1. The Organizational Structure: A. League - The league shall be the largest unit of operation and will be made up of areas in the Vesta Youth Baseball boundaries. B. Area - An area will be predefined by the Vesta Youth Baseball map. Each area will have one vote in league matters. Areas not present at a meeting will forfeit their right to vote on issues discussed at that meeting. Areas may have rules, but the league rules will supercede any area rules in league matters. However, the league will not interfere with any area rule that does not affect league play. C. Division - A division will comprise teams made of the same age brackets. D. Teams - Teams shall be the smallest unit of organization in the league. E. Application - The league shall apply annually, prior to April 15, for a "Membership Certificate" from PONY Baseball. The league will use the "Membership Application Form" that is provided by PONY Baseball. 2. Insurance: A. All areas are required to have accident insurance coverage on all players, managers, coaches, and official scorers. The league will accept no responsibility for any workers in an area. The area shall determine if accidental insurance coverage is required on workers. B. All areas are required to have liability insurance with a minimum limit of one million dollars. PONY Baseball will be added as an additional insured. 3. Divisions: A. Divisions shall consist of:
4. Teams: A. All team rosters will be submitted to the Vesta Player Agent by April 15 and Vesta Youth Baseball must approve all rosters. Penalty - Registration will not be accepted. B. Roster size shall be dictated by area registration. The maximum roster size for any team shall be twenty-one (21) players. Penalty - registration will not be accepted. C. Areas with more than one team in a division shall be divided in such a manner that there is a balance of players between players of the second year age and players of the first year age. Vesta Youth Baseball must approve all teams. Penalty - Registration will not be accepted. 5. Legal Players: A. All players must meet age requirements as specified in PONY Baseball Rules and Regulations. Penalty - Registration will not be accepted. B. All players must live within the boundaries of Vesta Youth Baseball. Penalty - Player will not be eligible for tournament play. An exception is a player whose local area does not have a PONY Baseball affiliation for his age group. C. All players must register with Vesta Youth Baseball before April 15 of the current baseball year. Players must present to the league's Player Agent a document verifying the player's age. This proof can be any of the following documents: exact copies of birth certificates, hospital certificates, baptismal certificates or equivalant religious or legal document. Penalty - Registration will not be accepted and/or player will not be eligible for tournament play. D. Players cannot receive money, favors, or gratuities for playing baseball, or expenses incurred while playing. However, an area may have a policy for registration wavier in hardship cases for players. This policy must be presented to the league's attention prior to the season. This rule may be waived for teams advancing in tournament play. Penalty - Registration will not be accepted and/or player will not be eligible for tournament play. E. Any player signing-up after April 15 must play in their home area and must have league approval. F. Buffer zone players have the option as to their home area. 6. Boundaries: A. The past officers of the league have determined league boundaries. The map that has been submitted to PONY Baseball International Headquarters determines boundaries. Any player who does not legally reside within these boundaries is not eligible for tournament participation. B. The league boundaries of all Vesta Youth Baseball divisions are identical. 7. Selection of Players: A. All teams must submit a roster to the player agent by April 15. Any area with more than one team in any division must submit a roster for each team, signed by all divisional managers in that area. Any area which cannot agree on their roster must conduct a draft at a Vesta Youth Baseball meeting prior to April 15. The guidelines of that draft will be as follows: B. The number of teams will divide total number of upper age players and an exsisting team can protect this number of players. C. Order is: (1) Expansion team (2) Teams' order of finish the previous year (worst to first) (3) If teams have identical records, they shall use the league tie breaker record D. All players advancing in divisional play will be placed in the player pool. E. All immediate family members become consecutive draft picks. Exception: (1) If a family member is taken in the first round (2) His brother or sister becomes the draft pick in the next available round in which there is no automatic pick F. Team rosters are to be equaled at the end of the draft. Upper age players are to be equaled out first. G. Teams with first draft rights have the option of taking any odd number player of the upper age group. H. In order for a team to use a manager's pick two consecutive years, the previous years protected pick shall be returned to the draft pool, provided said protected pick is eligible to his team. I. Only a manager or coaches immediate family member can become a protected 2nd round draft pick. Only one (1) such pick can be named before the draft is held. J. In case of injury and you are not able to finish playing the regular season due to not having enough players on your team, with league approval, you may sign up new players not on any other roster. K. Players may not switch teams once rosters are turned in for any reason. 