Coaches Pre-Post Game Procedure
Each visiting coach is required to contact the home team coach by Wednesday of the scheduled weekend game. Directions as well as game time and umpire fees should be discussed.

Teams should arrive at the field at least 30 minutes prior to game time. Home team chooses home dugout.

Both teams should not be allowed infield or batting practice on the game field. Practice should be reserved for practice fields or batting cages.

Rainout or Inclement Weather.

It is the Home team managers responsibility to contact the visiting coach at least 3 hours before game time when inclement weather is an issue. Every effort should be made to play all games but common sense and safety should be the main factors. All teams should reschedule cancelled games as soon as possible. The further in the season it gets, the harder makeups become. Please make up games as soon as possible.


8U, 9U,10U,11U, 46/60 Rules
8U Special rules, For 8U only

No 10 Run Rule Batting. Each team will not exceed the number of batters per inning, of the team with the most players. All other rules default to LL/Babe Ruth rule book. Max 3 innings pitched per game
No stealing of home.

9U and 10U Special Rule. If a pitcher hits 2 batters in an inning or three in a game he must be removed as a pitcher for the remainder of the game.

9U, 10U, 11U rules

Division will default its rules to the Little League Rule Book and CJBL supplemental rules under 10U, 11U 50/70.


It has been a long standing rule of our league that the recruitment of players from other teams is strictly forbidden. Any coach who attempts, and or recruits a player from another CJBL team during the CJBL season will be severely sanctioned up to and including season or permanent expulsion. Travel team managers should be able to control their coaches and other representatives. This conduct will not be tolerated.


10U - 11U - 12U 50/70 Rules
League Rules for 10-12 50/70
2006 League Rules Updated 2/1/2006

1) All games will be played in accordance with high school federation rules except where specified by CJBL.

2) There are 3 age groups or conferences: 10U50/70, 11U50/70, 12U 50/70, A player will play in his assigned age group according to his age as of May 1 of the current year. Managers must have proof of age available for the opposing coach with them at all times. This is a copy of each players birth certificate. It shall be also be available to Divisional directors and league board members upon request.

3) The schedule includes moderate travel throughout Central New Jersey. A home field is not required. All games are 6 innings.

4) All teams must carry their own team liability insurance and accident medical insurance. A copy of the certificate must be submitted to the league. Team managers must have an insurance certificate available for the opposing coach.

5) Each team will submit a check for $350 payable to "The Central Jersey Baseball League". This deposit represents a $150 League/Award fee and a $200 "No Play" Fee. The "No Play Fee " will be rolled from season to season unless a refund check is requested. Refunds will be given, provided each team plays 80% of there scheduled games and does not incur umpire fees for a no show.

7) All teams are required to play a full game schedule. Any team that does not play a minimum of 8 games or 80% of scheduled games will forfeit the "No Play" Fee. Any and all checks cashed will be used to help pay umpire fees and other playoffs expenses.

8) Each player must be dressed in a team uniform. Such uniform may be a regular season or traveling team uniform. Uniforms consist of a hat, jersey with a number, baseball pants, and baseball cleats. Street clothing is not permitted. Metal spikes are not permitted.

9) A player who had caught or pitched in the previous inning and will have the same responsibility when his team returns to defense may have a courtesy runner. The purpose of this rule is to speed up play. This courtesy runner will be the player who made the last "batted" out.

10) A pitcher is permitted to pitch 3 innings in a game, 6 innings in a day (this could be in 2 games of a doubleheader) and 9 innings in one pitching week (MAXIMUM 3 INNINGS PER GAME 50/70). This includes innings pitched in all games played, not just CJBL games. The pitching week begins Saturday and ends on Friday. It is the manager’s responsibility to keep a record of the innings pitched. The purpose of this rule is to protect the pitcher. 1 pitch constitutes an inning.

11) There will be no formal rest rules for pitchers. However, managers should ensure sufficient rest between pitching assignments to protect the pitcher. Once a pitcher is removed from the pitching mound, he cannot return to pitch in that game under any circumstance.

12) Sliding is mandatory. The runner must make every effort to avoid contact with all fielders. Incidental contact will not result in the runner being called out. Any runner making purposeful contact will be called out and possibly ejected from the game. HEAD FIRST SLIDING INTO A BASE IS NO LONGER PERMITTED. Head first sliding is permitted returning to all bases except home. All players must slide feet first into home and slide, avoid, or give up. This is not a judgement call. This is a mandatory league rule.   

13) Batting practice is not permitted before a regular season game on the field on which the game is to be played.

14) In order for a game to be official, the losing team must bat at least four times.

15) A mandatory mercy rule will be in effect. After the losing team has batted at least four times, any team ahead by ten or more runs at the end of an inning will be declared the winner. There will be no exceptions.

16) Any game tied after nine innings or at the time that darkness makes the game unplayable in the judgment of the umpire will be declared a tie game.(playoff exception)

17) There will be only be balk warnings at the 10U, age level. All runners will be instructed to return to the previous base if a balk is called. At the umpires discretion, if a pitcher balks to keep a team from stealing bases, or continues to balk in the same manner repeatedly, the base runner(s) may be awarded the next base. At the 11U each pitcher will be entitled to one balk warning per pitcher by the umpire. The purpose of this rule is to provide instruction to the pitchers. no warnings for 12U

18) Games can be postponed with the total agreement of both teams. These games must be rescheduled as soon as possible, preferably within seven days.

