The decision by the District to delay a vote on the concept plans wastes valuable resources. This is simply the concept stage. The next stages will include a discussion and action take on issues such as funding, phasing, and design of detailed plans that meet the needs of the community and schools. The delay is unnecessary. What is the real reason?

Having a plan makes it easier to raise or apply for and raise the money. Without a plan--it's impossible. Many examples exist where the City has a plan and goes after funding.  There is a lot of stimulus money available right now to rebuild schools and create jobs.  Just recently, the JoAnne Street Bike Trail which will cost $300,000 was approved for funding through Federal Stimulus money.  Fairview Park is another example.  The City has phased the improvements and recently obtained several water quality bond grants to finally get the major restoration underway.  All of the City street improvement plans are design ready and the majority are paid for through Measure M grants when those funds become available so that the money does not come out of the City General Fund.  There are numerous other examples.  At the School District, they have numerous plans in place that are not yet funded--the Magnet School as the most recent significant example.