8. Playing Fields: A. Distances between bases: Shetland and Pinto - 50 feet Mustang - 60 feet Bronco - 70 feet. Pony - 80 feet. Penalty - The home team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. B. Pitching distances: Shetland and Pinto - 38 feet (Coach pitching/pitching machine placement) Mustang - 44 feet. Bronco - 48 feet. Pony - 54 feet. Penalty - The home team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. C. Home plate to the center of second base: Shetland and Pinto - 70 feet 8 1/2 inches. Mustang - 84 feet 10 inches. Bronco - 99 feet. Pony - ???. Penalty The home team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. D. The fair play area shall be within the first base and third base foul lines and fence or marked line establishing the outfield limits of the playing area, referred to hereas "Home Run Distances". E. All other distances are determined by field structure. There is no penalty if a field is found not to fall within the guidlines recommended by PONY International rules and regulations. F. Home plate and bases shall be of official size as used in regulation baseball. Pitcher's plate can be of the scaled down models. Portable pitching mounds have been approved for uses in all divisions. G. The use of a batter's box is optional. The box should be of regulation size and specifications. H. By local option the catcher's box may be: (1) Rectangular in shape, 43 inches (1.09m) wide and 8 feet (2.44m) deep from the point of home plate or (2)Triangular shape extended 8 feet (2.44m) from the rear of home plate, being a continuation of the foul line in which case the line closest to the backstop shall be 16 feet (4.88m) in length. The use of a catcher's box is optional. 9. Equipment: A. The ball shall weigh not less than five nor more than five and one-quarter ounces (142-149 gms) avoirdupois and measure not less than nine or more than nine and one-quarter inches (22.9-23.5cm) in circumference. This for Pinto, Mustang and Bronco league play. The Shetland division will use a safety ball. PENALTY - The home team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. B. Both leather and vinyl covered baseballs are manufactured to specifications by several companies and are acceptable for league play. C. Wooden, metal, graphite or ceramic bats, manufactured for baseball play, which are round and not more than two and three-fourth inches (7.0 cm) in diameter at the thickest part, nor more than 42 inches (106 cm) in length, are acceptable. PENALTY - The team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. D. Metal cleated baseball shoes, rubber soled or rubber cleated shoes are permitted. Alteration of metal cleats, such as sharpening, which might make them dangerous to participants, is specifically prohibited. PENALTY - The team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. E. The batter, player in the on-deck batting area, baserunners and players coaching in the baseline coaching boxes shall be required to wear protective headgear which gives protection to the top of the head, temples, ears and base of the skull. These items shall be NOCSAE approved. Helmets are to remain on until the players leave the playing area. The use of facemasks and helmets is acceptable. The umpires have the right to reject any or all helmets at any time during the course of the game. The rejected helmets will be immediately discarded and destroyed. PENALTY - The players can be immediately ejected from the game at the umpire's discretion. F. Catchers are required to wear a appropriate (male or female) cup-type athletic supporter, mask with a throat guard, chest protector, shin guards and protective headgear which gives protection to the top of the head when catching in the catcher's box (either marked or unmarked). Any player serving as a catcher to warm up a pitcher shall wear a mask, whether the pitcher is warming up from the mound, in the bullpen or elsewhere. Shetland and Pinto catchers who are not catching in the catcher's box (either marked or unmarked) will be positioned to the backside of the batter at a safe distance. PENALTY - The team will be given a reasonable amount of time to correct this problem and then be forced to forfeit the game by the umpires. G. All players are recommended to wear cup-type athletic supporters. H. Conventional baseball uniforms required to start a game include; shirt, pants, cap and socks as used by the Major League and shall be worn by all players. Baseball pants are optional for Shetland and Pinto players. This rule prohibits the wearing of shorts (defined as trousers which do not cover the knees of the