Hi, I am "C.V. Official" -the guy in stripes above. For years I was on the welcome page and tried to bring you important news & updates. Now there is just so much information we need to get out to so many people I have moved but You can still check with me for the latest program updates.The 2011 Board of Directors have been very busy doing all they can to form our new Associations. Having Associations puts more manpower and ownership of getting things done on each area (Asssociation). The newly formed Associations will be charged with many duties that were taken care of by a very small group (your elected CV Pop Warner Board of Directors) that became overwhelmed with getting it all done. Oh yes I almost forgot I am a link to Pop Warner Little Scholars Inc National Web site. Every member of the Central Virginia Pop Warner Football Conference should take time to read and learn a little about Pop Warner.

1. JOE BINGLER DIVISION - JPW - Juniour Pee Wee (JPW) our Joe Bingler Division For ages 8,9 & 10 ( the participants age is the age he or she is on July 31 2011) Weights are at least 60 pound but no more than 105 pounds. 11 year olds can play JPW that weigh 60 pounds but no more than 85 pounds.
2. FRANK KESSLER DIVISION - PW - Pee Wee (JPW) our Frank Kessler Division For ages 9,10 & 11 ( the participants age is the age he or she is on July 31, 2011) Weights are at least 75 pound but no more than 120 pounds. 12 year olds can play JPW that weigh 75 pounds but no more than 100 pounds.
3. CARL DEANE DIVISION - JM - Junoiur Midget (JM) our Carl Deane Division Same dates apply for age - For ages 10,11 & 12 the weights are at least 85 pounds but no more than 135 with the same 3 & 6 pound rule for registration -13 year olds that weigh at least 85 but no more than 115 pounds are eligable for this JM division.
ASSOCIATIONS
You play in the Asssociation formed by the High School the participant would attend from the participants home address. If you attend Private school you would play in the Independent Schools Pop Warner Association.
We will have the following active seven Associations in 2011. NAPWA = The Northern Albemarle Pop Warner Association - STEELERS ( ALBEMARLE HIGH SCHOOL) , CPWA =The Charlottesville Pop Warner Association COWBOYS (CHARLOTTESVILLE HIGH SCHOOL), The WAPWA = The Western Albemarle Pop Warner Association CHEIFS(WESTERN ALBEMARLE HIGH SCHOOL), The MAPWA = the Monticello Area Pop Warner Association BRONCOS (MONTICELLO HIGH SCHOOL) , The ISPWA = The Independant Schools Pop Warner Association REDSKINS (PRIVATE SCHOOLS OF CENTRAL VIRGINIA) , the GPWA = The Greene Pop Warner Association JETS (GREENE COUNTY HIGH SCHOOL) and the FPWA = The Fluvanna Pop Warner Association RAMS (FLUVANNA COUNTY HIGH SCHOOL). Not Active in 2011 but are in the planning stages, OPWA for Orange County, LPWA for Louisa, MPWA for Madison County, BPWA for Buckingham County and the NPWA for Nelson County.

