  Question  Rules question?  
I have a question regarding the IAABO rule on having the Official Scorebook completeded with players, numbers, captains, starters, etc., at lesst 10 minutes before the scheduled starting time. Rule 10, Section 1 states that " a team shall not fail to notify the scorer with the name and number of of each team member who may participate and designate the five starting players at least 10 minutes before the scheduled starting time." Penalty being a techinical foul.
My question is who is to blame and who recieves the team technical foul? If the visiting team fails to provide the Official Scorer their lineup do they recieve the tech? Is it the Official Scorer's duty to go out and get the Visitor's lineup? It always seems like the Home Team is penalized even though the Visiting team may not have provided the Official Scorer the info needed to fill out the book. Any help with this rule?

The team that fails to supply the data is charged with a Team technical foul.

Note that something as simple as putting a roster with the starters circled on the scorer's table complies with the rule -- there's no rule that the entries be posted in the book by a certain time.

Also, the rule is routinely ignored at many rec levels.
