July 17-20 Thursday through Sunday event. 5 game minimum!!
 

Third Annual, Last year's event had 85 teams and teams from Washington, Nevada, and Southern California.  120 Teams expected this year from 4 states.  Divisions for all teams. 

This year increased to 5 games minimum to make it even more appealing to out-of-state teams, some teams may play up to 8 games!  Special TPR Baseball/ BPA California Night with the San Francisco Giants (Friday, July 19th vs. Brewers) .  Great America, San Jose Special Discounts too!

Format:  
 All Teams will recieve 5 games minimum, 4 pool play games then single elimination tournament.  Format will be set up so that roughly 50% of teams make the Level I play offs and bottom 50% make Level II play offs.

Locations:      TPR Summer Championships will use Twin Creeks, Sunnyvale (San Jose) 10 lighted fields,  Manteca Big League Dreams (6 lighted  fields), Turlock Pedretti Fields (5 fields if needed), CSU-Stanislaus Warrior Field (1 field), and Mistlin Fields, Ripon (2 lighted fields)  All are high grade tournament quality fields.

BPA Rules:  All BPA Rules will be used and enforced with these exceptions. 

1. Run Rules are:
20 after 1 innings,
15 after 2 innings, 12 after 3 innings, 10 after 4 innings, 8 after 5 innings for all divisions.

2. Pitching Limitations are: 10 innings for the tournament for 12u and under.  12 innings for 13u-14u for the tournament.  14 innings for 15u-18u.   One pitch equals an inning.  Violation of innings pitched is FORFEIT OF GAME

3. Pitchers must be removed upon the second visit to the mound or field by any coach in the same inning.  If a coach calls time and crosses the foul line, it will be considered a trip to the mound.  Any pitcher removed from the mound upon a second visit may not return to the mound in that game.

4. Courtesy Runner:  CR for pitcher or catcher at anytime. Must be someone who has not been in the line up.  If no subs, then no courtesy runner. The same runner can only run once per inning.  

5. Teams may bat 9 or 10 with an EH.  Any division may bat their whole line up but if an injury occurs and the batter cannot bat then that spot is an out.  CHANGE:  DH will be allowed at 15u and higher divisions!

6. Teams may start a game with 8 players.  If a ninth player may be coming, submit the line up to the umpire with 9 players and he may bat when he arrives.  If the player does not arrive, it is an automatic out every time.  A game is not a forfeit if a team is down to 8 players, but it is if down to 7 players.

Tie Breaker Policy:  1. Record  2. Head to Head (unless multi-team tie) 3. Runs Allowed 4. Runs Scored  5. Least runs given up in first game 6. Coin Flip. 

Game Times:  Game Times are no new inning after 1 hour 45 minutes for 12u and under and no new inning after 1 hr 50 min. for 13u and higher   8u will play 1hr 30 minutes or 6 innings. 
Play-off Games will be 1 hr. 45 for 12u and under and 1 hr 50 min. for 13u and higher.
Championship Games have no time limits unless at BLD Manteca and they require a restriction.  Run rules are in effect in all games. 
12u and under will play 6 innings.  13u and higher will play 7 innings.  If game is tied in pool play it ends in a tie if 6 or 7 innings have been played. Games can end in a tie.  In play offs, international tie breaker will be used after one inning of normal play ends with a tie still.   

Home Team and Official Score:   Home team will be determined by a coin flip before the game by umpires.  Home Team is official book and is responsible for Foul Balls and Official Score Book and Official Score Card.  We will provide at least 4 balls for every game.    Home run balls can be kept, provided the team replaces them with another top quality baseball or $5.  Change: We will not charge for lost balls but will not provide more then 4-5 per game.  We will provide 4 baseballs (5 if it's wet) but will not provide more then that.  If balls are lost, teams must supply the rest.  We will provide more for championship games only if needed. 

Pitching Logs:  After every game, both teams must verify pitching logs and sign off on pitching logs.  This will verify innings pitched by players.  Umpires or tournament officials must sign pitching logs too. It is the team's responsibility to get logs signed.   Pitching Logs will be presented at Coin Flip Meeting for All Sunday Games!!  Pitching Logs must be filled out correctly.  Violation of innings pitched is forfeit of Game

Line Up Cards:  Line up cards must be produced in triple form with players last name, and number at the least.  One copy to other team, one copy to umpire.

Dugout:  Dugout is first come, first served.  If a dispute seek a tournament official.  Possible coin flip if dispute is not solved.   

Starting the Game/ How many players:  Teams may begin a game with 8 players.  At no time may a team finish a game with 7.  Penalty:  forfiet.   If a player is injuried or becomes ill and can't play then it is an automatic out when that spot comes up in the lineup.  Teams may not walk the batter ahead of the vacent spot with 2 outs.  That out will be skipped.    If a team is batting 10, and one player can't play for any reason then that spot becomes an out. 

No Shows:  10 minute grace perioed then it is a forfiet. 

Forfeits:  Forfeited games at all levels will be scored 7-0 unless the score was worse then a 7 run deficiet at the time of the forfeit for the nonforfeiting team.  (Example:  10 to 1 score will stand as 10 to 1 if the team that is forfeited is behind.)  Pitchers innings pitched will still count in a forfeitted game. 

