Welcome to District 45 - Jeannette Frederick - District Administrator

District 45 is centrally located around Hayward in the East Bay.
There are 12 Leagues within our boundaries.
Our Leagues include San Leandro in the north to Union City in the south.

The service for Jerry Barry will be held next Thursday 5/17 at 3:00 PM.

The location is at Faith Fellowship Church, 577 Manor Blvd. San Leandro 94579.

There will be a reception following the service at the Marina Inn from 4-6:30.

The Passing of District Legend

To All,

It is with great sadness that I inform everyone of the passing of Jerry Barry.

Jerry Barry left us this morning 5/3/12 to be in a better place.

Jerry spent uncounted years with District 45 and was a friend, mother, grandmother, advisor and the Matriarch of this district.

Additional information will follow concerning services.

May you rest in peace Jerry. You will be forever missed and always remembered.

Bat Decertification - Update!!

Little League Baseball, Incorporated has been informed that Nike Bat Models BT0636 CX2 (light grey), BT0573 CX2 (dark grey) and BT0598 CX2 (blue) have failed recent performance standard compliance testing.

Effective immediately, Nike Bat Models BT0636 CX2 (light grey), BT0573 CX2 (dark grey) and BT0598 CX2 (blue), including all graphic variations, are not eligible, or approved, for use in any Little League program or activity.

State Specific Information Regarding Concussions

As the assessment and treatment of concussions and concussion-like symptoms has evolved, many states have enacted laws designed to educate people about concussions, and protect the health and safety of young athletes.

Some state laws are only applicable to school-sponsored athletics, or to activities taking place on school-owned property. Other laws are applicable to all youth sports organizations, whether, or not, they are affiliated with a school district.

Not every state has adopted concussion laws and not every state's concussion law is applicable to a local Little League program. Nevertheless, in keeping with its focus on protecting the health, safety and welfare of children, Little League Baseball and Softball strongly encourages all leagues and teams to not only comply with any applicable state laws, but also to review the information and training materials on concussions which is available (free of charge) on the Centers For Disease Control website. It is essential that each league review this material in order to understand its responsibilities regarding when and how to address concussions.

Bat Decertification



 DATE:  February 27, 2012  

TO:  District and Local League Personnel

SUBJECT:  Decertification of 33-inch Marucci CAT5 Bat  

USA Baseball has advised us that the National Collegiate Athletic Association (NCAA) has provided official notice that the BBCOR decertification process has been implemented for the Marucci CAT5 33-inch model bat. 

Effectively immediately and until notified otherwise, this bat (Marucci CAT5 33-inch length) should be considered non-compliant and subject to Junior, Senior, and Big League Baseball Rules 1.10 and 6.06(d).

It should be noted that the National Federation of State High School Associations has taken similar action.

T.O.C. & ALL STAR MGR. MEETING

To All:

The District Staff will be holding the T.O.C. & All Star Manager's Meeting on June 3, 2012. All manager's and coaches are required to attend this meeting. We will be explaining the Tournament Rules and Regulations for the 2012 post-season.
The meeting will be held at the Southgate Community Center in Hayward. Go to the "Locations Tab" for the map and directions. Please make certain to be on time for your respective divisions. Please arrive at least 15 to 30 minutes early to check in.

*Note* Make certain to bring your 2012 Team Roster (the one sent to Williamsport) with you. If your roster has changed since April 15th, your President will need to provide board minutes verifying the changes.

1:00 - 2:00pm - Major T.O.C. & All Star Mgr's and coaches

Changes Made to Teen Baseball Divisions

Little League International today announced a change to the regulations for 2012 that will allow more options in the teenage divisions of baseball.

Effective Jan. 1, 2012:

- The Senior League Baseball Division (previously limited to players league age 14-16) may now include players league age 13-16.

- The Big League Baseball Division (previously limited to players league age 16-18) may now include players league age 15-18.

- For Tournament Play, the age divisions will be: Junior League 13-14; Senior League 13-16; and Big League 15-18.

The Junior League Baseball Division remains for players league age 13-14 during the regular season. (Note: As before, 12-year-olds also are eligible for Junior League Baseball regular season play, under certain criteria.)

Little League Composite Bat Update

In an effort to provide timely information on bat rules, Little League International today announced the bat specifications and standards for the 2012 season.

Here are the highlights, followed by the actual text of the 2012 baseball bat rules:

  • For the Little League Major Baseball Division and below: The moratorium on composite-barreled baseball bats remains in effect. However, some composite-barreled baseball bats that have been proven in laboratory testing to meet the BPF (Bat Performance Factor) standard throughout the life of the bat, through the Accelerated Break-In (ABI) process, have received waivers. That list is here: Licensed/Approved Composite 2 1/4 Bats.

The dates and sites for the eight Little League World Series tournaments in 2012 were approved by the Little League International Board of Directors, it was announced by Stephen D. Keener, President and Chief Executive Officer of Little League Baseball and Softball.

Significant Policy, Rule, and Regulation Changes for 2012

Little League International today announced the full list of significant changes that will go into effect on Jan. 1, 2012, to the policies, rules and regulations of the program.

In order to give timely information to parents and leagues, some of the changes were announced several weeks ago. One change, in the bat regulations, has been further updated since the first announcement. The update clarifies the penalty for using an illegal bat.

Before the 2012 chartering process can be completed, leagues on "non-compliance" or regional "hold" lists must address the reason(s) for being placed in these lists.

 

District staff should review the Little League Data Center and contact these leagues and provide any necessary assistance.
