2009 CMFL Rules
Central Minnesota Fastpitch League                                           www.eteamz.com/cmfl

Purpose: The purpose of the Central Minnesota Fastpitch League is to assist communities in offering supervised fastpitch softball to youth ages 8-18 and to assist in instilling the principles of sportsmanship, loyalty, responsibility, and respect.

Rules for communities participating in the CMFL:

1. Each community must provide 1 field per week from 6-9 p.m., for each team that is in the league.

2. Good sportsmanship will be taught and demonstrated by coaches, players, and parents.

3. All teams will participate in the State Qualifier Tournament.

4. Each community is responsible for insuring their players and coaches.

5. The deadline for entry into the CMFL is Monday, March 30th.

6. All coaches will attend a league meeting on Monday, April 20th.

Regular Season Rules:

1. The League playing season will run from the following dates:
10's--May 14th through July 9th
12's---May 21st through July 16th
14's---May 27th through July 16th

2. The 10's State Qualifier Tournament will be held on July 11-12 in ________. The 12's State Qualifier Tournament will be held on July 18-19 in Monticello. The 14's State Qualifier Tournament will be held on July 18-19 in _________.

3. The league will consist of 5 divisions: 10 and under gold, 10 and under silver, and 12 and under gold, 12 and under silver, and 14 and under. The age players fall under is their age as of December 31, 2008.

4. The league is for fun and learning. The score from the first game each night will be turned into the league director only for state qualifying purposes. It is the responsibility of the home team to call or email in scores on a regular basis. Any score not reported by noon of the day after the final regular season games will be counted as a forfiet by the home team.

5. There will be sanctioned umpires for all age levels at qualifier tournaments. The Central Minnesota Fastpitch League is an ASA sanctioned league.

6. Umpires are required to wait 30 minutes after scheduled game time before requesting payment due to lack of teams(no show). If a team arrives more than 15 minutes late to play a game, that game shall be declared a forfeit and the second game will still be played.

7. The home team is responsible for scheduling umpires for league games and paying umpires at the end of the night.

8. If a visiting team does not show up for a game and does not call the home team by 5:00, the visiting team is responsible for reimbursing the home team for the umpires pay.

9. If threatening weather approaches during play, umpires and coaches will discuss calling the game; however, the final decision is that of the umpire. Umpires will get paid for called games if they have completed one inning or 20 minutes of play.

10. Game cancellations: If a game is going to be canceled for any reason, it is the responsibility of the home team to contact the visiting team and the umpires by 4:30. Only the home team may cancel the game due to bad weather prior to the start of the game.

11. If games have been canceled due to bad weather, it is up to the coaches to determine if the game will be made up or not. The league encourages coaches to make up games if at all possible.

12. League play will consist of two games per night. Game start time is 6:15 p.m. for the first game. Each game consists of a maximum of five innings; however, no new inning will start after 1 hour and 10 minutes for the 12U and 14U levels. At the 10U level, no new inning will begin after 1 hour. All started innings will be completed. In May, games will have a drop dead time of 8:30. This drop dead time can be disregarded if both coaches agree to do so before the second game begins. The host team will be the home team for the first game and the visiting team will be home for the second game.

13. A pitcher can pitch a maximum of 3 innings per night in the 10U age level. A pitcher can pitch a maximum of 5 innings per night at the 12U age level. There is no limit at the 14U age level.

14. Coaches and umpires get together before games to exchange line-up cards and discuss field rules.

15. It is highly recommended that the visiting team call the opposing coach prior to a game.

16. Each team is responsible for their own equipment.

17. A player can only be on one (1) roster.

CMFL/ASA Rules of Play:

1. Minimum of eight players, maximum of nine players on the field for a game. Teams in the 10U silver division have the option of playing with a maximum of 10 players. Four of these players must play in the outfield. Without enough players, there will be a forfeit of games for the purpose of league standings for the state qualifier. The games will still be played, if a team is short players, rotate in players from the opposing team.

2. ASA family atmosphere rule applies: No casual profanity allowed by players, coaches, or spectators. The umpire will call an out for each swear word spoken by the players, coaches, or spectators of the team in which the incident occurs. The umpire can and will ask a coach, player, or spectator to leave the park if such behavior occurs.