wearer) or full length slacks by the players. Any exception to the uniform rule shall have specific approval of the Vesta Youth Baseball Officers. Commercial advertising should be limited to two inches or less for the lettering. Players may finish a game without an official uniform if his has been soiled with blood or torn. PENALTY - The players can be immediately ejected from the game at the umpire's discretion. I. The use of bases with safety features, such as those with tapered sides, those that release upon sufficient impact and the double bag at first base have been approved. J. No player shall wear jewelry, except for religious medallions or Medical Identification. Any approved jewelry must be taped to the player's chest. PENALTY - The players will be ejected from the game. Playing Rules A) The official playing rules, with the exceptions and variations contained in this document, shall be: *The 1999 PONY Baseball Rules and Regulations or *"Official Playing Rules", completely revised, as released through the office of the Commissioner of Baseball, "The Sporting News" edition. B) All players must play two complete innings in a regulation or longer game. For any player or players be held out for discipline reasons, the manager must notify the Vesta Youth Baseball player agent prior to the start of the game. The manager should also notify the opposing team's manager and scorekeeper. The disciplined player must be seated on the bench during the game. *All Mustang players must have entered the game by the top of the fifth inning. *All Bronco players must have entered the game by the top of the sixth inning. *Pinto players must play two defensive innings but the consecutive inning rule does not apply because liberal substitution is allowed. *Shetland players do not apply. PENALTY - The team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. C) No more than three players shall "huddle" on the playing field at any time during the game. Umpires shall warn players one time about such gatherings. PENALTY - The players can be immediately ejected from the game at the umpire's discretion. D) Mustang and Bronco: Any player in the starting lineup who has been removed for a substitution may re-enter the game one time. (NOTE: This rule applies to starters only). *Players shall return to the line-up in the original place in the batting order. While more than one substitute may be used in that position before the starting player is returned, no substitution shall be made that shall alter the original batting rotation of any of the starting or substitute players. PENALTY - Batting out of order. *Once removed from the line-up a pitcher may return to the lineup but shall not pitch again in the same game. PENALTY - Pitcher becomes ineligible player. E) In any instance in which a team does not have an eligible substitute for a player who becomes ill, is injured or ejected from the game by the umpire, the last player removed from the line-up by the manager or coach, who is otherwise eligible to play, shall be used as a substitute. *When a team's last available substitute enters the game as part of a multiple substitution, the manager shall advise the umpire and opposing manager or coach which player is to be considered "the last player removed from the line-up". *In this instance only, the substitute player shall take the batting position of the player they replace, even though it may be a different batting position than the one he or she previously occupied. * This rule applies to all players, including starters. F) Mustang playing rules: *Base runners must remain in contact with the base until the ball is hit or passes the batter. PENALTY - Base runner will be called out. *No balks. *A team may score: *Maximum of 5 runs or 5 runs ahead of a team in any one inning. G) Pinto playing rules: *There is no official score. *Dead ball - the pitch counts and no runners will advance. *No time limit. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $25.00. *No ten run rule. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $25.00. *No strike outs - total of six pitches and the sixth pitch must be put in play or the batter is out. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $25.00. *A maximum of two staff members will be permitted in the defensive outfield and must remain behind the outfield players. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $25.00. *One staff member must remain the bench area at all times. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $25.00. *Coach pitcher or staff member backing up the catcher is not permitted to coach the base runners. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $25.00. *Coach pitcher must be on or behind the pitching plate when delivering a pitch or the pitch will be a dead ball. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $25.00. *Player fielding the pitcher's position will take position behind the pitcher's plate either to the left or right of it. PENALTY - The team will be given time to correct the problem and if the problem if not corrected area will be fined $25.00. *No dropped third strike or infield fly rule. