MISSION STATEMENT
The primary goal of the Youth Basketball League is to encourage good sportsmanship, teamwork, and discipline, as well as, enhancing the basic fundamentals of the sport. We are dedicated to provide a fun and safe environment that will ensure a positive and educational experience for everyone. REGISTRATION
All Participants are required to have a signed registration form before participating in league play and pay for league fees. A player’s name, age, and telephone number will be required during league sign in.

LEAGUE ADMINISTRATION
The league administration consists of the Recreation Coordinator and the League Coordinator. The Coconut Creek Parks & Recreation Department will oversee the program and ensure that policy and procedures are followed. The League Coordinator will be the overall coordinator of the program.
The Recreation Coordinator and/or League Coordinator have the ability to suspend any coach, player, or spectator and will make any kind of disciplinary decisions concerning the youth basketball league.
LEAGUE ADMINSTRATION DUTIES
Responsible for providing training and orientations for volunteer coaches.
Responsible for scheduling games, practices, and meetings.
Responsible for the enforcement of all policies, procedures, and rules with regards to coaches and participants within their division.
Will maintain an open line of communication with all head coaches.
Responsible for conducting and overseeing drafts and ratings.
Assist coaches with coaching problems and give consultation when needed.
ROSTERS A player can only be added to replace an injured player, only in an emergency situation, and only by the approval of the League Administrator. The Replacement Player Policy will be followed. Any team playing with an ineligible player, or players, will automatically forfeit the game in which the infraction(s) occurred, unless otherwise decided upon by the League Coordinator. EXAMPLE: age, illegal player, etc.
ROSTERS: There are 8 players on each roster.
FORMAT
Games will be played Thursday night at 6:30pm or 7:30 at The Coconut Creek Community Center. Please refer to game and practice schedules for specific information.
Games will consist of four eight (8) minute quarters. The clock will run until the last two (2) minutes of the four quarter, at which the clock will stop on all dead ball situations, providing the game differential is below twenty (20) points.
GENERAL RULES
Any schedule changes will not be made after the schedule is printed. Games will not be rescheduled. Both teams must present their line-up to the scorekeeper no less than 5 minutes before game time.
No game shall be arbitrarily postponed, except in cases of extreme emergency as approved by the League Coordinator or whereby the playing surface shall be considered unfit for play. The Officials and the League Director shall determine the fitness of the playing area, and the decision shall be final.
All coaches are responsible for the conduct/language of their players, parents, and spectators. A game can be stopped if the referee feels that the game is out of control. A running clock will be in effect whenever a 20-point difference in score develops at anytime during the game. No backcourt guarding until the last two (2) minutes of the second and fourth quarters. If a team has a 15 point led teams are not allowed to back court guarding or full court pass. Each team is given two (2) thirty second time outs per half and one for each overtime. If the time out is not used in the first half, that time out will not will carry over to the second half. Coaches must remain inside the coaches’ box at all times. If the officials acknowledge poor sportsmanship on the bench, the coach must be seated during all live balls. If issued, all volunteer coaches must wear the City of Coconut Creek issued volunteer shirts to games and practices. Players are prohibited from wearing jewelry during game play. It is a safety hazard. No tape is allowed over any jewelry. Fingernails must be kept trimmed and must be no longer than the tip of the finger. Personal basketballs are not allowed in the gymnasium, unless otherwise decided upon by the League Coordinator. Issued balls only on game day! A game will be stopped if the referee deems that the game is out of control, or a coach is ineffective to control his/her team. Referee decisions are final. All coaches are to emphasize fair play and good sportsmanship. The ball must be inbound to the front court in the last 2 minutes of the game. The referees are the sole judges of the games. *All rules contained herein are subject to interpretation and/or change, upon the written recommendation of the League Administrators and with the written approval of the Recreation Coordinator.