3. No jewelry allowed to be worn by players.

4. The home team is responsible for one new ball and one good used ball per game. The league will use a 12” yellow ball for 12’s. An 11” yellow ball will be used for 10’s.

5. Bases are at 60 feet. Pitching distance is at 40 feet for 12’s and 14's. Pitching distance is 35 feet for 10’s.

6. A pitching circle is required and should be 16 feet in diameter.

7. Pitchers must stand with both feet touching the pitching rubber. The first step must be forward. You cannot step backward.

8. Pitches may have an arc, as long as the ball goes through the strike zone.

9. Free substitution at all positions allowed.

10. There is a maximum of 5 runs per inning at all levels.

11. The catcher or any player warming up the pitcher must have a face mask.

12. Teams will bat all players during regular season play.

13. The runner can leave the base after the ball leaves the pitcher’s hand.

14. Base stealing is allowed per ASA rules, except at the 10U level where the following rules will apply.
**During the month of May, players will not be allowed to steal home or advance to first base on a dropped third strike.
**Beginning in June, players will be allowed to steal home and advance to first base on a dropped third strike.
**Throughout the entire season players are only allowed to steal one base at a time.

15. A ball is generally considered dead if the pitcher has it in the 8 foot pitching circle.

16. Hats/visors are optional, but if worn they must be the same.

17. ASA blood rule: If blood gets on equipment, clean with 50% alcohol/50% water mixture. Players must change all clothes that have blood on them.

18. Runners must make an attempt to avoid a collision when a play is being made at their base. Runners who do not make an attempt to avoid a collision and interfere with a fielder will be called out.


State Qualifier Tournament Rules:

1. The state qualifier for 10's will take place on July 11-12 in __________. The 12's tournament will take place on July 18-19 in Monticello. The 14's tournament will take place on July 18-19 in ____________.

2. Head coaches must check-in at the tournament director table 30 minutes prior to the start of their first game.

3. Except where modified by these rules, all tournament play shall be governed by ASA rules.

4. All regular season rules apply unless stated in these changes.

5. The higher seeded team will be the home team for all playoff games.

6. The home team will keep the official score book.

7. Games will be a maximum of 5 innings and no new inning shall start after 1 hour and 10 minutes, except championship games at 12U and 14U, which will be a maximum of 7 innings and no new inning will start after 1 hour and 30 minutes.

8. International tie breaker will be used after these time limits. The last out will start at 2nd base.

9. There is no limit to the number of innings a pitcher can pitch.

10. Protests on the interpretation of the games rules shall be decided on the playing field and must be made before the next pitch is thrown.

11. All players will have proof of age with them. (birth certificate and photo ID)

12. Teams will bat only the 9 person line-up, except at the 10 and under level where all players will bat.

13. All tournaments will follow ASA substitution rules.
        ***ASA Rule Change: A. Any player may be substituted and re-entered once, providing players occupy the same batting positions whenever in the line-up.
        B. Players may not re-enter a second time. The starting player and their substitute may not be in the line-up at the same time.

14. Unsportsmanlike conduct will not be tolerated and may be grounds for removal from the tournament. (participants and spectators)

15. Any coach or player removed from a game by an umpire will be suspended for the remainder of the tournament.

16. The pitcher will be allowed 5 warm-up pitches before the game and 3 before each inning.

17. Each team must bring two new balls and give them to the tournament director.

Central Minnesota Fastpitch League Costs:

1. Each team in the league is required to pay a $60.00 league entrance fee. The fee covers the cost of printing, mailings, league insurance, CMFL website, and the CMFL hotline phone service. Home teams are responsible for paying umpires in league play.

2. Each team is required to pay a $90.00 tournament fee. The money will be used to cover the cost of trophies and ASA certified umpires.

3. Each team in the league is required to pay a $200 state tournament fee. This fee will be returned to teams that do not qualify for a state tournament.

4. Each team in the league is required to pay a $50 gate fee for the state qualifier.    The fee takes the place of an entrance fee for all of the team's spectators.
