WEIGHT LIMITS

AFL
Students entering 5th and 6th grades in the Fall of 2006

Weight Restrictions are as follows:
Offensive/Defensive Backs: 105 lbs. and under
Offensive/Defensive Ends, Linebackers: between 106 - 120 lbs

NFL
Students entering 7th and 8th grade in the Fall of 2006

Weight restrictions are as follows:
Offensive/Defensive Backs: 125 lbs. and under
Offensive/Defensive Ends, Linebackers: between 126 - 140 lbs
Offense/Defense Interior Line: 141 lbs. and over

All City
8th Grade students enrolled in BAC Football
Selected by All City team coaches after evaluation practices/try-outs
No weight limits on any position

If an overweight player is in the backfield, the ball cannot advance past the line of scrimmage (this includes field goals and punts).

Weight challenges: A coach may challenge the weight of a player. The challenging coach, BAC commissioner, player, and player's parents must meet at a designated location for a re-weigh. If the player is over the weight limit, the game will be forfeited and the player will be moved to his appropriate weight class, including receiving an updated jersey.

PLEASE NOTE: A player is allowed to gain one (1) pound a week after the first game.

Players will be numbered according to their weight class:

Back Weights: 10 – 30  Can play any position
End Weights: 80 – 85  Can play offensive and defensive end and linebacker
Line Weights: 50 – 79  Can only play interior line on offense and defense

PARTICIPATION

Every player must start on offense or defense and play the entire game. If a player is being sat out for a quarter due to disciplinary action, it should be noted on the participation sheet given to the opposing coach prior to the start of the game. A player may be pulled for one play to receive instruction from the coaches, but must return after the play is over. A player may be suspended for one quarter for missing practice without a parent/guardian's consent or for disciplinary reasons. Please note: If a player is sat out for any reason coaches must notify the parents of the player in question of the reason for the player being benched.

Players are expected to attend all team practices unless excused for school, church or medical reasons. Any unexcused absences will result in lost playing time.

FORMATIONS

5th/6th grade is limited on offense to a straight "T" formation  and a Slot Left or Slot Right formation, except on punts and field goals. 5th/6th grade is also limited to a 5-4-2 defense except when the ball is inside the 10-yard line.

PLEASE NOTE: this means that there are no fake field goals or punts allowed in 5th/6th grade.  In any case that there is an overweight player in the backfield, the ball may never be advanced beyond the line of scrimmage except by kicking it.

ADDITONAL NOTE: The presence of a lighter weight player does not negate the formation restrictions.  Example: a 120-pound defensive tackle must still line up head to head on the offensive tackle and a 100-pound nose guard must still be head to head on the center.

7th/8th grade has no offensive or defensive formation limitations and may fake punts and field goals.  The presence of an overweight player in the backfield has the same restrictions as the 5th/6th grade.

COACHES CONDUCT

The use of tobacco products and alcohol is prohibited at practice, games.  Coaches are also encouraged to teach good sportsmanship and conduct while in the presence of players and parents.

Coaches are expected to TEACH football fundamentals to ALL of their players and remember that this program strives to instill the desire to play football in our players and that many of these players have not participated in a high contact based sport before. It is not incumbent upon the coaches to ridicule, demean, or, in general, belittle a player for lack of intensity and desire.  It is the coach’s job to create those characteristics in the player.

When games are played at Blackdog Park, coaches should ensure that their team stays on the felt mat on the sidelines to preserve the quality of the playing surface.

Coaches are also responsible for all BAC issued equipment, including helmets, shoulder pads, game pants, and training equipment. Coaches are to collect this gear after the team's last game of the season for return.

PLAYER CONDUCT

BAC Youth Football follows Minnesota State High School League rules for conduct.

A player suspended from school cannot participate in BAC football until the said suspension is over. ISD 191 rules and regulations prohibit a suspended student from being on school property during the suspension. Because BAC football utilizes ISD 191 fields for practice and games, suspended students are not allowed to participate in BAC football until the said suspension is lifted. Any game that a suspended player participates in will be forfeited.

Players are expected to be in full equipment at all team practices and games.  This includes helmet, shoulder pads, cup, supporter, mouthguard, football pants/pads, cleats, and game jersey (if applicable).  Game jerseys and pants are not to be worn to practices.

Players are expected to attend all practices. If a player will not be attending practice, they are to call their coach and tell them why they will not be there.  It is the player's responsibility to call and not the parents, unless the player is unable to call.

Players are expected to treat coaches and teammates with respect and encourage teammates at practices and games.

Players are expected to take care of all BAC issued equipment: helmets, shoulder pads, game pants.  Abuse of equipment will result in the player receiving a one game suspension.

PARENT CONDUCT

The use of foul or abusive language from parents will not be tolerated by the officials or the BAC football program. Officials will ask offending parents to leave the park or school grounds and compliance will be enforced by local law enforcement. Further incidents could result in expulsion of the player from BAC football.

Parents should encourage their team and recognize good sportsmanship by all players in this program.  Most of these players will be attending Burnsville High School and the development of all players should be supported by the parents in this program.

Parents will be expected to work at the concession stand when their team(s) has games at Blackdog Park.  Teams will have approximately 4-5 games at Blackdog Park during the course of the season. Parents will not be asked to work the concession stands during their team’s game.

RULES OF PLAY

Minnesota State High School League rules for football apply with the exception of the following:

1 - In both leagues, kicking a PAT will result in two (2) points and converting an extra point by running/passing will result in one (1) point (this rule encourages kicking).

2 - In both leagues, no player may be lined up between the offensive guards on a scrimmage kick (this rule prevents head and neck injuries for the long snapper).

3 - Face masking an opponent is an automatic 15-yard penalty. Repeat offenses will result in a game ejection.

4 - Periods of play will be four 8-minute stop-time quarters. Overtime rules follow MSHSL guidelines (after a coin flip, both teams get four downs to score from the 10-yard line; the last team to score wins).

EQUIPMENT

If a player has an inhaler for asthma or allergies, they are required to provide coaches with a carefully labeled extra one for emergency use (to be kept in the first aid kit).

Players can not wear their BAC issued game pants to practice. They are also asked not to wear their game jerseys to practice either.

Players must always wear a mouthguard during practices and games. The mouthguard must have a strap that connects to the player's facemask.

Players must wear molded rubber football cleats. Replaceable cleats are not allowed in BAC football for safety reasons.

For any questions on the rules, please e-mail the BAC Youth Football program at bacfootball@integraonline.com