| Note: If multiple players arrive late, the rules applicable to each late player will apply individually. The playtime requirements for "non-late" players will not change from the rules established by the number of players who were available to begin the game. |
Example: If a 7th player arrives during the 1st quarter and an 8th player arrives during the 3rd quarter then the 7th player will be required to play at least 1 uninterrupted quarter and the 8th player's time will be left up to the discretion of the coach. The balance of the team (6 players who were available to start the game) will be required to play at least 3 uninterrupted quarters with no mandatory sit time (per above) |
Rules for Ages 8-10 Man to man defense is the only defense allowed. The only exception to this rule is a fast break or if a player in the frontcourt breaks the man to man defense. No Zone. No full court pressure, press, or traps allowed until the last two minutes of the second and fourth quarters. No pressing or trapping of any kind is allowed at any point in a game at which the point deficit is 15 points or higher. A warning will be given for backcourt guarding and two on one guarding. The third and each successive warning will result in a two shot technical foul with the offensive team keeping the ball. Minimum playing time for players showing up before the start of the game will be 2 quarters. Players showing up later will follow the “Playing Time Chart”. There will be a five (5) second lane violation Games consist of four (4) eight minute quarters with the clock stopping on time outs. The clock will stop in the last two minutes of the fourth quarter. Overtime will be three minutes. Only one overtime, unless playoffs or championship game. It is a normal running clock during the overtime period, except for the last one-minute where the clock stops on whistles and other dead ball situation. Half time will be four (4) minutes, unless otherwise decided upon by the League Coordinator. The clock will stop in the last two minutes of the fourth quarter and time outs only. Players must show up to practice as this too is part of the basketball league. If a player cannot make a practice, notice must be directly given to the coach 24 hours in advance. If a player does not show to practice two times in succession without notice to the coach, that player will sit out one quarter at the next possible game. All coaches must inform league coordinators before enforcing this rule. Ball size: 28.5”Games will be played on 9-foot baskets. DISCIPLINARY RULINGS Fighting will not be tolerated. Unruly conduct is prohibited and results will be determined by the current League Coordinator. Players, coaches or spectators guilty of using profanity, either by word, hand gesture, or lip sync against other players, coaches, spectators, referees, or league administrators may be suspended or dismissed from the league entirely. Players/Coaches receiving two technical fouls in a game will be ejected from current game and the next game. The second offense of two technical fouls in a game is ejection from the league. REPLACEMENT PLAYERS A player can only be added to replace an injured player, only in an emergency situation, and only by the approval of the League Administrator. The team must request a player through the League Administrators within 3 days or less. Replacement players can only be added before the start of the fifth (5th) week of the season unless otherwise decided upon by the League Coordinator. Replacement players will come from a waiting list. At the discretion of the League Administrators, a replacement player will be assigned and considered an active member of the team. The coach cannot refuse players. Players might be added or taken away from teams to even out the division at any time during the league if determined so by the league coordinator. The playing ability and/or skill level of an individual is not a justifiable reason for replacement. Failure to comply with any of the above rules may result in the suspension of the coach. RESCHEDULING POLICY All games will be played as scheduled. Games will only be re-scheduled under the following conditions: Unsafe conditions as determined by the City of Coconut Creek Parks and Recreation Department. Game officials are detained or do not show at scheduled game time. Re-scheduled games may be played at the next available convenient time for the league. Head coaches who are unable to attend a particular game must inform assistant coaches to mange the team for the game. If the head coach, the assistant coach, or a pre-determined team representative cannot attend, the game will result in a forfeit. No game will be rescheduled due to coaches being absent. EMERGENCY PROCEDURES The following are the emergency procedures that are to be followed if a child is injured at a game or practice: Assess the problem and the accident scene and, if so needed, send for help. Call 911 if necessary. Notify the Recreation Facility Supervisor and/or coordinator immediately. Establish supervision and control for the uninvolved group participants. Notify parents or emergency contact person of the injured child. Have a Recreation Staff member complete an accident report and forward the completed paper work to the League Administrators.

Registration Requirements- When registering your child/children you will need to bring a picture I.D., a copy of your child’s birth certificate, three (3) proofs of residency (water bill, cable, electric bill, etc.) and the registration fee. Cash payments will not be accepted.
Players wishing to move up a division must do so while registering with the approval of the league coordinator.
Insufficient Funds (Returned checks)-There will be an additional payment of $20.00. The cost will be added to the registration fee. This must be paid immediately in cash, money order or cashier’s check for your child to continue in the program.
Refunds will not be honored after 7 days. No exceptionsRefunds- Prior to the start of the league refunds will be issued with a deduction of uniform cost.

PLAYER & COACH CONDUCT
THERE IS ABSOLUTLY NO FIGHTING! Any player/coach who fights will be suspended for a period of one year from date of suspension.
A physical or verbal threat to anyone or fighting (fighting constitutes any motion or intent of, directed by one player towards another using any part of one’s body to commit harm) will result in at least an immediate suspension for the remainder of the season.
When a player/coach is suspended or ejected from a league/game, that person is NOT permitted to be in or around the playing area for the duration of the suspension/ejection. If that player does not vacate the premises in a timely manner or attempts to re-enter the playing area, officials/staff can award the opposing team with a win via forfeit. Any team player or manager ejected from a game will not be allowed to participate in the next league game. Coaches cannot coach on their ejected days in any way. Only game players, mangers, scorekeepers, league staff, and officials are allowed on the benches and playing area. Only Recreation Staff members or designated volunteers are permitted to be at or around scorer’s table area. Coaches are allowed around the area only during scheduled game times for their teams. Any matter not covered by the Parks and Recreation Department, shall be left to game officials. Any undue delay of game may result in forfeiture of game by said team. It is the responsibility of the team coaches to see that their team does not waste time going on or leaving the playing area. PROFANITY IS PROHIBITED AND WILL NOT BE TOLERATED! This includes any unnecessary verbal abuse while on city property during any portion of the Coconut Creek Youth Basketball League directed to a player, coach, manager, referee, spectator, or patron of the facility.
Only team coaches are allowed to question calls with a referee, as directed by the referees, or ask for a ruling on the game during a time out. In the absence of the coaches, only a Recreation Staff approved team representative may take their place if available.
SUGGESTION POLICY
Guidelines and Regulations1. Any changes to the current rules and regulations will go into effect the following season unless otherwise deemed necessary by League Administrators.2. All non-emergency, game related concerns, will be addressed with an appointment or by phone.3. All decisions regarding disciplinary action will take effect immediately. 4. All decisions by the Recreation Staff will be final. Procedures for Appeals Step 1. A problem should first be addressed through the parent, coach, or referee. Step 2. If the coach, referee, or parent cannot resolve the problem; then the problem should be submitted to the League Administrator. Step 3. If the League Administrator is unable to resolve the issue, the grievance may be submitted to the Community Center Supervisor.
COORDINATOR’S RULES
Each team is awarded two (2) thirty second time-outs per half, and one additional thirty second time-out for overtime; however, ANY TEAM WINNING BY 15 OR MORE POINTS WITH ONE (1) MINUTE TO PLAY IN ANY GAME WILL NOT BE ALLOWED TO CALL A TIMEOUT. The only exception to this new rule is if a player on the floor is injured.
The mercy rule is always in effect!

INSURANCE
The City of Coconut Creek is not responsible and does not provide any insurance to any teams or individual in the basketball league. The City of Coconut Creek is therefore not liable for any actions or injuries that may occur during a game or during the season.
