*** Important Reminders *** (updated 11/28/11)
- Local dues of $25 (check payable to CSFOA and send to John Whitten) need to be paid before 12/1/11, $30 after 12/1/11
- State dues of $75 (check payable to CFOA or send to CHSAA) need to be paid before 12/1/11, $110 after 12/1/11
- complete NFHS test (Colorado Central Hub organization, then click on Testing) and CFOA goals (CHSAA - Football) within Arbiter before 8/25/11
- update your availability within Arbiter (the Colorado Springs Football Officials Assn organization) as soon as possible as this can impact your assignments

- contact John Whitten regarding CSFOA banquet reservations (Best Western Academy Hotel, $25 per person)

- all Referees should contact the home school prior to each game to verify date, time, & game location and then confirm availability with the officials schedule to work the game
- Mercy rule will be invoked at any point in the game that a 40 point differential occurs (45 point in 6-man) and you do not revert if the differential drops below 40 points
- on the last down of the game a team scores a touchdown, do not administer the try for point if it will not effect the outcome of the game even if a league uses points in their tie-breaker system
- white-hats for games at all levels will be required to complete a game report on Arbiter
- RefPay will be used to pay officials working D11 games, contact John Whitten or Mark Van Gampleare for the required D11 Vendor form

- Pikes Peak Christian, Colorado D&B, Hilltop Baptist, Edison, and Deer Trail are 6-man teams

- Two game cards (one for each coach) is required for each high school game (Freshman, C Squad, JV, and Varsity)

Game Reports
The current Arbiter settings allow the white-hat to access the game report once the game date arrives.  In other words, if the game date is 7/13, the icon for the Game Report will not appear until 7/13 arrives.  At that point, when the white-hat views his schedule in Arbiter, if he has the 'Show All' box checked on the left-hand side of the screen, an 'R' will appear in the 'Notes' column for the game in question.  The official can now click on the icon and complete the game report.  Once the game report is completed, it can be accessed by all officials that were assigned to the game, and by the crew chief.  No contacts (athletic directors) will have access to the report.  There does not appear to be a mechanism to create email reminders to the white-hat to complete the report.

2011 Front Range MS League Rules

Front Range MS Rules Member Schools:  Challenger, Discovery Canyon, Eagleview, Lewis-Palmer, Mountain Ridge, Timberview Janitell, Sproul, and Watson.

National Federation High School Rules with the following exceptions:

(a) 7th Grade and 8th Grade 7 minute quarters, 1. 8 minute half time –(5 minute talk 3 minute warm-up).
(b) 10 minutes between grade level games for warm-up on the field.
(c) If one team is ahead by 21 points or more in the second half resort to a running clock, stop clock only for time outs,injuries, and tries (not for penalties). Time pending, the running clock will return to a normal clock in the event the lead returns to less than 21 points.
(d) No tie breakers or overtime nor games made up for weather or other cancellations
(e) Second game starts by 5:00 p.m. (4:45 for Challenger) or 10 minutes after the conclusion of the previous game
(f) In the event a game is in danger of passing the time limit a running clock will start with only timeouts or injuries stopping the clock

Need adults on down markers and students are okay on chains.  Keep team boxes clear of fans and parents, with a physical boundary to keep parents away from the playing field and sideline.  Schools use a TDY size football and no field goals will be allowed.



2011 Tri-County MS League Rules
Tri-County Middle School League Rules:

1. Length of quarters: 7 minutes for 7th grade and 8 minutes for 8th grade and combined teams.

2. There will not be pre-games in football. An exhibition schedule shall be formed for developmental games. Developmental games will be played on Thursdays.

3. Half time will be 5:00 minutes and then add 3:00 minutes for mandatory warm-up. There will be 8 minutes between games.

4. Tie games for eighth grade will use the NFHS recommended tie breaker system. Games ending in a tie for 7th grade will end in a tie.

5. Mercy Rule: In the second half, if at any time the score differential is 30 points or greater; the clock will run continuously for the rest of the game, except for charged timeouts.

6. If a game is postponed due to weather, we will use the CHSAA guidelines and continue from where it left off, unless there is a mutual agreement between coaches in conjunction with Athletic Directors.

Other Info (updated 8/9/09)
- High School Sports.Net can be used as a secondary schedule verification tool
- some D11 C squad and JV games will be played at Garry Berry & enter on east side of stadium (verify the game site with the school)
- allow extra time for security checks for Air Academy and Carson games
- Classical Academy MS games may be played at the Central Field (Hwy 83, one block north of Briargate Parkway)
- 5 officials for all 11-man varsity games
- 4 officials for all JV and C squad games
- 3 officials for local JH or MS games
- JV games should be played with 12 minute quarters
- C Squad games should be played with 10 minute quarters
- JH games should be either 6 or 8 minute quarters
- the chains will always be opposite the press box even if the home team chooses to use that sideline
- 2009 game fees will be $55 for varsity and $41 for sub-varsity
- 2009 game fees will be $40 for a single middle school game and $60 for a double-header
- $2 will be added to varsity and sub-varsity in-town game fees

Headsets - CHSSA Guidelines
For stadiums that are hard-wired for sideline communication:
Since the visiting team has an expectation of the use of headsets, either both teams have them or neither team can use. I don't believe we have any stadiums that are hard-wired, but you may encounter this in a playoff game.

For all other stadiums:
Each team is on their own to provide wireless communication. It IS fair for the home team to have headsets and the visitors not, because the visitors should have made arrangements to get their own if they wanted them.
