Constitution and By Laws - Name
The name of this organization shall be the Baton Rouge Amateur Basketball Association (BRABA).

Constitution and By Laws - Object
The object of the association shall be to create an interest in, and promotion of, amateur basketball in the parish of East Baton Rouge. The association shall provide a series of basketball games in East Baton Rouge Parish each year.

Constitution and By Laws - Management
The association shall be governed by a duly elected board of directors. All board members must be associated with the Baton Rouge Amateur Basketball Association. The board shall be comprised of the following:
1. President (Elected by board)
2. Vice President (Elected by board)
3. Secretary-Treasurer (Appointed by BREC)
4. Fourteen members-at-large (Elected by the Association's team representatives)

The Board of Directors shall be elected to a term of three (3) years.   

Constitution and By Laws - Management Duties
1. Screen the rosters of all teams for compliance with the by-laws and/or other regulations adopted by the association.
2. Hear complaints and rule on protest from members of the association.
3. Deal with all matters concerning the by-laws or requiring expedient settlement.
4. Elect a President and Vice-President every three(3) years.
5. Assign association teams to divisions (I, II, III, etc)and also assign gyms for those divisions.
6. Insure that team schedules are prepared and made available to all team representatives prior to the start of league play.
7. Establish an entrance fee for the association yearly.
8. Consult with the league as necessary to perform the above task.





Constitution and By Laws - Amendments
Amendments to the by-laws can be made only by a majority vote of the Board of Directors. The president will vote only where a tie exist.

Constitution and By Laws - Eligibility of Team
Amateur teams approved by a majority vote of the Board-of-Directors shall be eligible to enter the Baton Rouge Amateur Basketball Association when the entrance fee has been accepted. To be eligible, entrance fees must be in the Secretary-Treasurer's possession prior to the established deadline to be established yearly.

Constitution and By Laws - Player Eligibility
A player shall be ineligible to play in BRABA during the current season if:
1. He is a college basketball player.
2. He is a college basketball player red shirt.
3. He is a college basketball scholarship player.
4. He is a high school basketball player.
5. He has been barred from BRABA for misconduct.
6. He is a basketball player under professional or semi professional contract.

A player listed on two or more rosters shall be considered a member of the team with which he first plays.

No player shall be compensated for playing in any or all league games.

A player must play in a minimum of two games in the first half of the season to be eligible to play in the second half of the season, unless ruled eligible at the discretion of the board.

To be eligible for the playoffs, each player must play in a minimum of two games in the first half of the season and two games in the second half of the season, unless ruled eligible at the discretion of the board.



Constitution and By Laws - Roster
A roster may consist of no more than 15 players. Organizational teams may have an unlimited number of players, but all players must be listed on their roster.

Constitution and By Laws - Roster Additions
Additions to rosters is strongly discouraged. However, a committee will be appointed by the President to review "hardship" cases on an individual basis.

Constitution and By Laws - Penalties
Each team is subject to any such penalties and fines as the Board of Directors shall deem advisable to impose, for negligence or mismanagement. Such fines shall be assessed against teams violating the rules and regulations of BRABA.
Any team forfeiting a game must pay a $20.00 fee before they are allowed to play their next regularly scheduled game. Any team forfeiting three(3) games in either round of play or four(4) games in the season shall be subject to expulsion from the league for the remainder of that season with no refunds, subject to the Board of Directors and BREC officials.
If an ineligible player is used in any game, the team involved shall forfeit that game. In addition, that team will be subject to such penalties the Board of Directors shall deem appropriate.
Any player, coach, or other member of a team receiving two(2) flagrant technical fouls, shall be ejected from that game. The ejected player shall not be allowed to play in any game until a hearing has been conducted by the Board of Directors. (When ejected from a game under these circumstances, the ejected player must leave the gym within one(1) minute). Any player, coach, or other member of a team, ejected from a game, will be responsible for paying a $20 EJECTION FINE prior to resuming play.
Subject to the decision of the Board of Directors, any person(s) associated with any team in any capacity, shall be subject to expulsion from BRABA for an unlimited amount of time if guilty of any act of misconduct while going to or from or while present at any game(s).


Constitution and By Laws - Right of Hearing
In considering cases or reports of misconduct by players or team officials, the party or parties shall have a right of a hearing before the Board of Directors.

Constitution and By Laws - Protest
All protest must be filed in writing by the manager of the team within twenty four(24) hours and must be announced by the referee at the point at which the protest arises. The protest must be received by a Board Member or the BREC Office at 3140 N. Sherwood Forest Drive, Baton Rouge, Louisiana, 70814.

Protest Committee - The Board of Directors shall also serve as the Protest Committee. The representative from the organization presenting or defending a protest may take part in the discussion but shall be ineligible to vote.

Protest Fee - $25.00 shall accompany each protest. This amount shall be returned to the team concerned if the protest is upheld. If the protest is not upheld, the fee is forfeited to BRABA. All protest shall be given a hearing by the Board of Directors within five(5) days.


Constitution and By Laws - Schedules and Divisions
The league shall be divided into divisions and play a schedule of games each year as submitted by the Board of Directors. Ties in standing shall be played-off as determined by the Board of Directors.

Constitution and By Laws - Time of Game
Games shall consist of two(2) sixteen(16) minute halves. A limit of four(4) time-outs per game, per team. Each team will be furnished a schedule of dates and times of all regular games.

Constitution and By Laws - League Games shall have Precedent
Teams entering this league shall be allowed to play games with outside clubs, but teams shall be required to place league games before all other games, and place the best available team on the court.

Constitution and By Laws - Organization Awards
First round awards will be awarded to the 1st place team in each division even if there are ties.

Second round awards will be awarded to the 1st place team in each division even if there are ties.

Tournament awards will be awarded to the 1st and 2nd place teams in each division.


Constitution and By Laws - Uniforms
League teams must have standard uniforms, consisting at least of similar shirts (except the color gray). Shirts shall have numbers on front and back (beginning of first round). Rosters need not be submitted at each game. Any player on the official roster may enter the game at any time. Absolutely no street clothes.

Constitution and By Laws - Rules
League games shall be governed by the Louisiana High School Athletic Association National Federation rules.

NOTE: League rules shall supersede the LHSAA rules and notable exceptions are as follows:
1. Four(4) time-outs per team per game.
2. Clock continues to run on violations in the backcourt and the referee does not handle the ball; clock will stop on fouls in the backcourt.
3. Teams may start a game with four(4) players.
4. Overtime will be three(3) minutes.
