Little League and 9 & 10 year old rules review
At the beginning of each years Tournament the Umpires of District 2 find varying interpretations or a lack of knowledge of some of the Safety and Tournament rules. This usually ends up in our admonishing a Manager before the first pitch is thrown out. We would rather start the game with a positive tone. To help ensure a positive experience for all Players, Managers, Coaches, Umpires and Fans we have developed this handout to help prepare teams for the tournament. Nothing here is different than the official Little League Rule book and everything can be found there. We have tried to include sections in each comment. If you have a question on a rule please bring it up at your plate meeting:
Little League (Majors) and 9 and 10 Year-old Division
Rules Strictly Enforced During Tournaments
* A manager or coach shall not leave the bench or dugout
except to confer with a player or an umpire and only after receiving
permission from an umpire. (Rule XIV (D), P. 37).
* Managers or coaches shall not warm up pitchers. (Rule XIV
(F), P. 37).
* The on deck position is not permitted. (No one in the
dugout should have a bat in their hand). Only the first batter of each half
inning will be permitted outside the dugout between half innings. (Rule
1.08, Note 1, P. 45).
* All catchers must wear a mask, including the dangling type
throat protector and catcher helmet during infield/outfield practice,
pitcher warm-up and games. No skullcaps are allowed.
(Rule 1.17, P. 46).
* Male catchers must wear the long model chest protector (Rule
1.17, Safety, P. 46).
* Team Huddles will not be permitted on the field between
innings. (Safety)
Tournament Playing Rules
* Major Pitchers and 9 and 10 year old Pitchers are limited to
6 innings in one game. (P. T-11, LL Addendum)
If a player pitches in 4 or more innings in a game, two (2)
calendar days rest must be observed.
A pitcher may not pitch on consecutive calendar days nor in
consecutive games.
A player may pitch on consecutive calendar days if only one
(1) inning was pitched in the previous calendar day. (Note: Delivery of a
single pitch constitutes having pitched in an inning). (Rules Page T-11)
* Base coaches may be players, or one adult base coach is
permitted. (Rule 6, P. T-12).
* Every player on a team roster shall participate in each game
for a minimum of three (3) consecutive defensive outs OR bat at least one
(1) time. There is no exception to this rule due to games shortened by
weather or run rules or other. Failure to meet mandatory play is a basis
for protest. (Rule 9, P. T-13).
* A player who has been removed for a substitute may re-enter
the game once, in the SAME position in the batting order provided his/her
substitute has completed their minimum playing time as stated in Rule 9.
(Rule 10, P. T-13).
* The 10 run rule is in effect. (Rule 12, P. T-14).
* When a manager, coach or player is ejected from a game, they
shall leave the field immediately and take no further part in that game.
They may not sit in the stands and they may not be recalled. Any manager,
coach or player ejected from a game is suspended for his or her next
physically played game. (Rule 17, P. T-14). Managers and coaches are
responsible for the conduct of all members of their team and of their team's
spectators.
* No new inning shall start after 11:00 P. M.. ( Page T-8) (
Note: Some fields may be earlier).
* If 2 games are scheduled for the same site, no time limit
may be imposed on the 1st game (13,c P. T-14)

Junior Senior Divisions Rules Review
These have not been edited for 2006

Attached are the rules from the LL rule book with updates from Williamsport included. Only a rule book from Williamsport is Official.
Tournament Playing Rules
THE OFFICIAL LITTLE LEAGUE, JUNIOR LEAGUE, SENIOR LEAGUE AND BIG LEAGUE BASEBALL PLAYING RULES SHALL GOVERN TOURNAMENT PLAY EXCEPT AS BELOW:
1. Baseballs: Baseballs licensed by Little League with the RS-T (regular Season and tournament) designation must be used.
2. All fields are considered neutral. The home team shall be determined by the toss of a coin. The winner having the choice.
3. Playing Rules A copy of the Official Little League, Junior League, Senior League and Big League Baseball Regulations and Playing Rules and the Tournament Rules and Guidelines must be available at each tournament site and at the time of the game rules established by the tournament director or assistant must be reviewed with both managers and umpire-in-chief at least (10) minutes before the start of the game. It is suggested the same be available to news media if requested.
