Arizona District Three Little League: District Three News: Residency Requirements
Little League is BOUNDARY BASED. The leagues MAY NOT accept players who live outside of their boundaries or they will risk losing their charter with Little League Baseball, Inc. Players MUST live in the boundaries in which they have a bonifide residence. The way I explain that to leagues is where the child goes to sleep every night.
Little League is not open enrollment, meaning where the child goes to school. It is understood that parents do have the choice to decide where a child goes to school. However, Little League is not school based. The boundaries for leagues are determined by populations and the primary premise of Little League is that it is a "neighborhood" program outside of school.
There is an exception to the Regulation, but the child must have resided in the boundaries of the league, played in the league, continued to play in the league and either moved outside of the boundaries or boundaries have changed. In this case, the player must have still been a legal player in the league before the move or the changed. There are no “where they go to school”, “babysitter”, “car-pool”, “friends”, “cousins” or “I don’t like the other league” waivers.
The local leagues are required to verify the residency of every player. The link shows the documents the league is allowed to accept. It is recommended the league verify THREE different items from ONE each of the categories. (This is required at tournament time.)
A league who violates this Regulation will out their league's charter with Little League in jeopardy and possibly be suspended at all levels from Tournament Play.
