In the last several years I have noticed that the plate umpire has been calling the out on catches to the outfield while the field ump keeps an eye on the runner(s). I thought it was the opposite many years ago. Is this how the rule book says umpires should do it and if so, do you think this is the best way? It makes no sense to me because the field ump is closer to the outfield and the plate ump can see the whole field including the catch and the runner. Can someone please explain to me why it is done the way it is? Thanks.

The answer depends on where the ball is hit, what bases are occupied, and (maybe) the specific mechanics being used.

In general, in two person umpiring, the plate umpire has the catch if the fly ball takes either F7 or F9 toward the line. The base umpire has the catch if the ball is (nearly) directly to F7 or F9 and betweeen them.

In general, the plate umpire is responsible for the tag-up at third; the base umpire is responsible for the tag-up at second and first.

I agree with bobjenkins but wanted to clarify a couple things based on the way we do it. First, the BU takes everything from F7 to F9 only when he is in B or C position. When in A, the plate ump generally will take all flyballs unless the BU decides to go out on one that may be trouble.

For 3B, the plate ump not only has all tag-ups but also all touches at 3B.

"When in A,"

Since the question dealt with "tag ups", that meant there were runners. With runners, BU is not in A (in a two-umpire system).

NO RUNNERS - BU in A

PU's responsibilities
1. call the pitch
2. Fair / FOUL EXCEPT on a LINE shot past the first base bag or down the RF line.
3. catch / no catch EXCEPT as in number 2 above.

How does this NOT make sense.

Example: Ball is hit down the left field line while the BU is "A". How can the BU be responsible for the catch / no catch AND fair / FOUL.

The PU is watching the ball and the BU is watching the runner. To me it makes perfect sense.

NOW runners on the bases. BU is in "B" / "C"

If the BU goes out as you seem to think then the PU will have a difficult time especially if there is a play at the plate.

When you have runners, there is a possibility of Interference / OBS etc. Also, SOMEONE has to watch ALL runners TOUCH the bases. If the BU is out in "never never land" it's virtually impossible for the PU to have ALL base-running responsibilities.

In addition if it's a very HOT day the PU will most likely pass out from running his you know what off EVERY time the BU goes out.

The 2 person system has flaws and the mechanics get "tweaked" from time to time but you cannot have the BU going out on ALL fly balls.

I realize it is difficult sometimes for the PU to tell if it's a ground rule double or HR when you work on fields where they have those dreadful snow fences etc. but that is a problem with the field more then the system.

It's NOT perfect (what is) but generally speaking it works.

Pete your logic with BU in A psn is acceptable and makes sense. In the B or C psn, however I disagree. The BU is usually anywheres from 120 to 150 feet closer to the play in the outfield then the HBU. If its a hot day, then take some extra ice, but dont jeopardize a critical call in the OF (im talking where the OF dives for one off his shoestrings or rolls over making the supposed catch). Control of the runners, in this situation should be by the HBU and by the time the BU has decided on catch or no catch, the HBU will have plenty of time to re-establish his duties at HB. I would be interested in other views.   Don
