double play on pop out to end Inning, run score?

  double play on pop out to end Inning, run score?  
There was 1 out and runners on 1st and 3rd and the batting team was down by 1. The hitter popped out to RF and then doubled off the runner from 1st as he did not tag up. The runner on 3rd did tag and scored before the out at 1st....does that run count????

Yes; This is a timing play NOT a force play on the runner at 1st.

Greg,

He is REQUIRED to tag up or is liable to be put out on appeal. Yes, this is an appeal play, although it may not look like it. The appeal is "obvious" when the ball is thrown back to first and the fielder touches the bag or tags the runner.

Lots of people think this is a FORCE play because the runner is REQUIRED to "run the bases properly. As you know, a force occurs when the runner is FORCED to vacate a base because of action by the batter that results in the batter becoming a runner. In the play, the batter-runner was retired with the catch so all FORCEs are removed.

Just as DOC said, this is not a FORCE out.
A force out is when a runner is forced to advance due to the actions of the batter.
Since, in this case, the batter was out on the flyout, R1 is not "forced" to leave first base.
This is a timing play and if R3 tagged up and scored prior to the defense tagging R1 or 1st base then the run scores.

That's why baseball has the advantageous 4th out. To keep a runner from scoring in that situtation.