Qualification:  This tournament does not require teams to qualify to play.  This tournament will qualify the winner for our TOP TEN TOURNAMENT OF CHAMPIONS on August 8-9 with a chance to win $2,000 in travel reimbursement.  The winners of this tournament will be our last qualifier for the championship tournament in August.   

Rosters:  All players must be entered online on their team's BPA Roster.  All players' information must be accurate.  Players cannot appear on two rosters unless different age divisions.  Players can only participate on one team for the Summer Championships no matter if different ages or not.  Rosters will be checked on first morning at the specified check in time.  Last day to enter players on BPA roster for this tournament is Tuesday, July 15.  Exception:  All Star teams do not have to enter there rosters online but we still need a roster with players name, address, and birthdates.  Players may be on a BPA roster and a All Star roster at the same time but can only play with one team for this tournament. 20 players max. per roster.

No New Players can be added to the roster once it is turned in.  If a player will not be there on one of the first days but will be playing on another day,  they need to be checked in and on the roster with the whole team.

Birth Certificates:  Birth Certificates will be checked along with the BPA rosters prior to the tournament.  Managers must have birth certificates with them at all times throughout the tournament.  Copies or originals of birth certificates are fine.

Proof of Team Insurance:  Teams must present a copy of team insurance during check in.
BPA insurance is available for purchase at www.playBPA.com but is not required.  Other insurance is acceptable. 

Age Eligibility:  BPA age eligibility is April 30 of the current year. The BPA age eligibility (cut-off date) is defined as the age participant is (will be) on April 30, 2008. For example, if participant was born in March of `98, then he/she would be in the 10U division.   This is the same age cut off as all the other organizations. 

Tournament Gate Fees: Daily Gates Fees will be charged.  Coaches and players are charged at BLD Manteca but no other complexes. Prices will vary but will be around $4-5 adults and $2-3 kids and seniors.

Baseballs:  At least 4 balls per game will be provided.  Home run balls may be kept, but must be replaced with a similar grade ball.  We will be using Rawlings baseballs for all Game Balls.   

Pitching Mounds:  Metal Spikes are not allowed on pitching mounds at Big League Dreams, Manteca.  Pitchers must wear molded, turf, or regular shoes while pitching in BLD, Manteca.  Spikes are ok for 13u and up at any other venue besides BLD-Manteca.  12u and Below cant wear metal spikes at all!

Metal Spikes:  Only 13u and higher are allowed to wear metal spikes (steel cleats).  12u and below are not allowed to wear metal spikes.  Penalty:  Removal of the player from the game if found wearing metal spikes during the game.  If found before the game, shoes must be changed for 12u and below with no penalty.  

Bats:  All approved bats 2 3/4 or smaller are legal for all ages 15u and below any weight.  16u and higher need -3 High School approved bats. Make sure all other equipment is within safety standards such as batting helmets and catcher's gear.   Penalty for illegal bat: Removal of  Bat from game if found before the batters turn is completed.  If found after before the next pitch, batter is out and removal of bat from game.

 Valuables:  Do not leave valuables or anything of value in site in your vehicles.   There have been break ins in the past by people breaking windows to steal purses or ipods or anything that might look valuable.

Entry Refunds:


There are no refunds for withdrawal within 30 days of the start of the tournament.  Teams withdrawing from an event more than 30 days in advance shall receive a full refund of their entry fee, less $25.00 handling fee.

Ejections:


Any manager, coach, player, or fan ejected from the game must leave the field and may not return for any reason until the next scheduled game, Suspension May Be 2 Games if Severe enough.  If the same person is ejected for a second time, he/she will not be allowed into the park for the remainder of the tournament.  Heckling, chanting, or inappropriate remarks towards the opponents, in any manner, is prohibited.  Tournament Director may choose to eject a participant for two or more games if need be. 

Slide Rule:

Players advancing to a base with intent to break up a double play must slide into the bag.  All calls regarding rough play, sliding, etc. shall be under the umpires’ judgement.  Fake tags will be considered as obstruction by the umpires.
 

Warm Ups:
All team warm-ups are to be done in designated open areas.  Absolutely no infield or pitching practice on any game fields.  No live batting practice or hitting hardballs against fences.  Whiffle balls or hitting hardballs into nets is permissible.


Score Boards:  At BLD, scoreboards may be ran by a parent or fan in the stands. 


 Miscellaneous Rules:
·         Lead-offs are allowed in all age groups except 8u coach pitch, 9u no lead offs, 10u all star, and 12u all star.
·         Missed bases require an appeal play

Suspended/Completed Games:


A game shall be ruled as official and complete if it is called by umpires or a tournament official due to rain, weather, darkness, or any other unforeseen reason beyond control, provided 4 or more complete innings have been played.  If four innings have not been completed, the game shall be suspended and resumed when if is safe to play.

Fighting/Disorderly Conduct:


Any disorderly conduct, threat of, or act of violence shall result in the removal and possible arrest of the individual[s].  Any player, coach, or team member taking part in any fighting shall be immediately ejected for the remainder of the tournament on the first occurrence.  Law Enforcement will be contacted if needed.



Protests:

Any manager wishing to file a protest must submit $100 cash deposit to the tournament official.  All protests shall be resolved immediately.  If the protest is upheld, the $100 shall be returned immediately.  If the protest is denied, the deposit is forfeited.  Judgement calls by umpires may not be protested.
