Playoffs Rules for 2010...

Playoffs Rules for 2010...
Due to budget cuts a maximum of 8 teams from each league will enter the playoffs.
In the event that there is a tie for the 8th playoff spot the following criteria will be used.
1. Most Points (Win=2points. Tie=1point. Loss=0points)
2. If teams are tied in Points, then the Head-To-Head game or games.
3. If the Head-To-Head game or games were the same, then an out-bracket playoff
    game will be scheduled. The winner enters the playoffs as the #8 seeded team.

PLAYOFF SEEDING PROCEDURE
The following is the playoff seeding criteria that the Town of Brookhaven Soccer Program
uses for all it's leagues, Boys' High School, Girls' High School and our Men's U-23 College
Division.
DO NOT GO BY THE WEB SITES STANDINGS !
* It is very important to note that this web site uses slightly different math to determine
the way it posts the league standings. Goal Differiantial is not used by the web site to
place teams.
Please check with your coach to get the exact position of your team. All coaches are sent an
"official" standing sheet each week by the Soccer Supervisor's. That sheet will be used to
determine the exact league standings.

SEEDING PROCEDURES...
*******************************************************************
1. Teams are seeded by League Standings, Most Points.
2. Points: Win=2points. Tie=1point. Loss=0points.
3. If teams are tied in Points, then Head-To-Head game or games.
4. If the Head-To-Head game or games were the same, then
Overall Season Goal Differiential. (Goals Scored Minus Goals Given Up)
5. If GD is equal, then Most Goals Scored over the entire season.
6. If still tied, then Least Goals Against over the entire season.
7. If still tied, then a coin toss by the League Supervisor.

LEAGUE CHAMPIONSHIPS...
*******************************************************************
Teams will only be crowned - League Co-Champions - if the teams involved have the same
number of Points and played to a tie in their Head-To-Head game or games. If this happens
both teams will receive awards for being the Co-League Champions. The team that has a
better GD or GF or GA criteria will get the higher playoff seed. If one team defeated the
other in their Head-To-Head game that team alone will be crowned League Champion.

Playoff Game Procedure...
*******************************************************************
1. Playoff game times are moved up one half hour. This will allow enough time to play over-
times or penalty kick shoot-outs to be played. Check your playoff bracket sheet for exact
dates, times and fields.
2. We play... High School = 2-30 minute halves.
3. We play... Men's U-23 = 2-40 minute halves.
4. If tied, we play 2-5 minute Sudden-Victory over-time periods. (HS & U-23)
5. If still tied the game will move to Penalty Kicks. (HS & U-23)
    (The High School Federation rules for penalty kick tie breakers will be used
      for both HS & U-23)
   * A. One set of 5 penalty kicks. A coin toss to decide who kicks first. Teams will
alternate kicks.
   * B. Any rostered player may kick including goal keepers.
   * C. The players do not have to be on the field as the game ends to kick.
         (That is a FIFA rule that the HS Federation does not use)
   * D. RED carded players are not allowed to participate.
   * E. If still tied after 5 penalty kicks, a second set of 5 players will shoot.
         (These must be 5 different players)
   * F. This round the penalty kicks are Sudden-Victory penalty kicks.
   * E. If still tied a third set of 5 penalty kicks. (After the 10th new player kicks, teams
are allowed to go back to ANY rostered player to kick, and in any order)
   * F. This pocess continues until one team gets a one goal advantage.
5. All Town of Brookhaven soccer rules are in effect. If a rule is not covered then the New
York State High School Federation rule book will be used by the Referees. (HS & U-23)
6. The highest seeded team is the HOME team in the playoffs.

     Shin-gards must have the NOCSAE seal embedded in the plastic or posted on a
     material tag. If questioned... a player will need to show that he is wearing legal
     shingards.

New Rules for 2007...
1 - Starting in 2007 all Town of Brookhaven soccer games will be unified with regard to
     the number of players needed to start a game. The Number is now seven (7) players for
     our Boy's, Girl's and our Men's U-23 Divisions. In the event the number drops under
     seven (7) players due to injury or any other reason the game will be stopped. No game
     will take place unless both teams have at least seven (7) players at all times.
2 - Beginning with the 2008 fall season, shinguards must meet the NOCSAE standard.
3 - A protective face mask may be worn by a player with a facial injury. The mask
     may be made of a hard material, but must be worn molded to the face with no
     protrusions. A medical release for the injured player signed by a physician
     (MD/DO) shall be available at the game site.
4 - The jurisdiction of the officials shall begin 15 minutes prior to the start
     of the game and end with their leaving the field of play and its immediate
     surroundings.

