  Windup vs Set position  
F1 is taking an unusual position with his pivot foot on the pitcher's plate and his free foot behind the plate. His hands are together in front of his body. I have two questions based on FED rules:

1) Is this necessarily considered a WINDUP position in FED?

2) If #1 is YES, then does F1 have to take a preliminary step before his actual delivery step towards the plate? In other words, is F1 free to skip the normal windup step back, and launch directly towards home plate in order to deliver a pitch?

Yes it's a legal wind-up position.

No, he doesn't have to take a step back.