Tournament Pitching Rule Changed for Little League Baseball (Majors) and 9- & 10-Year Old Baseball Divisions
The tournament pitching rule has been changed for 2006 for the Little League Baseball (Majors) and 9-& 10-Year Old Baseball Div. The new rule (which will be included on the 2003 Tournament Affidavits) is below.
4. PITCHING RULE CHANGES TO LITTLE LEAGUE BASEBALL AND 9- & 10-YEAR-OLD BASEBALL DIVISION
These rules replace the regular season pitching regulations. Violation of these pitching rules is subject to protest and forfeiture by decree of the Tournament Committee in Williamsport if protested before the
umpire(s) leave the playing field.
a. Any player on a tournament team may pitch. (NOTE: There is no limit to the number of pitchers a tournament team may use in a game.)
b. A tournament pitcher may not pitch in regular season or Special Games while the team is still participating in the tournament.
c. Delivery of a single pitch constitutes having pitched an inning.
d. Pitchers once removed from the mound may not return as pitchers.
e. A player may not pitch more than six (6) innings in a game.
f. If a player pitches in less than four (4) innings in a game, one (1) calendar day of rest must be observed.
g. If a player pitches in four (4) or more innings in a game, two (2) calendar days of rest must be observed.
NOTE : f. and g. also apply between regular season games and the opening of the Tournament as well as resumption of regular season games following Tournament elimination or Special Games following the Tournament.
EXAMPLES:
1.) A player may pitch in four (4) or more innings on Saturday in regular season play, then after two (2) calendar days rest, pitch again in the first game of the district playoffs on Tuesday.
2.) A player may pitch in four (4) or more innings on Saturday in the final district game, then after two (2) calendar days rest, pitch again in the next level of tournament play on Tuesday.
h. A player may not pitch in consecutive games within any level of tournament play. Levels are District, Section, State, Division, Region and World Series.
Exceptions :
1. A player may pitch on consecutive calendar days if only one (1) inning was pitched in the previous calendar day.
2. A player may pitch in consecutive games if only one (1) inning was pitched in the previous game.
3. In a game suspended by darkness, weather or other cause and resumed the following day, the pitcher of record at the time the game was halted may continue to pitch to the extent of the remaining eligibility for that game.
EXAMPLES f., g., and h.:
1.) A pitches 6 innings on Thursday, next game is Saturday. A needs a game's rest and needs one more calendar day's rest.
2.) A pitches 3 innings on Thursday, next game is Saturday. A is ineligible to pitch. A meets one calendar days rest, but still needs a games rest.
3.) A pitches 1 inning on Thursday, next game is Saturday. A is eligible. A meets all rest requirements.
4.) A pitches 4 innings on Thursday, next game is Tuesday. A is ineligible to pitch. A meets two calendar days rest but needs a games rest.
5.) A pitches 6 innings on Tuesday. Team plays a full game on Wednesday. Next game is Thursday. A is ineligible to pitch. A meets one games rest but needs one more calendar days rest.
NOTE: A contest decided by a forfeit does not constitute a "game" for the purpose of this rule, unless at least one (1) complete inning was physically played before the game was forfeited
BIG LEAGUE NOT INCLUDED
5. FORFEITS: No game may be forfeited or a team disqualified without the authorization of the Tournament committee. Violations which may result in forfeiture or disqualification must be reported immediately to the Regional Director before further play takes place which would involve a team or teams affected by such actions
6. BENCH/DUGOUT: No one except the players, managers and coaches shall occupy the bench or dugout during a game. Base coaches may be players, or one adult base coach is permitted.
7. VISITS: A manager or coach may not leave the dugout for any reason during a game without receiving permission from an umpire. The manager or coach may be removed from the field for the remainder of the game for violation of this rule. When permission is granted the manager or coach will be permitted to visit the pitcher at the mound and may call other players into the conference. A manager or coach may come out three times in a game to visit with the pitcher, but the forth time out, the player must be removed as a pitcher. The rule applies to each pitcher who enters a game.
NOTE: Only one offensive timeout will be permitted each inning.
8. INJURY/ILLNESS: If a player is injured or becomes ill during a game the decision of a doctor (if present) or medical personnel will be final as to whether or not the player may continue in the game.