All Association contacts and Head Coaches will be posted in May.
#1 - No Volunteer or Coach or anyone for that matter is allowed to contact participants on behalf of Central Virginia Pop Warner until they have completed the 2011 National Volunteer Application and our Security Committee has completed a background check. You can download a Volunteer Application by going to the National site, click on forms, then background checks and there you will see the excel attatchment VOLUNTEER APPLICATION. Please read the form complete it and get it to us along with a copy of a government issued photo ID. We will run your background check and report to the Board of Directors. All Volunteers, All coaches must complete this volunteer form prior to conducting any contact or representing themselves as volunteers of Central Virginia Pop Warner without a 2011 Volunteer application. Volunteers from 2010 are covered by rule until August the new forms may not be available until April.
We are offering THREE DIVISIONS WILL BE OFFERED IN 2011. Our JPW (JOE BINGLER DIVISION) PW (FRANK KESSLER DIVISION) & JM (CARL DEANE DIVISION). We offer the same cheer divisions ( weight restrictions do not apply to cheer. We may offer other divisions of cheer. please contact Jill our Cheer Comm.
Read the important ages and weight information 1. 2. & 3. There are no weight requirements for cheer. Central Virginia Pop Warner adhears to the Pop Warner National rules for the safety of every participant. You must sign a Pop Warner Parental Consent Player Contract form to play The Registration fee for 2011 is $185.00. The fee is reduced to $170.00 if you pay prior to June 1, 2011. - Pay early and save. Total family price is still $295.00 If you have more than one child participating per family in our football or cheer program you will only pay $295.00. Financial Aid may be available if you qualify.
Providing a birth Certificate for proof of age, your 2010/2011 year end report card and a Pop Warner Physical form signed by a Physician in 2011 are all requirements to be on an official roster.
Your age is the age you are on July 31st, If you turned 12 on August 2nd you are Pop Warner League age 11.
Count on Saint Patricks Day REGISTRATION Starts evey year. YOU CAN ONLY REGISTER ON-LINE AT WWW.CVPOPWARNER.COM
When a team is full it is full you play for the team from your Association your association is determined by witch High School you would attend from your Home Address. Very specific registration guidelines are in place if you have questions there will be an email address on the registration site for you to request those answers. March 17th don't put it off. Some returning coaches feel they have full teams ready to sign up on the 17th. Sign up follow directions and we will see you July for fittings.
Strict written guidelines are in place for registration. Follow the instructions. Making the teams fair (forming each team by the same guidelines and following Pop Warner rules is our plan. Any false information given for registration would make the participant eniligable. By rule playing an enilible player would require that team to forfit any game the enilible player participated in.
If you can play down - do it. Chances are if you can play as an O/L in the JPW program you will be able to play JM at 12 and 13. We encourage our participants to play down if possible.
What we supply and what you need ...
We will have a fitting schedule each participnat must attend. We supply the complete helmet (each player must be individually fitted by a qualified Conference representative) and an attatchable mouthguard. Shoulder pads properly fit by a Conference representative. Game Jersey, Game pants and Game socks the uniform issued is the uniform that must be worn on gameday. A seven piece pad set is issued for the pants. At the end of the season all of these items must be returned except for the socks and mouthguard. Do not tamper with or alter the equipment issued in anyway. Participants will need football practice pants and football cleats. Rubber, cleats that show any form of metal on the bottoms are illeagle and cannot be worn.
RULE 9:Mandatory Play Rule -
Often reffered to as the MPR RULE. Central Virginia Pop Warner wants every member to be aware of and understand this rule. The following is taken directly from the Pop Warner rule book:
The following shall be the Minimum Mandatory Play Rule (MPR) for all Pop Warner teams. Each League/Conferencemay set a higher number of Mandatory Plays, but neverless than the minimum set by PWLS. All MPR's should be based on eligible players at the time of the game. Jr. Peewee and Jr. Midget 16-25 players 10 plays. 26-30 players 8 plays. (not in the rule book - the CVPW has a goal of placing at a minimum of 26 players on each team and for quality training and instructional reasons we do not want to carry more than 30 players on a team. A vote by the Board of Directors is required to allow any team to carry more than 30 players. The rule book states that if a team has 31-35 players each player is only required to get 6 plays; If a team carries more than 30 players the CVPW still requires ever player will get a minimum number of 8 plays.) back to the rule book...
A. The plays must be from the line of scrimmage.
B. Kickoffs, extra points, QB intentionally spiking the ball and free kicksshall notbe used in fulfilling the MPR requirements.
C. A play shall not count toward the fulfillmentof the MPRif the play results in a penaltywhich causes the down to be replayed.
D. All players shall be providedtheir mandatory plays by participation in "active" plays, without the intent to minimizethe action or integrity of the plays. Plays such as , but not limited to, having the center snap the ball to the QB, and then the QB fall to theground, while substitutesare playing the other positions, shall NOTbe considered as active plays.
E. All players shall receive their mandatory plays by the end of the third quarter, or they shall enter the game at the start of the fourth quarter, and remain in the gameuntil they have receivedtheir requirednumber of plays.
F. Failure to adhere to MPR requirements will resultin forfeiture of game in addition to enforcement policies outlined in Part IV S1.
Each League/Conference shall establish its own system for enforcing the MPR, and must printa simple hand out describing its MPR in sufficent quanity so that a copy is made availableto each coach throughout the entire League/Conference before the beginning of the season. The Nationally prefered system is used in the National game.
In order to enforce this rule the CVPW wanted every member and player have the full written rule provided to them. Having it here on our /your web site takes care of that. Any violation of the rule must be documented and submitted in writting to Mark Saunders, your CVPW Director in charge of Greivences and coaching issues. We plan to adopt the National system which require each team to have an MPR monitor. Your teams MPR Monitor would be on the oposing teams sideline and work with an assigned Coach to help the Monitor complete the MPR sheet at each game. Once the MPR sheet was complete the MPR Monitor would leave the opposing teams sideline.
RULE 22: SCORES S1 Lopsided intentionally run up scores
Any time a team goes up by 28 points or more there are 9 detailed instructions the winning coach must follow - I will not speel out all 9 of those here but if you have questions feel free to ask any of our CV Pop Warner Directors at the field.
You should know that the official clock will become a running clock and can only be stoped for injury, time outs or at the discretion of a referee for the remainderof the game.
What is provided and what do you need? Our membership fee provides Conference insurance, Pop Warner fees, Helmet, Shoulder Pads, a Mouth Guard (clear or white mouthguards are not permitted) mouthguards must have a keeper strap and be attached to the face mask), Team Helmet Logo's, Chin Straps (some Parents feel the need to purchace an upgrade or optional chin strap) we prefer that participants use the chin strap we provide. It must be a four point chin strap and it is very important to return any of our chin straps not used. When your equipment is returned Championship Weekend or in November a chin strap must be on the helmet when you return it even if that means leaving the one you purchased on the helmet. Jaw Pads, Home and Away Game Jersey with official Pop Warner patch, Game pants, Game socks & Seven peice pad set for pants.
Parents need to provide transportation to games and practices, practice pants, practice jerseys, some coaches provide practice jerseys and some do not, quality youth football shoes hter can not be any medal showing on the bottom of the cleats:
PLEASE NOTE: in all divisions of play sneakers, molded rubber cleats (soccer style), or detachable rubber or plastic (football style) cleats are permitted. No metal cleats are permitted. Cleats may not exceed 1/2" in length. Special kicking shoes are not allowed.
CHEER REPORT:Our new Cheer Is looking for coaches and sponsors. Help get our cheer program going in 2010. The Cheer registration fee is $120.00 and cheer leaders should follow the same registration process set up for football registration. Jill and her husband have joined our Pop Warner program in 2010 and have been working in the past with the Pop Warner program in Tampa Fl. SCHOLASTICS: Your Head Coach is required to have your year end report card before you get equipmentand and before you are allowed to practice with the team! Team Parents be prepared to get your year end report cards to the Team Parent, the Head Coach or mail them in to Cv Pop Warner Registration Po Box 8251 CHarlottesville, VA 22906 as soon as they come in this summer! Ask your Association how they prefer to handle all paperwork turned in .

