Selection of All Star Managers and Players
The winning manager of the Major division regular season has the first option to manage any All Star team from any age group: Williamsport, Brandywine, 10's, 9's or 8's. This is the only manager who has the option to select from ANY age group.
The 2nd and 3rd place managers have the choice of the remaining Majors level teams (Williamsport, Brandywine, or 10's) that the 1st place manager hasn’t selected. The 2nd and 3rd place managers CANNOT opt to manage a younger division team (9 or 8 year old All Star teams) with priority over the Minor A or Minor B regular season champion. They can only apply for it if the eligible managers of the Minor A and Minor B division’s regular season champions decline it.
The winning manager of the Minor A division regular season has the first option to manage the 9 or 8-year-old All Star team.
The winning manager of the Minor B division regular has the first option to manage the
8-year-old All Star team, if available.
In the event that all eligible Managers have made their choices and there is still an open All Star team(s), any eligible manager or coach, Minor B or higher, may submit a letter of request to the Board to manage a remaining team.
Each manager will also submit his coaching roster to the Board for approval. The board recommends that All Star managers select the other managers from the respective age group as his/her All Star coaches.
The Capitol Little League (CLL) Board votes and approves all managers and coaches.
Selection of All Star Players
· Ages 11 and 12:
¬ Williamsport Team – All Major League managers submit votes for twelve players. The players with the most votes comprise the Williamsport team. In the event of a tie, a new vote is taken of the tied players. This process will continue until all 12 spots are filled. If there needs to be a final tiebreaker, the Major League VP will cast the deciding ballot. There are 5 or 6 alternates ranked in the event that elected players decline or are unable to play.
¬ Brandywine Team –Any player that receives a Williamsport vote and does not make the team would be placed on the Brandywine team. The Major League managers fill the remaining spots through another vote until the roster of 12 is complete. Again 5 or 6 alternates are ranked.
· Age 10 - The All Star team is comprised of the 10 year olds that play in the Major division. If there are roster spots open, the Minor A managers would vote on the remaining spots in the manner of the Major League Williamsport vote. If the number of 10-year-old players exceeds 12, all Major League managers submit votes for twelve players. The players with the most votes comprise the team.
· Age 9 - Any 9 year olds playing in the Major division are the first members of the team, with the Minor A managers voting on the remaining slots for the team.
· Age 8 - Any 8 year olds playing in the Minor A division are the first members of the team, with the Minor B managers voting on the remaining slots for the team.
Eligibility Information
- Managers and coaches must be on the league roster submitted to Williamsport at the beginning of the season in order to be eligible to manage or coach an All-Star team.
- Anyone that manages or coaches in another youth baseball program (other than a school program) is not eligible to be a manager or a coach in the Williamsport tournament in the same age division. The above does not apply to the invitational tournaments (8's, 9's, 10's, Brandywine 11&12, or 13&14). Any rostered manager or coach could be appointed to manage or coach these teams.
- Players may participate in other leagues or outside organizations up until their first game in the All Star tournament. Once they play their first game in the All Star series, they are not allowed to participate[1] for outside teams until their little league teams are eliminated.
- If a player chooses to leave their team during the tournament to play for another team or league, the replacement also cannot have played for an outside organization from the time of the team’s first game. This rule does not apply to the Junior or Senior division
[1] “Participation” is defined as actively practicing or playing in games and/or tournaments. This ruling is subject to change by District II officials.
