2009 COVI TOURNAMENT RULES & RAIN POLICY
I.        ELIGIBILITY
a)        All participating teams must be currently registered with their Provincial, State or National Associations. Participating teams are required to complete the team roster sheet provided.
b)        All teams from outside Ontario must have insurance coverage for their players while participating in the Tournament, and all teams from outside York Region Soccer Association District must have a duly authorized Permission to Travel form. Proof of permission to travel and valid medical insurance must be presented at the time of registration.
c)        Approved player cards, complete with a photograph, are to be presented to the Tournament Committee at registration. Passports, Birth Certificates, or other valid proof of age may be requested by the Tournament Committee and should be available on request. Player cards must be available at each game, may be inspected at any time, and in the event of a dispute concerning player eligibility, the Tournament Committee?s decision shall be final. Please note in Canada age divisions are determined according to the calendar year (Jan. 1 - Dec. 31).

II.        ROSTER
a)        Team rosters for U11-U19 inclusive shall be limited to a maximum of eighteen (18) players, and for U8-U10 Mini inclusive shall be limited to fourteen (14). A team may include up to three (3) guest players from the team?s Club.

III.        WEATHER
a)        Coaches and their teams must appear on the playing field at the scheduled time, regardless of the weather conditions; otherwise, they will forfeit the game. Only the Referee, the Tournament Committee or the Field Convenor is authorized to postpone a game. Should a game in progress be terminated due to weather conditions after the first half has been completed, the game shall be considered complete and the score at termination shall stand.

IV.        FORFEITS
a)        If a team is unable to field seven (7) players for U11-U19 inclusive or five (5) players for U8-U10 Mini within five (5) minutes after the start time, the game shall be forfeited. If a team forfeits a game, the opponents will receive a 2-0 victory and 3 points.
b)        Any team canceling its participation after the registering for the Tournament shall forfeit ALL MONIES to the C.O.V.I. If a team forfeits a game, all games played by that team in the Tournament shall be eliminated, and all of their tournament opponents will receive a 2-0 victory and three (3) points, regardless of the actual game score.

V.        SUBSTITUTION
a)        There is no limit to the number of substitutions during a game, but substitutions can only be made at the following times, and upon proper and prior notification of the referee:
i.        After a goal has been scored
ii.        At a goal kick
iii.        At a throw-in
iv.        At the start of the 2nd half or the 1st and 2nd half of overtime
v.      At an injury
b)        No substitution will permitted for a player ordered off the field by the referee for misconduct.

VI.        TOURNAMENT STANDINGS
a)        The preliminary round standings will be determined by the following awarding of points: Win ? 3 points; Tie ? 1 point; Loss ? 0 points
b)        Tie Breaker for Division Winner/Wild Card: If, at the end of the preliminary round, there is a tie, it will be broken using the following criteria in descending order:
i.        Head to Head: The result of the game between the teams
ii.        Team with the most wins
iii.        Goal Difference (Goals scored minus goals allowed)
iv.        Total goals against
v.        Kicks from the penalty mark
c)        In the quarter-final, semi-final and finals, games tied after the end of regulation play shall continue with two ten (10)-minute sudden death overtime periods, as the golden goal rule shall apply.
d)        If the game remains tied after the scheduled overtime, the winner shall be decided with kicks from the penalty mark according to F.I.F.A. rules.

VII.        PROTESTS
a)        All protests must be in writing and delivered to the Tournament Headquarters, together with a NON-REFUNDABLE CASH FEE of $100.00 within one (1) hour of the game to which the protest results. If upheld, the fee will be returned. No protests will be upheld as a result of a referee decision.

VIII.        CAUTION/EJECTIONS
a)        A player who received two (2) cautions or an ejection during the Tournament will receive an automatic one (1) game suspension.
b)        A player who receives a red card for violent conduct or abusive language towards the officials will receive an automatic three (3) game suspension, as per O.S.A. disciplinary rules.

IX.        HOME TEAM RESPONSIBILITIES
a)        The home team is the team listed first on the schedule.
b)        The home team must provide the game ball.
c)        The home team is responsible for changing uniforms should there be a colour conflict.

COVI Rain Policy

All fields are leased to the COVI Soccer Tournament by the City of Vaughan. If the City feels that playing on the field may damage the field, the Tournament Committee may be obliged to abide by the City?s Wet Field Policy, and thereby move the games to another venue (if possible), postpone or cancel the games, or shorten the games to ten (10) minutes per half or more. Undecided games (quarters, semis and finals) will then go to penalty kicks, as per Fifa rules.

Games will be stopped during lightening and then continue after the lightening leaves the area (stoppages of play due to lightening will be at the discretion of the referee and onsite field marshal). Games could be shortened to accommodate the rest of the day?s games.

Regardless of weather conditions, all teams must be prepared to field a team. It is the responsibility of the team to check in with their field marshal at the scheduled field at least thirty (30) minutes prior to the commencement of their game.

Cancellation Policy

Only in the case when weather or some other act of nature cancels the tournament prior to its commencement, teams will be refunded 1/3 of their tournament registration fee by the COVI Soccer Tournament. Refunds will not be granted for any other reason.

The COVI Committee determined the tournament cancellation policy refund by taking into account the expenses incurred to date by the COVI Soccer Tournament, but the cancellation policy refund by no means covers all pre tournament expenditures, and a significant loss will still be sustained on this event. The cancellation policy is only in effect to reduce the impact of what would otherwise be a devastating loss.

In preparation for the tournament, the COVI Committee has incurred over twelve (12) months of pre-tournament expenses. Among others, these expenses include:
·        Tournament Sanctioning Fees
·        Design & Printing of Brochures
·        Tournament Advertising
·        Telephone Bills
·        Office Expenses
·        Supplies
·        Postage & Delivery Expenses
·        Referee Assignor Fees
·        Photocopying Costs
·        Office Supplies
·        Design & Printing of Tournament Program

It is the responsibility of each individual team to cancel any hotel rooms that have been booked. If hotel rooms are not cancelled, teams may be charged. Policies will vary from hotel to hotel.

The COVI Committee will do everything possible to maintain tournament play throughout the weekend; however, if weather conditions do impact the tournament, it is our hope that by making a swift decision, everyone will be able to adjust their plans with a minimum amount of problems.