Teams will have a minimum number of players (26) per team. Coaches may carry as many as 30 players... CV PW feels more than 30 players per team hurts instruction and puts a strain on the coaching staff to give each participant the attention they deserve.
NEW ASSOCIATIONS: THE DEADLINE TO FORM NEW ASSOCIATIONS FOR 2011 teams HAS PASSED - Fluvanna County is working on raising money for their start up in 2011. HELP US MEET THE RIGHT PEOPLE TO GET OUR POP WARNER PROGRAM GOING IN these Associations Not Active in 2011 but are in the planning stages, OPWA for Orange County, LPWA for Louisa, MPWA for Madison County, BPWA for Buckingham County and the NPWA for Nelson County.
CHALLENGER DIV:
There is a very unique program we feel could go over big in our area ... The Pop Warner Challenger Division. It requires the dedication of people willing to give it some time and our CV Pop Warner Directors are willing to help - Help us offer a Challenger Division in Central Virginia. THINGS EACH TEAM NEEDS. A TEAM PARENT. Team Parent CONTACT INFORMATION WILL APPEAR HERE IN AUGUST.
The key element to our program is our Head Coaches. We put a lot on there shoulders and they need your help. Each team should have Assistant Coaches, a Team Parent, a Team Administrator, Team Trainer and Team Equipment Manager all doing everything possible to help the Head Coach. Coaches will need those people to take charge of the League fundraiser, finding the right parent to be the MPR Monitor (mandatory play rule) parent needed from each team and concession leaders. A Calander will be posted with dates and times for 2011 training for Head Coaches and Team Adminastrators.
Under CV Membership Forms and More you will find a number of forms - take a look at them. There is a Parent survey we want you to complete that grades your Head Coach and a survey for players to complete. It helps us evaluate our Coaches and helps our Coaches know how they are doing. By Pop Warner rule all Coaching positions are terminated at the end of each season. The new Directors will assign the 2009 Coaching positions in January. When our Coaches win awards (see Article*10 below on this homepage) like the Falcon Club Youth Coach of the Year Award we feel we must be doing a good job selecting Head Coaches. Our hats are off to the real leaders of the CV Pop Warner Football Conference -Our Head Coaches! Please help them through the paperwork, equipment distribution and volunteer search part of the season -they need you!

