2005 Concord Mini Soccer & House League Rules

Before you leave home to referee a game, prepare yourself by looking at your checklist. Make sure that you have all of your required equipment (whistle, watch, cards, flags, notebook, pencil/pen, coin) and be dressed appropriately. Please know which park you are going to and arrive a MINIMUM of 20 minutes before game time. Check and clear the soccer pitch of anything that may be of a danger to the players and yourself. Once on the field check that every player has shin guards, appropriate footwear and their uniforms tucked in.
U-5 League:
7 players aside/NO GOALIE, Size 3 ball, 1 Coach per team on the field. Goals cannot be scored from within the semi-circle(crease). Only obvious deliberate offsides are called.Infractions in goal area will result in an indirect free kick with no players in the goal area being allowed until 1st touch of the ball.
U-6 League:
Same rules as U-5 except that they play with 8 players including the goalie.
U-7 & U-8:
8 players aside including the goalie, size 4 ball, NO coach on the field. Goals cannot be scored from within the smi-circle (crease), only obvious and deliberate offsides are called.
U-9:
9 players aside including the goalie, size 4 ball, NO coach on the field. Goals can be scored from ANYWHERE on the field, ALL offsides called.
U-10 & Older:
ALL REGULAR SOCCER LAWS APPLY
ALL AGE DIVISIONS:
No slide tackles are permitted: All slide tackles will result in an indirect free kick for the opposing team at the spot where the infraction took place.
Three Goal Rule for U-5 through and including U-17 house league: a player may only score up to a maximum of 3 goals in any one game, after that point the goals will not be counted.
Unlimited substitutions allowed during any stoppage in play with the permission of the referee
Game to be cancelled by the REFEREE in case of lightning or very bad weather or field conditions.
No direct free kicks, all are INDIRECT except for penalty shots.
Always have the HOME team coach initial your pay invoice.
OSA LIGHTNING POLICY
Use the Flash to Bang method to monitor lightning for evacuation of the playing field to a safer environment. With this method the seconds are counted from the time a flash of lightning is seen until a clap of thunder is heard. When this number is 30 seconds or less, evacuation of the field should get under way. Lightning awareness should begin with the first flash of lightning seen or thunder clap heard.
Large enclosed structures (substantially constructed buildings) tend to be much safer than smaller or open structures. If the game is inside a stadium, encourage all players and coaches to go to the dressing rooms. If however, such a building is not available, fully enclosed vehicles such as cars, trucks, buses, vans, fully enclosed farm vehicles, etc. with the windows rolled up provide good shelter from lightning. Never stand under trees, in an open field or under an umbrella.
The game should not be restarted until 30 minutes after the last clasp of thunder was heard or the last flash of lightning was seen.