9. MANDATORY PLAY: 9 - 10 YEAR OLD, LITTLE LEAGUE, JUNIOR LEAGUE, SENIOR LEAGUE:
Every player on a team roster shall participate in each game for a minimum of 3 consecutive defensive outs or bat at least one time.
a. Managers are responsible for fulfilling the mandatory play requirements.
b. There is no exception if the game is shortened for any reason after becoming a regulation game.
c. Failure to meet the mandatory play requirements in this rule is a basis for protest. If one or more players on a roster do not meet this requirement, it shall result in forfeiture of the game (by action of the tournament committee). if protested before the umpires leave the playing field.
d. To be assured of meeting the minimum participation requirements, all substitutes who have not entered the game previously should enter the game defensively at or before the start of their half of the third inning (visitors) or fourth inning (home). This is the responsibility of the manager.
e. For the purpose of this rule, three (3) consecutive defensive outs is defined as: A player enters the field in one of the nine positions when his/her team is on defense and occupies such position while three consecutive outs are made; bat at least on (1) time is defined as: A player enters the batters box with no count and completes that time at bat by being put out or by reaching base safely.
10. SUBSTITUTIONS/RE-ENTRY; The tournament rules replaces the regular season Rule 3.03 (re-entry) for all levels of tournament play.
a. If illness, injury or the ejection of a player prevents a team from fielding nine (9) players, a player previously used in the lineup may be inserted, but only if there are no other eligible substitutes available. The opposing team manager shall select the player to re-enter the lineup. A player ejected from the game is not eligible for re-entry.
b. Any player who has been removed for a substitute may re-enter the game once, in the same position in the batting order, provided
1. the player being removed has played defensively for a minimum of three(3) consecutive defensive outs, OR
2. the player being removed has completed on time at bat.
Note 1: See the definitions in rule 9-e above on complying with this rule defensively and offensively.
Mote 2: A player who has met the above requirements, and is a pitcher at the time he/she is removed, may be removed for a substitute batter and re-enter the game as a pitcher once, provided the pitcher was not physically replaced on the mound.
c. A starter and his/her substitute must not be in the lineup at the same time, except as provided in Rule 10-a
d. Improper substitution is basis for a protest. Protest involving improper substitution not resolved before the next pitch or play shall not be considered.
e. Junior/Senior/Big League only: A pitcher remaining in the game, but moving to a different position, can return as a pitcher anytime in the remainder of the game, but only once in the same inning as he/she was removed. All Divisions: Rule 7.14, Special Pinch runner will apply during the Tournament. Big League only.........................
11. SUSPENDED GAMES: Any game in which a winner cannot be determined in accordance with the playing rules shall be resumed from the exact point at which it was suspended regardless of the number of innings played.
EXCEPTIONS: In the event that the first inning is not completed, the game shall be replayed from the beginning and all records, including pitching, disregarded, Incomplete (not regulation) or tie games are considered suspended games.
12. TEN-RUN RULE: If at the end of a regulation game one team has a lead of 10 runs or more the manager of the team with the least runs shall concede the victory to the opponent. NOTE: If the visiting team has a lead of ten (10) or more runs, the home team must bat in their half of the inning.
13. REGULATION GAME: Each tournament game must be played to the point of being an official game:
a. Regulation games are of four or more innings (Five or more for Junior/Senior/Big League baseball) in which one team has scored more runs that the other (three and one-Half (3 1/2) (dour and one -half (4 1/2) for Junior/Senior/Big League baseball) if the home team is ahead)>
b. Regulation games (when a winner can be determined) terminated because of weather, darkness or curfew must not be resumed . this does not mean games suspended or delayed by weather that may still be resumed before darkness or curfew on the same day.
c. If 2 games are scheulded for the same site, no time Limit may be imposed on the first game.
14. REPLAYING Games: No tournament game may be replayed without specific approval from the Tournament Committee at Williamsport.
15. UNAUTHORIZED AGREEMENTS: No agreements shall be made between managers an/or Tournament Directors and/or umpires contrary to Tournament rules.
16. ALTERCATIONS: Any player, manager, or coach or official who is involved in a physical or verbal altercation at the game site could be suspended or removed from tournament play by the tournament committee.
17. EJECTIONS: Any manager, coach, or player ejected from a game will be suspended for the next physically played game (See Rule 4.07). Ejections shall be noted in the tournament teams affidavit on the team note page. Entry should include members name and date ejected and be signed by the tournament director or District Administrator.