Protest Procedures...
A summer coach or a varsity coach may lodge a protest over a rules violation. Referee “interpretations” cannot be protested. We suggest that a protest be filed at the field before the teams leave the site but coaches may implement a protest by calling the League Supervisor within 24 hours of that game. The League Supervisor can make an immediate decision on the protest or can conduct a hearing. The hearing could involve the coaches, referees, Field Supervisors, Soccer Program Supervisors and the Brookhaven Recreation Supervisors. An official ruling by the Soccer Supervisors would follow.

Uniform rule...
Starting in 2005 all teams, including our U-23 Men's league, will be required to have matching colored shirts. The shirts must be consecutively numbered. (Teams cannot have two number 7's) The shirts must not be disfigured in any way. (No cut-sleeves, etc.) We can only recommend that team shorts and socks match but it is NOT a summer requirement. The officials must deem shorts and socks “appropriate”. Players will be asked to change "in-appropriate" shirts, shorts or socks.

RED CARDED PLAYERS & COACHES...
Starting in 2005, players and coaches who receive RED cards will not be allowed to attend games during their suspensions. If they show up at a game during their suspension they will be suspended for an additional game. If they are reluctant to leave the site their team may forfeit that game.

Men's U-23 Cumulative YELLOW Card policy...
The Soccer Supervisors are looking into ways to make our Men's U-23 soccer program better for everyone involved. If it is possible to monitor we may implement a similar rule to the NCAA rule regarding cumulative yellow cards. If a decision is made to impliment a cumulative yellow cards policy the information will be sent out to the U-23 coaches and referees before the 2005 season.

Referees TEAM fees…
In 2005 we will be increasing the referees fee by $50.00 per team. This is in response by our Recreation Supervisors to get all Town of Brookhaven summer officials fees in line with each other. The team fee will increase the referee’s game fee by $5.00 per match. This will hold true on all levels of our programs including our Men’s U-23 league.

New Rules for 2004...
There are two major rules changes for this summer.
1. The first involves the Town of Brookhaven's "lightning" rule. If lightning is sighted the game is stopped and everyone finds shelter. If the game is "official", at least one half of the game has been completed, the soccer officials must wait for 10 minutes before deciding to continue play or cancelling the match. If the game is not "official", a half of the game has not been completed, then the soccer officials must wait for 30 minutes before deciding to play or cancel the match. In the event that the officials leave before these time mandates then they will not be paid for that game. This rule applies to both games of a double header.
2. The second rule change is our "FORFEIT TIME." In the past "forfeit time" was game time. Now "FORFEIT TIME" is 30 minutes after the scheduled start of the game. The officials must wait 30 minutes before declaring a forfeit. If the short handed team gets at least 9 players within the 30 minute time period the game is to start when the 9th player arrives. The remaining time will be divided into two equal halves and the game is played and counts as "official." No game will be shorter then 30 minutes (2-15 minute 1/2's).
3. Clarification on our "Playoff Seeding Procedure" sheet. After Head-To-Head game or games are tied Goal Differiential is the next tie breaker. Goal Differiential is "OVERALL SEASON" Goal Differiential.

Please be reminded that...
We are first governed by the Town of Brookhaven Soccer rules. If a rule is not covered in the Brookhaven Town Soccer rules we then use the High School Federation rule book.
The High School Federation rules are used by Suffolk County Athletics (Section-XI) in the fall school soccer season.
We do not use F.I.F.A. rules, which are used by the Long Island Junior Soccer League. F.I.F.A. governs "travel" soccer.

There are two new rules which will be incorporated into our summer soccer program.
1 - Goal Keepers will now be allowed to take as many steps as they wish as long as the ball
     is back into play within 6 seconds. The old four step rule is now history!
2 - Substitutions may now enter the game on an opponents throw-in as long as they are at
     the scorers table when the ball goes out of bounds. The old rule would have forced the
     player to wait until it was a throw-in for his team.
