Waiver Request's and process
Recently we have been approached by some parents regarding waiver issues. To help with this process,I would like to post exactly what is handed down to us by Little League International in Williamsport. I will provide here a direct wording and you may view it for yourself at http://www.littleleague.org/Learn_More/rules/rulewaiver.htm . I would like to ask that when approaching the board or any board member on the issue of waivers that you keep your questions and comments concerning your own situation. We will not discuss anothers situation with you nor will we provide you with any details concerning someone else. Each waiver may have it's own circumstances and are individual from player to player. We also would like to state that we do not in any way discriminate based on race,creed,sex or national origin or anything of the sort. We are here for the kids and hope to provide you with a safe and fun environment to play baseball.....this may or may not involve waiver requests,depending on various circumstances.
Waivers of Rules and Regulations
When a league applies for its annual charter with Little League, it pledges to abide by all the rules and regulations of Little League. However, under special circumstances, it may become necessary to apply for a temporary waiver of a rule or regulation.
It is very important to remember that a league must not take any action contrary to Little League rules and regulations until receiving expressed, written permission through the Charter Committee waiver system. A waiver request, while it may be supported by documents from the parent(s), may be submitted only through the proper chain of command. A league wishing to apply for a waiver of a rule or regulation must do so via the following method:
- The local league Board of Directors votes whether or not to request the waiver.
- If the local league Board of Directors votes to request the waiver, the President writes a letter, detailing the request. Supporting documents should be attached, and forwarded to the District Administrator.
- The District Administrator includes his/her written opinion, and forwards all documents to the Regional Director.
- The Regional Director will present the situation to the Charter Committee for action.
- The Charter Committee will inform the Regional Director of its decision, and the Regional Director will inform the District Administrator.
Frequently Asked Questions:
Q - Can a local Little League waive its rights to a player who lives within its boundaries, allowing that player to participate in another Little League program?
A - A local Little League does not have the authority to waive such rights. Only the Charter Committee in Williamsport has this authority. If the Charter Committee votes to grant a waiver, the District Administrator will be informed in writing. Waivers, if granted, are for the current season only.
Q - Can a child who does not have residence within a league’s boundaries play in that league for the regular season only, provided he/she is not eligible for Tournament Play (all stars)?
A - The local league may request a waiver, listing all circumstances that warrant such a waiver. Only the Charter Committee in Williamsport can make the final decision. If the Charter Committee votes to grant a waiver, the District Administrator will be informed in writing. Waivers, if granted, are for the current season only.
Q - If a parent signs a notarized statement granting temporary custody of a child to a friend or other family member, can that friend or family member’s residence be used for registering a child to play in Little League?
A - The only acceptable documentation regarding a change of custody is court-ordered custody (a decree issued by a judge who has jurisdiction in the matter).
Q - Does the District Administrator have the authority to grant a waiver of a rule or regulation? Example: Could the District Administrator give permission for a local league to register players whose residence is outside the league’s boundaries?
A - Any waiver of a rule or regulation can only be made by the Charter Committee in Williamsport. No other person or group has this authority. If the Charter Committee votes to grant a waiver, the District Administrator will be informed in writing. Waivers, if granted, are for the current season only.
Q - If the District Administrator is opposed to the request, does it mean it will fail?
A - All of the aspects of a waiver request are taken into account by the Charter Committee, and the opinion of one or more parties involved does not necessarily mean the request will be denied

Pre-Season Q & A
Questions have come up about when certain events are going to happen around the league. there is excitement in the air. Parents and kids alike are excited and ready to go. Many have plans they need to make or be able to plan around some things to make baseball work. While some of your questions are easy to answer,others may still be a bit vague for now because certain criteria must be met by the league before certain wheels get going. We have to be careful to not put the cart before the horse so to speak.

Q:When will I know what team my child is on? A: It really depends on the level of play your child is at. For the Majors and Minors (ages 9-12),determination of which team will be the week after the draft. Depending on how many children tryout and how many are selected to the Major League level will determine when Minor League rosters are formed. Tryouts begin Feb 28 and continue through Mar. 2. The Draft will be Mar. 3 and hopefully all Major League draftees and rosters will be notified by March 5. The remaining kids will hopefully be on a team and notified by March 7. In the teeball,coach pitch and machine pitch levels,we are hoping to have rosters complete by Feb 24 and kids notified by Feb 27th. Junior league (ages 13-14) and Softball start a bit later and those dates are still TBD. Q: When will practices begin and how often will the kids practice? A: No practices can begin until teams have been fielded AND at least 1 representative (preferably the manager and/or a coach) have attended the safety meeting given by the league. At the earliest,practices will not begin until on or after March 7. A complete schedule will be made available to all managers and distributed among the parents on their respective teams. Q: How many games and practices will my child have? A: It really depends on which level you are at. TeeBall - Usually 2 baseball events per week. This includes a practice and a game. We may be able to work in more at a later time but for now,this is the pre-season outlook. Games will be on Saturday mornings and practices will vary by team. Coach Pitch - Usually 2-3 baseball events per week. This includes practices and games. Some weeks may contain 2 games and 1 practice while others will be one game and 2 practices. This could change but pre-season outlook has it looking like this. Machine Pitch - This could change but currently we are looking at 2-5 baseball events per week. This will include practices and games. this will be by far the largest level of play based on participants so we will be taking a closer look at this level. We are facing about 8-10 teams here and will have to make some time for them all. Minors (ages 9-12) - usually 2-4 baseball events per week. this includes 2 games. It could increase to 5 events based on field availability. though game days are still TBD,in the past,games have been played on Tuesday and Thursday evenings. Participation level will dictate how many games we can implement. Majors (ages 9-12) - This level will have 3-6 baseball events per week depending on when a coach decides to practice. There will be 3 games per week and a minimum of 2 practices per week. Games are on Monday,Wednesday, and Friday at either 5:30p.m. or 7:30p.m. Junior League (ages 13 & 14) - TBD Girls Softball (various ages) - TBD More to come soon!