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $25.00. *Base runner must remain in contact with the base until the ball is hit or the batter swings. PENALTY - Base runner will be called out. *Batting order is the entire roster of the team. No changes are permitted to be made to the original batting order. PENALTY - Batting out of order. *Liberal substitution is permitted. *Batters are not permitted to bunt or swing easy. Any ball put in to play will be declared a dead ball. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $25.00. *Appeal plays must be made before a pitch is delivered. *All play is to be stopped when the ball is in the possession of an infielder. *Any batted ball hitting a pitcher coach/staff member shall be called a dead ball. H) Shetland playing rules: There is no official score. *Three pitches from coach pitcher then option of either three more pitches or ball is placed on a tee. If sixth pitch if fouled batter receives one more pitch. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $25.00. *All players take the field with a maximum of seven infielders. All other players will be positioned in the outfield. The catcher is not an infielder. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $25.00. Batting order is the entire roster of the team. *No changes are permitted to be made o the original batting order. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $25.00. *All games are two innings. An inning will be when both entire rosters have batted. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $100.00. *No time limit. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $100.00. *Safety ball is used. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $100.00 and no game will be played. I) Home teams are responsible for: *Any payment due to the umpires. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $100.00. The league will then compensate the umpires. *Supplying two new baseballs at the start of the game and a supply to the umpire an accepable baseball to complete the game. PENALTY - The team will be given time to correct the problem and if the problem is not corrected the home team will foreit the game. *Supplying water to both teams. One container can be shared. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area will be fined $100.00. *Supplying a first aid kit. PENALTY - The team will be given time to correct the problem and if the problem is not corrected area iwll be fined $100.00. *Cancellation of games prior to the start with proper notification given to both the umpires and opposing team's manager. This must be done at least one hour before the scheduled start of the game. PENALTY - The area will be warned on the first offense and fined $100.00 for every consquence offense. J) Forfeit of game will occur when any team fails to meet the required qualification after 15 minutes of the scheduled starting time. K) The league will work with areas in rescheduling games, however if an agreement cannot be made all games will be rescheduled on the next available day and on the next available field. L) All scores and pitching records must be given to the league within the day after the scheduled games. PENALTY - Area will be fined $25.00 for first offense and $50.00 for every consequence offense. Any discrepancy will be addressed immediately by using the "official scorekeeper" score book ascriteria. 11. Pitching Rules A) Any team member may pitch, subject to the restrictions of the pitching rules. B) Pitching per game: *MUSTANG pitchers shall not pitch in more than three innings on the same calendar day. *BRONCO pitchers shall not pitch in more than seven innings on the same calendar day. When pitching in more than one game on the same calendar day, pitchers may pitch any combination of innings in those games, provided they do not exceed the above maximum number of innings in a calendar day. PENALTY - The pitcher shall be removed immediately from the game and be declared an inelibile player. C) Pitching per week: *MUSTANG pitchers shall be allowed to pitch in no more than eight innings in any one-calendar week. A calendar week is from 12:01 am Monday to 12 midnight the following Sunday. *BRONCO pitchers shall be allowed to pitch in no more than ten innings in any one-calendar week. A calendar week is from 12:01 am Monday to 12 midnight the following Sunday. Pitchers shall have at least 40 hours rest after pitching on the same calendar day in: *MUSTANG: Three innings *BRONCO: Four or more innings D) The 40 hours rest rule is computed from the scheduled starting time of the game in which the pitching occurred, or, in games which begin more than two hours after the scheduled starting time, the actual starting time of the game shall be used to interpret this rule. E) After throwing one pitch to a batter, the pitcher shall be considered as having pitched in one inning. F) A pitcher is charged with the number of innings pitched in the specific calendar day and week in which they are pitched, regaradless of whether they are local league games, the playoff of postponed games or suspended games, tie games or exhibition games. G) Any pitcher withdrawn from the mound and lineup, or pitcher, who is withdrawn from the mound and stays in the game at another position, shall not be permitted to pitch again in the same game. H) If a relief pitcher comes in "cold" the umpire shall allow the pitcher to warm up properly. I) Pitchers in violation of any of the pitching rules shall be considered ineligible players, subject to penalties outlined in Rule 17 - penalties. J) The pitcher named int he batting order turned in prior to the start of the game, shall pitch to the first batter or any substitute batter until such batter is put out or reaches first base, unless the pitcher sustains injury or illness which, in the judgement of the umpire-in-chief, incapacitates him from pitching. 