Blendon Westerville Little League: Divisional Playing Rules
2011 Local Divisional Playing Rules
The following local rules will be observed this year
T-Ball
-
All players present at the game will defensively play at the same time
-
Position 5 infield positions (NO catcher and only 1 player per infield position
-
Remaining players fill the outfield (grass line)

All players will play every position based on a "by game" or "by inning" rotation.

Rotate positions with player safety in mind
-
All players will bat twice per game (minimum 2 inning games)Last batter will clear the bases and retire the offensive side of the inning
-
If the batter is thrown out at the base, they are out and must be retired to the dugout
-
If a base runner is tagged or thrown out at the base they are out and must be retired to the dugout
-
The base runners advance only 1 base at a time
-
There is no base stealing
-
All batters and base runners MUST wear batting helmets with face guards at all times. (unless a player has supplied their own helmet - no sharing personal non-face guarded helmets)
-
Players must remain on the dugout bench, in orderly fashion, until called on to bat.
-
No official score is kept
-
A soft 4 ball wil be used.
-
No official record of outs is kept (half inning is retired by last batter
-
All players will play every position based on a "by game" or "by inning" rotation.

Players should be placed in standard positions (P, C, 1st, 2nd, 3rd, SS, etc..) to maintain the spirit of the game. All 9 players aren't to be placed inside of the baselines.

Rotate with player safety in mind.

A MAXIMUM OF 7 PITCHES will be thrown to a batter. Only a foul ball on the last pitch gets another attempt.
-
The batter gets 3 swings. If they swing 3 times and do not hit the ball, they are out. If they don’t swing or hit the ball in 7 pitches, they are counted as an out and they must be retired for that batting rotation.

There will be no hitting from the TEE.

If the base runners are tagged, or thrown out at the base, they are counted as an out.
-
If the base runner is hit by a batted ball, they are counted as an out.
-
The base runners advance 1 base only if a batted ball stays in the infield.
-
The base runners may advance as far as is possible if the ball is hit into the outfield.
-
Runner can advance a maximum of 1 base if the ball is overthrown.
-
Play stops when the ball is secured by any infielder. Runners get next forward base if an advance was already in progress.
-
There will be no stealing of bases.

All batters and base runners MUST wear batting helmets with face guards at all times. (unless a player has supplied their own helmet - no sharing personal non-face guarded helmets)

Players must remain on the bench, in orderly fashion, until called to bat.

No official game score is kept. Stats are kept.

Game time is to last a minimum of 3 innings of play.

A regulation hardball is to be used.
Minors 2
The below rules are used in conjunction with official Little League rules.
-
Home plate can be stolen on a passed ball. Runner must slide feet first! No collisions.
-
A dead ball only occurs when the pitcher has possession either while on the pitching rubber or within a 5 foot radius of the pitching rubber.
-
The 5 run rule limit per inning is suspended in the last inning. Coaches will agree on the start of the last inning.

Game time limit:

in school - 2 hours
-
out of school - 2.5 hours

On deck batters are not permitted
-
Pitcher cannot be warmed up before and between innings by a non-player.

Practice hitting or swings are not permitted during fielding team warmup.

All batters and base runners MUST wear batting helmets with face guards at all times. (unless a player has supplied their own helmet - no sharing personal non-face guarded helmets).

No intentional walks of the batter.

Inner-league tournament play will bat the lineup.
