Chesapeake & Potomac Softball League

The Chesapeake and Potomac Softball League (CAPS) was founded in 1983 to establish a friendly place for gay, lesbian, bisexual, and transgendered (G/L/B/T) people in the greater Washington/Baltimore metropolitan area to go to play softball, learn and/or enhance softball skills and meet new people.

CAPS Board of Directors Elections

Chesapeake and Potomac Softball (CAPS) will hold its Annual Elections on Sunday, July 19, 2009 at Watkins Regional Park. The deadline for nominations is Sunday, July 5th.

If you are interested in running, or would like to nominate someone for one of the positions, please email Mike Romano, League Secretary, at mjromano (at) gmail.com.

The following Board of Directors positions are up for election: Commissioner, Treasurer, Division Representative (Open D), and Division Representative (Women's C). Each of these four positions is for a 2 year team from August 1, 2009 - July 31, 2011.

Descriptions of these positions from the by-laws are as follows:

CAPS Commissioner: The CAPS Commissioner shall manage the affairs and activities of CAPS and shall have such powers and duties as usually appertain to the office and as may be directed by the Board of Directors.
1. The CAPS League Commissioner is to be elected by a majority of the CAPS membership present at an annual meeting.
2. The CAPS League Commissioner is authorized to organize, coordinate, and supervise all CAPS Softball programs and activities.
3. The CAPS League Commissioner may delegate these duties and responsibilities, as provided in these By-Laws, but the Commissioner may at any time modify or revoke such delegation.
4. The CAPS League Commissioner shall be the presiding officer at all meetings of the Board of Directors of CAPS.
5. The CAPS League Commissioner will prepare an agenda for meetings of the Board of Directors with the assistance of other officers, members, and committee chairs.
6. The CAPS League Commissioner will have the power to interpret these by-laws.
7. The CAPS League Commissioner will appoint the heads of standing and ad hoc committees, subject to the approval of the Board of Directors, facilitate the coordination and consistency of the activities of these Committees, and serve as an ex officio member of all standing or ad hoc committees except the Nominations Committee.

Treasurer: The Treasurer generally shall manage the funds and financial records of CAPS. The Treasurer shall:
1. Oversee the financial accountability of CAPS, its officers, established committees and tournaments, and all projects or activities sponsored by CAPS, including the MAGIC Tournament.
2. Receive and disburse all funds of CAPS upon proper authorization and maintain complete and accurate records of all receipts and disbursements.
3. Provide monthly reports on CAPS financial status to the Board of Directors. Assist officers and committee chairs in the preparation of their annual budget proposals, review these budget proposals, and prepare CAPS proposed annual operating budget for the upcoming fiscal year by the end of December of the current year for review and approval by CAPS Board of Directors at its January meeting.
4. Promptly notify the CAPS League Commissioner and the Board of Directors of any financial error or irresponsibility or of any actual or potential financial imbalance, irregularity, or impropriety.
5. Perform other duties as directed by the CAPS League Commissioner or the Board of Directors.

Division Representatives: The Division Representatives shall assist the appropriate CAPS Assistant Commissioner in managing the affairs of their Division, including:
1. Serving as the first line of oversight and supervision of their division.
2. Providing input to the Board that reflect the opinions of the coaches and members of their division.
3. Serving as a liaison to the coaches and members of their Division; and other duties as assigned by the CAPS League Commissioner or the Board of Directors.
