2012-13 APPROVED RULE CHANGES
Rule 0:34 DB
allows for a school based team to franchise within a boundary of an existing franchise if they so choose. It would require the approval of the State Director and careful consideration should be given, prior to granting this approval as it will impact the local program.
Most importantly a franchise can be created for a school based team in any area where Dixie Boys isn't played.
THIS IS WHAT WE WOULD RATHER ACCOMPLISH AND THIS IS THE REAL REASON FOR ALLOWING THE FORMATION OF THE SCHOOL BASED TEAMS.
A school based team in Dixie Boys Baseball is considered a franchise in and within itself and must be comprised of only players that attend that particular school without exception.
In Dixie Majors beginning with the 2012 year, a school can bring a school based team into an existing franchised league. This was a rule change that was approved separately.
As to 6:90 it was our rule that allowed a coach to talk to each batter and it led to stalling tactics and much delay. It is mentioned in High School rules and it isn't found in the Major League Rules. We will as such make the change to our Rule 6:90 and place it in our rulebook.
It will read as follows:
6:90 While on offense, each team is limited to one charged conference per inning to permit the coach or any of that team's personnel to confer with the base runners, the batter, the on-deck batter or other offensive team personnel. The umpire shall deny any subsequent offensive team requests for charged conferences.
Note: As a reminder; if a defensive conference is being held, the offense can meet as long as the meeting is concluded at the same time that the defensive conference has ended. This would not count toward the one charged offensive conference.

Duties of DUIC
Duties of the District Umpire-in-Chief
The duties of the District Umpire-in-Chief shall be those as outlined in the official guidelines of Dixie Boys/Majors Baseball Inc. with the additional duties as follows: The District Umpire-in-Chief shall keep a registry of all umpires, and prior to the first tournament s/he shall send copies of this registry to the State Umpire-In-Chief and the District Director. This registry shall be a source of umpires for league officials and tournament directors, and shall be kelp for three consecutive years for tournament qualification purposes.
The District Umpire-in-Chief shall keep records of all moneys received and disbursed and shall give an annual report to the State Umpire-in-Chief. The District Umpire-in-Chief shall hold annual clinics within his/her districts and register, test and qualify each umpire that passes the test. Test shall be given every two years while each umpire shall pay his/her fee every year. The District Umpire-in-Chief shall attend all tournaments as possible for the purpose of gathering information that will help in deciding qualifications for Tournaments.The District Umpire-in-Chief shall hold no other office in the organization from District level and above. S/he shall hold no office in any other youth baseball organization that would be considered in competition with the Dixie Boys/Majors Baseball program.

Umpire Program
DIXIE NATIONAL UMPIRE PROGRAM
The National Umpire certification program created in 1995 has greatly improved the overall quality of umpiring in Dixie Boys/Majors Baseball. Major League Baseball playing rules are used in most instances with a few exceptions as found in the Dixie Boys/Majors Rule Book. Umpires are tested on knowledge of the game and based on experience and the recommendation of Dixie officials, a good number that start with local programs advance to various levels of tournament play. The primary emphasis of any umpire program should be to provide quality umpiring at the local level. Umpires also have the unique opportunity to showcase skills at district, state and World Series tournaments.
Becoming an umpire in a Dixie Boys/Majors program is really simple. Contact should be made with an umpire association or the league in the local area. Each local league has complete autonomy in choosing officials that will work their program. Dixie Baseball supports the local program by providing a District & State Umpire in Chief. The Umpire in Chief conducts clinics, provides certification materials and administers the state program. Successful completion of the certification programs allows an umpire to become registered with Dixie Boys Baseball.

Working With The League Officers
Umpires Working With The League Officers
The relationship between umpires and the League Officers will vary, depending upon the type of local league organization and whether the umpire is an individual hired by the league, an umpire assigned by an association which has a contract with the league to provide umpiring services, and in my instances the relative age, experience and qualification of the individuals concerned, both umpire and league officers.
The points to be remembered are that the umpire controls the actual playing of the game on the field, and his judgment calls are not to be questioned by league officials. In a similar sense, the umpire’s authority should be limited to the particular game being played and the general operation of the league officers.
Too often, in conversations with others, league officers are critical of the work of some umpires and umpires are critical of the way a league officer handles his or her responsibility to the league. Comments, suggestions and complaints between the league officers and the umpires should be made only between those parties as a matter of respect or courtesy. The authority of both league officer and umpire can be destroyed when each, or either, criticizes the other through third parties. Such criticism becomes nothing more than gossip and can easily destroy a league.
Umpires, who are accustomed to working with “professional” coaches and ground crew at the high school or collegiate level, may find themselves in more “amateur” surroundings when working games in league play. The initial point to realize is in most instances, the team managers and coaches, grounds crew, scorekeeper, and league officers are all working without compensation, and may not have the time, the funds, or perhaps even the knowledge to provide umpires some of the courtesies which are accorded the umpire in more “professional” surroundings.
If pre-game conditions are not as they should be – if the baseballs are not ready, there is no rosin bag on the mound, the line-ups have not been prepared – ask and offer assistance to get things ready. Don’t start issuing orders and making demands on a group or volunteers who have also put in a full day working at their “regular” job. If you are going to be working the games of a league throughout the season, ask for a pre-season meeting with the league officers and team managers and coaches. Discuss rules and game procedures. A thorough understanding between adults involved will eliminate many or the problem that might occur and make those that does occur far more manageable.