Central Virginia Pop Warner would like to congratulate the players listed below who have been recognized by the Mid-South Region & PWLS INC. for their academic achievement coupled with other activities and achievements. To be considered for Scholar recognition a player must be in 5th grade or higher and have a 96% grade point average or better. It was great to have so many of our Volunteers and Famalies attend the Mid South Tribute at Wake Forest University. Congratulations to Lee Parkhill who recieved an Academic Scholarship (one of four presented by the Mid South Region) Four years in a row Mid South First Team Scholastic All American. Way to go Lee! The following is a little local history. In 2003 Gene A. Ware founded the Local Central Virginia Pop Warner Conference. The By-Laws, Mission and Structure was drafted and the Charter was applied for. In 2004 Pop Warner Granted this Charter and the Conference was set to serve the Counties of Nelson, Buckingham, Albemarle, Fluvanna and Greene and the City of Charlottesville. The search for coaches began in 2004 and when the coaches were set the mission to field teams began. The Downtown Athletic Store met with all of the Coaches that made up the program. Coach Jeff Willy, Coach Ware and others assured DAS the program was going to happen and DAS delivered the equipment for those first four teams before the first registration fee was collected. Coach Willy, Coach Tillery and Coach Evans helped with a fundraising drive in Albemarle and Charlottesville and Coach Vic Shifflett began his own drive in Greene County.
From the very beginning CV Pop Warner has focused on providing quality to the families that become members of our program. We have folowed guidelines offered by USA Football, The Positive Coaching Alliance -(click on the photo of the student athletes to learn more) and a number of the fine organizations in place today to help youth programs do the right things. Things fell together in 2005 and four local Pop Warner teams battled for the right to move on to Pop Warner Post Season play. Our CV Steelers came out on top, advanced to the DIII Regional Finals in Huntsville, Alabama and brought home the Regional Championship. Divisions named after local sports and business leaders that have contributed their time and money in the young people in our community.
Our first year Frank Kessler Division grew into the 2006 Carl Deane Division and eight teams took the field in 2006. A super season and a great showing in the post season by three of our eight teams with the CV Jets from Greene only one game away from advancing to Disney World. In 2007 we will put 10 teams on the field - Madison, Orange and Louisa Counties were added to the Charter and we are all looking forward to the year ahead.

The Wood Grill, Blue Ridge Services, 5th Street Sheel & Deli, The Falcon Club, Woolfies, Chips, Faith Christian Center International & Spring Creek ... all gave money up front for us to purchase uniforms -for their sponsorship we put put thriver names on the backs of the Jerseys and we will wear their names on our shirts for four years. We need two Sponsors for our two new teams The Cowboys a City Team and the Redskins a team made up of participants from area private schools. The cost is $3,000 for the four year Jersey sponsorship contact any Director or Head Coach as soon as possible - we need to get the names printed on the jerseys soon.
We are also looking for a Madison County -CV Colt , Buckingham County -CV Panther, Fluvanna County CV Rams, Orange County CV Bears, and Louisa County CV Lions sponsors for those teams taking the field in 2008.
Some people want to sponsor specific budget items- for instance transportation to a bowl or regional game - please specify your desire if that is the case.

ACTION GROUPS - TASK FORCE GROUPS 2006

We need voulunteers for the following: A Team Parent from each team and Four Scholastic Supervisors, one from each team.. We need members to fill the following committees or we prefer to call them Task Force or Action groups: Administrative, Nominating , Membership, Finance, Grounds, Equipment, Hearing, Travel/Awards, Social and Special Events. E-mail gene_ware@countrywide.com, call 953-9273 - or get with your head coach and have him or her get you going. With your paid registration fee you become a member with a vote. You can nominate yourself or others for a director position and you can vote for your nominee at the annual membership meeting in January.
If you are a member of the Central Virginia Pop Warner Football Confence Your membership puts a stop to old excuses and comments like "I don't know why they don't________________."We don't hear those comments". Bring your idea to the table and if the idea is good you should have no trouble getting support for the idea and the volunteers needed to make it happen. If you can't get it done and it is your idea why would you expect someone else to get it done? Step up and run a Action group or be a part of one. Teach your kids it is important to give some time to an orginization like ours. In 2006 your phone may ring we will. We will fill these positions by appointment or by your volunteer eforts. If you have good ideas, if you are concerned about team representation, or who will be running these action groups - make a call before it is to late.
Moan and groan all you want - we just don't have time for negative energy. We will listen to those determined, dedicated and working to make The Central Virginia Pop Warner Football Conference one of the best youth sports orginzation in America.
