______ 10. It is your responsibility to hold a pre-game conference at the plate with the head coaches prior to the beginning of the game.

_______11. With the exception of the plate umpire any call made in foul territory, the umpire was out of position.

______ 12. Jewelry shall be allowed as long as it isn't ear-rings on the players.

_______13. During a State Tournament you have been informed that the home team has played in tournament outside of Dixie between their District Tournaments. You declare a forfeit because this is in violation of Dixie rules.

_______14. The BBCOR Bat shall be the only bat allowed in the pre-majors & majors games.

_______15. When the pitcher disengages the rubber, he must drop his hands to his sides with runners on base.

_______16. It is not mandatory that Pitchers take signs from the catcher while in contact with the pitcher’s plate.

_______17. Any good umpire knows he has the last word on a ruling.

_______18. A balk is dead the instant it occurs.

_______19. You may over-rule your partner if you are the plate umpire.

_______20. Runner on 1st, the pitcher comes set, removes the ball from the glove then returns it there. He is still in contact with the rubber. Since he did not fake a throw this is not a balk.

_______21. 3 man crews always rotate clockwise in field mechanics.

_______22. It is better for a base umpire to have an indicator to keep up with balls and strikes than the plate umpire to lose count and have to ask the scorekeeper.

_______23. A good umpire always hustles from one position to another.

_______24. You always let the ball reach the catcher's mitt before you rule it a ball or a strike.

_______25. You always set up with your eyes at the top of the strike zone.

_______26. Placing your hands on your knees will get your fingers broke.

_______27. The plate umpire has the pitcher's hands, the base umpire has his feet.

_______28. Home run, it is the base umpires duty to follow the batter around the base to ensure every base is touched excluding home plate.

_______29. Your partner is toe to toe with a coach and it's heated. You step in always with your back to the coach and settle your partner down first.

_______30. Coaches have the right to talk to you about a call if done in a proper manner.

_______31. In tournament games you may stop a game because of weather conditions but you must resume it when instructed by the tournament director.

_______32. The 10 run rule after 5 only applies in tournaments.

_______33. In local league and tournament play a team may start with 9 players but if one is injured, becomes ill or ejected, the team must be charged with an out his each time at bat.

_______34. Beginning in 2012 all umpires shall be registered and have competed 3 hours in the class and 3 hours on the field to work local league and tournament games.

_______35. If a pitcher goes to his mouth while with-in the pitcher's circle, it shall be ruled a balk.

_______36. Batter's may be awarded a base on balls without a pitch if properly notified by the pitcher to the plate umpire.

_______37. If the base runner misses a base he shall be declared out. This is not an appeal play.

_______38. Long fly ball to center field hit’s the top rail of the fence and is caught by the outfielder before it touches the ground, the batter is ruled out.

_______39. Wild pitch by the pitcher in contact with the rubber gets stuck in the backstop. Each and every base runner shall be awarded one base.

_______40. The game is a runaway. You widen out your strike zone for the team behind.

_______41. Every umpire shall be at the park at least 30 minutes pre-game time.

_______42. If a fair ball touches an umpire working in the infield after it has bounded past, or over, the pitcher, it is a dead ball. If a batted ball is deflected by a fielder in fair territory and hits a runner or an umpire while still in flight and then caught by an infielder it shall not be a catch, but the ball shall remain in play.

_______43. In the Windup Position, a pitcher is permitted to have his “free” foot on the rubber, in front of the rubber, behind the rubber or off the side of the rubber.

_______44. In the set position. The pitcher, following his stretch, must (a) hold the ball in both hands in front of his body and (b) come to a complete stop.

_______45. Runner on first, the pitcher wheels and throws to pick him off. The pitcher shall step “ahead of the throw.” A snap throw followed by the step directly toward the base is a balk.

_______46. After coming set with both hand together in front of the body, once the pitcher separates his hands he must deliver the pitch or throw to a base.

_______47. If the pitcher makes an illegal pitch with the bases unoccupied, it shall be called a ball unless the batter reaches first base on a hit, an error, a base on balls, a hit batter or otherwise.

_______48. A ball which slips out of a pitcher’s hand and crosses the foul line shall be called a ball; otherwise it will be called no pitch. This would be a balk with men on base.

_______49. If a runner legally acquires title to a base, and the pitcher assumes his pitching position, the runner may not return to a previously occupied base.

_______50. Runner on first base, batter hits a ball to the shortstop, who throws to second base too late to get runner at second, and second baseman throws toward first base after batter has crossed first base. Ruling—Runner at second scores. (On this play, only if batter-runner is past first base when throw is made is he awarded third base.)