12. Length of Game A) Regulation games shall be: *MUSTANG: six(6) innings in duration. *BRONCO: seven(7) innings in duration. When a game is tied at the end of regulation, it shall go into extra innings, until a decision is reached or the umpire calls the game. B) Complete game: If a game is called for the "ten run rule", it shall be a complete game if five innings have been completed, or if the home team has scored more runs in four innings or four and a fraction innings, than the visiting team has scored in five completed innings. If a game is called for any other reason, it shall be a complete game if: *MUSTANG: four innings have been completed, or if the home team scored more runs in three innings or three and a fraction innings, than the visiting team has scored in four completed innings. *BRONCO: five innings have been completed, or if the home team has scored more runs in four innings or four and a fraction innings, than the visiting team has scored in five completed innings. C) If a game is called for any reason before it is a complete game, as described in Rule 10-B, or when the score is tied, it shall be considered a cancelled game. A new game will be rescheduled. D) If a game is called for any reason in an uncompleted inning, after having reached completed-game length, as described in Rule 10-B, and the visiting team ties the score or takes the lead in the uncompleted inning, and the home team does not tie the score or retake the lead in its portion of the uncompleted inning, the game shall be reverted back to the last completed inning. The score from that point will be considered official if criteria for a completed game is met. E) 10-Run Rule: If a team is leading an opponent by at least 10 runs after five or more complete innings have been played or after four and one-half innings if the home team is leading, the game shall be terminated and the team in the lead shall be declared the winner. 13. Schedule A) Scheduling and rescheduling of league games shall be the responsibility of the officers and executive committee of the league. 14. Umpires A) Any manager, coach, player or spectator that intentionally touches, pushes or attacks an umpire, will be banned from Vesta Youth Baseball functions. The determination of the alleged incident will be done at a special meeting of Vesta Youth Baseball and the involved parties. The League will also determine and instigate legal action if necessary. B) Any manager, coach or player that verbally abuses an umpire, will be removed immediately and be suspended from his team's next game. Any manager, coach or player refusing to leave, will force his team to forfeit the game and face a hearing in front of Vesta Youth Baseball. Any manager, coach or player that feels his suspension was unwarranted, will be given a grievance hearing at a special meeting of Vesta Youth Baseball. 15. Scorekeepers A) Every team must have an individual designated prior to the start of the game to be the scorekeeper. B) The official scorekeeper will be the "home team's scorekeeper" and should noftify the manager concerned if an ineligible player or an improper batter is about to be used in the game, but the failure of the scorer to do so has no effect on the rules. C) A copy of the official scorekeeper score book must accompany any games that are protested. Either managers and/or coaches from both teams must have signed the scorebook. No protest will be heard without a copy of the "official scorekeeper" scorebook. D) Scorebooks should be reconciled after every inning. This includes scores, pitching records, substitutions, and last batter. E) Any area's "official scorekeeper" refusing an opposing manager a copy of the official scorebook, will be fined $50.00. 