Carver Library Donation
Carver Youth Soccer has made a donation of soccer instructional books, vidoes and DVDs to the Carver Public Library. While we hope the coaches take advantage of the soccer materials, parents and players will also find them useful. Here is the donation list. The materials are located in the Childrens section to the right on the main aisle.

Carver Youth Soccer By-Laws
I. Name
The name of the associations shall be Carver Youth Soccer Association, Inc.
II. Purpose
1. The purpose of this association shall be to foster, promote and advance
the understanding and development of youth soccer. To improve the efficiency
and effectiveness of its members to aid in achieving the above stated purpose. To promote goodwill, sportsmanship and good welfare among its members.
2. A non-profit organization established entirely for the benefit of
children and youth soccer.
3. In the case of dissolution of the CYSA, the money and equipment would
be given to the Governor John Carver PTO.
4. "Notwithstanding and other provision of these purposes. The association
shall not carry on any other activities not permitted to be carried by an
organization exempt from Federal Income Tax under line #501 © (3) of the
Internal Revenue code of 1954 (on the corresponding provision of any future
United States Internal Revenue Law) or (b) by an organization, contributions
to which are deductible under Line #170 © (2) of the Internal Revenue code
of 1954 (on corresponding provision of any future United Sates Internal
revenue Law)"
III. Membership
1. Voting membership for the annual general meeting of this association
shall consist of coaches, assistant coaches (limit of 1 vote per team) and
any Executive Committee member who may not be a coach or assistant coach.
2. Associate membership shall be open to all persons interested in the
welfare of this association and youth soccer. Associate members are welcome
to attend all meetings and propose actions up to and including changes in
these By-Laws but not have a right to vote. Parents of currently registered
players are automatically associate members upon registration of their child.
3. All members and officers of this association are strictly volunteer,
non-salaried people not compensated in any way.
IV. Executive Committee (E.C.)
1. The officers of this association shall consist of a President,
Vice President, Secretary, Registrar, Treasurer, Equipment Coordinator,
Parent Liaison, Coaches Liaison, Tykes Program Coordinator and Referee
Coordinator.
2. The officers and Executive Committee members shall be elected by ballot
at the annual meeting of the association, They shall hold office for two
years and may be eligible for re-election but not for more than two
consecutive terms in the same office with the exclusion of the Treasurer.
The terms of office of the President, Treasurer, Equipment Coordinator,
Coaches Liaison and Referee Coordinator shall be elected in odd years. The
terms of office for the Vice-President, Secretary, Registrar, Parent Liaison
and Tykes Coordinator shall be elected in even years.
3. Elections shall be held at the Annual Meeting to be held between the
completion of the fall season and the first week of December. All voting
members shall be notified by mail. All newly elected executive committee
members will assume their duties at the close of the Annual Meeting.
4. Any committee members absenting himself or herself from three meetings
during any fiscal year without just cause may leave his or her office
declared vacant by a majority vote of the executive committee.
5. Replacement of any executive committee member due to vacancies shall be
filled on an interim basis. The vacancy shall be filled for the unexpired
term by vote of the general membership at the next meeting.
6. The Executive Committee shall transact all business of the association
in between meetings of the general membership.
7. The Executive Committee will meet as often as necessary to conduct the
business of the CYSA at the call of two members of the Executive Committee.
8. A minimum of six Executive Committee members, one of whom shall be the
president or vice-president shall constitute a quorum at all meetings. All
voting members of the Executive Committee shall be notifies of all meetings.
V. President:
1. The President of the association shall preside at all meetings.
2. The President shall review and approve all invoices and accounts payable
of the association.
3. The President shall appoint all committees.
4. The President shall appoint delegates to all affiliated soccer
associations.
5. The president, with the E.C., will prepare the budget for the Annual
Meeting.
VI. Vice-President:
1. The Vice-President (VP) shall succeed to the powers of the President
in his or her absence.
2. The VP shall perform such other duties and render such assistance as
may be directed by the President.
