On behalf of the Marlborough Youth Athletic League, I request that you approve John Smith to play as a swing player in the Tri County Babe Ruth 13 Year Old Prep League.

2006 SPRING Tri-COUNTY BASEBALL LEAGUE RULES (Draft)

Games, Schedules, and Rosters

  1. The first twelve (Majors) or fourteen (Preps) games will count toward league championship -- see by-laws for point system. Out of league (if any) games count in the point standings.

  2. Rainouts must be re-scheduled immediately and played within 10 days. It is the home team’s responsibility to supply dates/times for the make-up.   Any issues should be directed to President of the league.

  3. There are no Suspended games during the spring league play. Games are considered official after 5 complete innings or 4 ½ innings with home team ahead.

  5. Majors teams may borrow a player from their town’s13 prep league team to provide enough players to start or play a game.

  6. Prep teams may borrow a 13 year old player rostered on another prep or major team from their town. Borrowed players cannot pitch for the prep team.

  7. Pitching limitations per 2005 Official Regulations and Playing rules for Babe Ruth League (7 innings per week-Mon thru Sun) 1 pitch constitutes an inning, two calendar days are required between appearances after 3 innings pitched (Ex. Pitches 3-Mon: Off-Tues/Wed can pitch Thur)

Equipment Uniforms and Pre-Game Procedures

  1. Metal spikes are allowed

  2. Bats must have barrels no more than 2 ¾ inches; there is no weight drop limit.

  3. Jewelry of any kind should not be worn while playing, exceptions are medical alert and some forms of religious Jewelry

  4. Each team shall provide 2 baseballs to the home plate umpire prior to the start of the game.

  5. Score Books are crucial. The must be accurate, neat and legible. Record your umpires full name and PRINT IT-in your score book.

  6. No batting practice will be allowed on the field during pre-game (1/2 hour).

  7. Pre-game warm-up should be split evenly between teams. Visitors first followed by Home teams.


Game Rules

  1. A mandatory 12 run mercy rule is in effect after 5 innings.

  2. An extra hitter (EH) is optional, but no designated hitter (DH) is allowed. Each player present at a game shall play 6 outs in the field and one at bat. All fielders must be in the batting order

  3. Sliding: “Contact Rule” applies at all bases see page 61 Section 6.05-This is a Local league rule. This is a judgment call by the umpire and protests are not allowed.

  4. Balks- Prep league will be given a warning before calling a balk (Umpires Judgment) Major league (14/15’s) No warning will be given on a call of a balk.

  5. Although there is no rule against head first sliding, coaches should discourage the practice.

  6. The responsibility for the conduct of the team, fans and parents rests with the coaches. No other persons other than an official coach or player will be allowed in the Dugout area without permission of the home plate umpire.


Ejections

  1. A player ejected from a game shall be suspended for the next game in addition in addition to the game from which he was ejected.

  2. A player ejected from a second game will be ejected from the league.

  3. Any malicious bat or helmet throwing will result in an ejection.




TCBRL Policy For Players Turning 13 in 2006
Players who have a baseball age of 12 but turn 13 during calendar year 2006 will be permitted by Tri County Babe Ruth to play in the Prep (BR13) league. The local town baseball organization must make the determination which players in this category will be allowed to do so. TCBRL recommends that only advanced players who have previous experience on the 90’ field be allowed to do this, but the decision is left to the town organizations.

By-law change adopted February 1, 2006
Tri-County Babe Ruth League (TCBRL) is adding the position of General Manager for the following age groups:

  • 14
  • 15
  • 16-19



  • General Managers will be selected by a vote of active TCBRL members prior to seasonal play.
  • Duties are to administer the post season play of TCBRL selected All-Star teams by assisting the team manager of the specific age group, thus relieving the team manager to practice and play the team.
  • General Managers will be non-voting members of the Executive Board.


General Managers will:

  • Develop a budget that reflects additional play for the team in the JC Courant league and additional tournaments prior to and after Babe Ruth All-Star tournaments.
  • Develop sources of possible income to support play, including but not limited to: Additional fees to the players, financial support from TCBRL, sponsors, and fund raisers.
  • Schedule additional games, tournaments (in and out of state), and scrimmages for the All-Star teams.
  • Act as team manager until the official team manager is determined by existing Tri-County by-laws.
  • Keep track of players on multiple teams and enforce pitching limitations across teams and leagues so that pitchers a limited by Babe Ruth pitching limitations no matter how many games, teams, or leagues they play for.