16. Managers and Coaches A) Adult coaches, if properly dressed in a full baseball uniform, or conforming to a dress code specified by a league, may be used in either or both the first and third base coaching boxes. Only players in baseball uniforms shall be used as base coaches when adult coaches are not used. PENALTY - The team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. B) A coach or coaches shall not switch coaching boxes during an inning. PENALTY - The team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. C) Players, managers and coaches shall remain in the dugouts, on the benches or in the prescribed areas throughout the game. PENALTY - Manager, coach or player will be removed immediately and be suspended from his team's next game. Any manager, coach or player refusing to leave will force his team to forfeit the game and face a hearing in front of Vesta Youth Baseball. Any manager, coach or player that feels his removal was unwarranted will be given a grievance hearing at a special meeting of Vesta Youth Baseball. D) If a manager or coach goes onto the playing field to talk to any player or players more than once in a half inning, while the same player is pitching, a pitching change shall be made. The only exceptions to this rule shall be in case of injury, or if time is called by the opposing team or by an umpire. PENALTY - The team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. E) Umpires shall not permit more than one offensive time out in each inning to allow a manager or coach to talk with a batter or runner. PENALTY - The team will be given a reasonable amount of time to correct this problem and then be forced to forfeit any game by the umpires. F) The use of tobacco, alcohol or illegal drugs in any form by players or adult leaders in the dugout, on the benches or on the playing field shall not be permitted. PENALTY - Manager, coach or player will be removed immediately and be suspended from his team's next game. Any manager, coach or player refusing to leave will force his team to forfeit the game and face a hearing in front of Vesta Youth Baseball. Any manager, coach or player that feels his removal was unwarranted, will be given a grievance hearing at a special meeting of Vesta Youth Baseball. 17. Penalties A) Violations of Rule 1, or general failure of the league to comply with the concept of league organization as defined in these Rules and Regulations, and as expressed in the Blue Book of Pony Baseball, may result in refusal to accept the league membership application, or revoking of the membership status of the league if the violation occurs after membership for the current season has been granted. B) A team failing to field at least nine uniformed players within 15 minutes after the scheduled starting time of a game, or at any time during the game, shall forfeit the game. C) Penalty for use of an ineligible player, upon by the opposing manager or notification by the opposing team's scorekeeper or league official, when game records or league records verify the ineligibility of the player concerned, shall be the immediate removal of the player from the lineup and ejection of the team manager from the game. Both the player and manager shall be ineligible to participate in the next scheduled game played by the team. *An ineligible player is one who is legally a member of the league but who is ineligible to play or to pitch in a particular game or games because of the limitations set forth in these Rules and Regulations or as a result of a previous rules violation or disciplinary action. *For the purpose of interpreting this rule, a player shall not be considered in violation of the rules till at least one pitch has been thrown to the batter after the point of the violation. *In the event the manager of an ineligible player refuses to remove the player from the lineup and the manager does not leave the field when the appeal is made, and verified, the game is subject to forfeit. *When the ineligible status of a player is not established until after the completion of the game, the game shall stand as played but the player and manager shall be ineligible to participate in the next game played by the team, or the next game played after the ineligible status has been determined. 18. Top 4 Playoff A) Match up-s: 1 vs 4 & 2 vs 3 B) Each shall play 3 games, winner advances to next round. C) Games 1 and 3 will be at the top seed's field. D) Rainouts shall be considered as consecutive days for pitching rules. E) With exception of Rule 18-D; regular season pitching rules apply. F) If same area is hosting a home playoff game (Mustang and Bronco) on the same day, priority goes to the Mustang game. Bronco schedule would then be; Bronco away first game, home next two. G) If divisions are split (more than 10 teams) first and second place in each division will be the top 4. * Championship games to be put out on bid (host pays umpires) 19. 5-Down Playoffs A) Brackets as per PONY Bluebook (2 loss and out). B) Positions determined by drawing. C) Flip coin to decide home team. D) First 2 games Friday night (unless host has 2 fields) (1 host & 1 top seed on Friday). E) Tournament pitching rules apply. *Tournaments to be put out on bid (host pays umpires) 20. Pinto Playoffs A) Brackets as per PONY Bluebook (2 loss and out). B) Positions determined by drawing. C) Flip coin to decide home team. D) First 2 games Friday night (unless host has 2 fields)(1 host & 1 top seed on Friday). *Tournaments to be put out on bid (host pays umpires) 21. Tie Breaker Rules A) Best record against each other. B) Total score aagainst each other. C) Best record against highest placed opponent. D) Total score against highest placed opponent. E) If still tied, then next highest, and so on. F) Anytime a 10 run rule prevents a team from having the highest total score; that comparison shall be void and the next tie-breaker used.