3. The VP shall coordinate and develop appropriate guidelines for the
Fall Program of the association.
4. The VP shall coordinate coaches development programs.
VII. Secretary:
1. The Secretary shall record the minutes of all meetings and attend
to all correspondence and keep the records of the association.
2. The Secretary shall keep a complete list of all voting members.
3. The Secretary shall maintain a permanent set of association minutes,
correspondence and By-Laws which shall be available at all E.C. and
Annual Meetings.
4. The Secretary shall be responsible for notifying all voting members
of any upcoming meetings.
VIII. Treasurer:
1. The Treasurer shall collect all registration fees and other money
derived from the activities of the association and have charge of all
money of the association.
2. The Treasurer shall keep detailed account of income and expenditures
of the association.
3. The Treasurer shall pay all bills reviewed by and approved by the
President. The bank statement shall be mailed to the President.
4. The Treasurer shall report the financial status or written financial
report or as requested by any Executive Committee member.
5. The Treasurer shall submit a detailed annual financial report at the
Annual Meeting each year. The Annual Report will cover the association’s
activities for the past Spring and Fall seasons.
6. The Treasurer shall maintain a permanent record of bids received for
the purchase of goods and services. Three bids for each purchase of the
equipment in excess of $1,000.00 shall be required before the E.C. can
approve and equipment be purchased. The purchase decision shall be made
based on quality and delivery promised and in accordance with the
specifications approved by the E.C.
7. All expenditure of funds will be in general conformity with the budget
submitted and approved by the membership and the Annual Meeting which will
be the responsibility of the Treasurer to monitor.
8. All bills paid between E.C. meetings will be reviewed at the next
E.C. meeting.
9. All accounts payable shall be resolved prior to the Annual Meeting.
IX. Equipment Coordinator
1. The Equipment Coordinator shall have full charge of all equipment of
the association and be responsible for the issue, collection, storage,
repair and inventory off all equipment.
2. A detailed equipment inventory shall be submitted to the E.C. prior to
the Annual Meeting.
3. The Equipment Coordinator shall make recommendations as to the purchase
of new equipment, uniforms, etc. and will solicit bids for items approved
for purchase in the budget approved by the membership.
4. The Equipment Coordinator will make the purchase of items as contained
in the budget approved by the membership and authorized by the E.C.
5. The Equipment Coordinator will be responsible for field management and
enhancement.
X. Registrar
1. The Registrar shall receive and enter into the database all
registrations and payments.
2. All registrations and payments shall be received either through the
mail via the P.O. Box or at the official registration sign-ups that the
Registrar oversees. No coach shall take registrations unless directed
by the Registrar.
3. The Registrar shall forward all registration information as required
to the appropriate state and Coastal League registrars.
4. The Registrar shall maintain the registration database, print and
sign all player pass cards and perform all other duties as directed by
the state or Coastal League registrars.
XI. Tykes Program Coordinator (U6 and U8 programs)
1. The Tykes Coordinator shall organize and direct the Tykes program.
2. Shall prepare a proposed budget for the Tykes program for the Annual
Meeting.
3. Shall represent the coaches of the Tykes program and communicate and
coach’s grievance to the E.C. meetings.
4. Shall communicate the resolution of all issues affecting coaching to
the coaches of the Tykes program.
XII. Coaches Liaison
1. The Coaches Liaison shall represent the coaches of the U10 and older
age groups interest and communicate any coach’s grievance at the E.C.
meetings.
2. Shall communicate the resolution of all issues affecting coaching to
the coaches of the U10 and older age groups.
3. Shall work with the VP to coordinate any coaching development programs.
XIII. Parents Liaison
1. The Parents Liaison shall represent the parents interest and
communicate any parents grievance at the E.C. meetings.
2. Shall communicate the resolution of any grievance to the parent(s).
XIV. Grievances
1. All grievances shall be directed to the E.C. for discussion, voting
and resolution. The grievance shall be addressed at the next scheduled
meeting unless it is deemed urgent enough to require immediate attention
(see Article IV, paragraph 7).
