*Warminster Soccer Club Al Perlini Tournament* Rules & Regulations *The FIFA/USYSA rules of play will apply with the following rule supplements:* *A. * *PLAYER EQUIPMENT* 1. No metal cleats are allowed on soccer shoes. 2. Where the color of the jersey is similar or identical as determined by the referee, the designated home team (the first team listed on the schedule) will change jerseys. 3. All players must have uniforms with individual numbers on the jersey. 4. No jewelry, including earrings, is to be worn by any player. 5. Players wearing hard casts are not allowed to play. 6. Shin guards must be worn at all times by all players. 7. Up to three guest players are allowed, not to exceed a total of 18 for U11-U18 (full-sided), or 14 for U8-U10 (small-sided) players. Guest players cannot participate as rostered players or guest players for any other team in the tournament. *B. * *SUBSTITUTIONS* 1. Substitutions should be unlimited at the following times but may be restricted by the judgment of the referee: Your throw-in After a goal is scored At the start of an overtime period Half time Goal kick 2. After an injury when play has been stopped, substitutions may be made on a one-to-one basis for the injured player(s). The opposing team may substitute one player if the injured player is substituted. *C. * *LENGTH OF GAMES* 1. Full-sided, U11 - U18, 20 minute halves 2. Small-sided, U8 - U10, 20 minute halves *D. * *ADVANCEMENT* 1. Divisions with five, six or seven teams will play a four game round robin. Points will determine the top two teams for first and second place. There will be no finals. 2. The tournament director and/or committee in advance of play and with notification to all teams can make changes to the format involved in the changes. *E. * *DETERMINATION OF FLIGHT WINNERS* 1. The following point system will be used to determine flight winners: - Three points for a win - One point for a tie - Zero points for a loss 2. In the event of a tie after all games have been completed, bonus points will determine the flight winner and/or runner-up: - One bonus point for a shutout victory - One bonus point for each goal differential (goals for Ć goals against) up to a maximum of three bonus points per game Examples: 2-1 score = 1 bonus points 6-1 score = 3 bonus points 0-0 score = 0 bonus points 3-1 score = 2 bonus points 3-0 score = 4 bonus points 3. Three points for a forfeit win. The game score for a forfeit win will be 1-0. There are NO bonus points for the shutout. 4. If after bonus point determination there is still a tie, the tiebreakers will be as follows: a) Head-to-Head c) Most goals scored to a maximum of 6 goals. b) Least goals allowed d) FIFA penalty kicks *F. * *FORFEITS* 1. A forfeit shall be declared by the Field Marshall if a team is not present and prepared to play within ten minutes of the scheduled start time. 2. Teams forfeiting a game(s) cannot place first or second in a flight. 3. A minimum of seven players is necessary to start a game. *G. * *MISC REGULATIONS* 1. Inclement Weather - In the case of severe weather that begins after the start of play, tournament officials in consultation with referees may reduce the length, postpone, conclude, reschedule, relocate or cancel any game. Games terminated after the first half completes will be considered a finished game and the score will stand. Games terminated during the first half will be considered a 1-1 tie regardless of the current score. 2. Protests - There are no protests. The tournament officials reserve the right to decide all matters pertaining to the tournament and tournament rules and regulations. The judgment of the Tournament Director(s) is final. 3. Ejection - Any player or coach who is red-carded will be ineligible for all subsequent games. Referees will report the infraction to the referee assignor and the Tournament Site Coordinator. 4. Gross Misconduct - Any severe or gross misconduct will be reported to the teamÍs state sanctioning body for review and possible action. Gross or severe misconduct, as determined by the Tournament Director(s), can result in a teamÍs expulsion from the tournament. Referee assault or abuse as determined by the Tournament Director(s) WILL result in team expulsion from the tournament. Any expulsion will result in forfeit of prizes and fees. 5. Coach's Responsibility = Each coach is responsible for the conduct of the players, parents and spectators representing his/her team. 6. Team Field Positions - The players and coaches from both teams will take a position on the sideline opposite that of the spectators. Only carded players and coaches will be allowed with teams on the sidelines. (This means that both teams and coaches are on the same sideline opposite the one with all parents and spectators) 7.
