R1 stealing. B1 strikes outs and interferes with the catcher’s throw. Ruling: If the umpire judges the catcher could have thrown out the runner, R1 is out. If he judges R1 had the base safely, the penalty is: R1 must return.
Is this true in both fed & obr?

NO. In OBR R1 is out per rule 7.09(e)

While the rule is different, as Pete says, as a practical matter, they are enforced the same.
If the (retired) batter interferes with the throw, then there must have been a play. If there was a play, then we cannot be certain that R1 would have been safe. So, bang the out -- the offense messed up; give the benefit of any doubt to the defense.
That happens 95% of the time. (5% of the time, F2 is making a "stupid throw" and we won't reward him for that.)