19) Teams will use full roster batting with open substitution. Any player arriving late will be placed at the bottom of the batting order. Any line-up vacancy resulting from a player leaving or being injured will not count as an out when it is that position’s turn in the batting order, unless only eight players remain. When playing with eight players, the vacant position in the order will declared out (The first time through the order). A team cannot play with less than eight players. If a team begins with 8 players, there will be no declared out unless a player leaves or is injured and can not play. In this instance the team with 7 players must forfeit.

20) All equipment must conform to high school rules. Big barrel bats are permitted in 10U,11U and 12U-50/70, and all 60/90 only. Bats for 14U and up must be -3.0.

Any player entering the batter’s box with an illegal bat will be called out. Such illegal bat may be noticed by the umpire or brought to the attention of the umpire at any time from the moment the player steps into the batter’s box to the first pitch to the next batter.

21) For every CJBL game, the visiting team is responsible for arriving on time and for providing two new senior league baseballs. The host team is responsible for providing a playable field, two “carded” umpires, two new senior league baseballs or more depending upon field conditions, and a copy of these rules to the umpires.

22) Payment to the umpires will be shared equally by both teams before the first pitch.

23) Each team is responsible for the conduct of its players and fans. Throwing of equipment in anger or frustration by a player will result in immediate ejection from the game by the umpire. No warning will be given. If any fan becomes abusive and affects the ongoing game, he or she will be asked to leave the playing facility to the satisfaction of the umpire. If the ejected fan refuses to leave the opposing team will be declared the winner. The umpire’s decision is final. If a player or coach is ejected from a game. That player, coach, or manager is automatically suspended for the (1) following game. No exceptions.

24) The team manager must notify the Divisional Directors and League President of any player ejections. Any player ejected from a game must be suspended from the next CJBL game, including playoff games.

25) There are no protests. Team managers must work out any and all problems during the game.

26) The team roster may have no more than 15 players. Team managers must have a team roster with the players and their dates of birth available for the opposing coach. Players may not be moved from one team to another once the season has started. Players may only be on one roster season, players can not play in multiple divisions for multiple teams.


27) The winning manager must call in or e-mail the game results within 24 hours to the Divisional Director.

28) It has been a long standing rule of our league that the recruitment of players from other teams is strictly forbidden. Travel team managers should be able to control their coaches and other representatives. This conduct will not be tolerated.


All other rules and interpretations will be at the discretion of the divisional director. If the divisional director is involved, the ruling will be by the league commissioner.


13U and 14U Rules

13U and 14U YR. OLD AND UP
LEAGUE INFORMATION


1)        All games will be played in accordance with high school federation rules except where specified by CJBL.

3) The schedule includes moderate travel throughout central New Jersey. A home field is not required.

4) All teams must carry their own team liability insurance and accident medical insurance. A copy of the certificate must be submitted to the league. Team managers must have an insurance certificate and registered roster available for the opposing coach.

5) Each team will submit a check for $350 payable to the CJBL. This deposit represents a "No Play" fee. The check will be deposited into our CJBL account. $150.00 will go to the league fees and trophies. A new check for $200 will be made out to all teams, at the end of the season, provided you comply with rule 6. The money not returned will go for the umpire and administrative fees.

6) All teams are required to play a full game schedule. Any team that does not play a minimum of 80% scheduled games will forfeit the "No Play" Fee.

8) We will have a catcher and pitcher speed up rule at any time once they reach base. A player who had caught or pitched in the previous inning and will have the same responsibility when his team returns to defense, may have a courtesy runner. The purpose of this rule is to speed up play and give the pitcher some rest. This courtesy runner will be the player who made the last "batted" out.

9) A pitcher is only permitted to pitch 4 innings in a game. Pitchers may only pitch 7 innings total in a double header, on the same day. A pitcher may pitch 4 innings on consecutive days.

10) There will be no formal rest rules for pitchers. However, managers should ensure sufficient rest between pitching assignments to protect the pitcher. Once a pitcher is removed from the pitching mound, he cannot return to pitch in that game under any circumstance.

13) Games will be 7 innings in length. In order for a game to be official, the losing team must bat at least 5 times.

14) A mandatory mercy rule will be in effect. Ten or more runs at the end of the fifth inning, will declare any team ahead the winner. There will be no exceptions. Home team must bat, if on the losing side.

15) Any game tied after nine innings, or at the time that darkness makes the game unplayable in the judgment of the umpire will be declared a tie game.

16) There will be balks’s in this league, one warning for 13’s / pitcher no warnings for 14’s.

17) Pitchers may have back foot on rubber when looking over at first, and taking signs from catcher, before he becomes set.

18) Games can be postponed with the total agreement of both teams. These games must be rescheduled as soon as possible, preferably within seven days. There are no forfeits unless determined by the League Directors. If a League director is involved, The League commissioner will have final say.

19) Teams use full roster batting with open substitution, Any player arriving late will be placed at the bottom of the batting order. Any line-up vacancy resulting from a player leaving or being injured will not count as an out when it is that position’s turn in the batting order, unless only eight players remain.    When playing with eight players, the vacant position in the order will be declared an out.
