Texas ASA District 31: District 31 Guidelines





AGE RULE: A player’s age as of December 31st determines the age of classification in which the player is eligible to play the following year.

PLAYING UP: Players may play up, but may not play down in a lower age division. Players playing in A or Div.1 must remain in that div. for the entire season. Starting a new season Jan. 1st of the year, they will have the option of dropping back down to league play.

APPEALS: Players playing A or Div.1 ball that wish to return to league play may appeal to the district office to return to league ball. All appeals must be in writing and sent to the district office for review. NOTE: Players that are allowed to return to league play will not be allowed to Pitch or Catch for the current season.

ELITE PLAYERS: EFFECTED MARCH 31, 2010 All players in District 31 playing A or Div. 1 ball will be added to an Elite players list that will be distributed through out the District. The district will be responsible for keeping this list up dated.


LEAGUE PLAY: All teams must fill out an Official District 31 Roster form. This form must be filled out completely and turned in to the district office no later than March 1st of the current year.

CHAMPIONSHIP PLAY: All teams advancing to State, Regional, or National Tournaments must fill out a Championship roster and have it signed by a District 31 Official.



ACE CERTIFICATION: At least (1) coach on a team must be ACE certified for a team to advance in championship play, District, State, Regionals & Nationals. All coach’s in the dugout must have a background checks, and must be visable.



LEAGUE PLAY: All players and coaches in District 31 must be registered and sanctioned no later then March 1st of the current year. Sanction fee is $16.00 per player. After March 1st, sanction fees per player will be $18.00.

TOURNAMENTS: All tournaments in District 31 must be registered and sanctioned with the district office. Sanction fees for tournaments are (10) Ten dollars per tournament. Each tournament director will receive a tournament sanction certificate that should be posted at the tournament. Tournaments will be posted on the Texas ASA Portal web site www.texasasa.com

TRAVEL PERMITS: If requested by a tournament director, teams requesting travel permits must make this request at least (3) three days prior to the tournament from the district office There will be a fee of $3.00 for travel permits. Any request for travel permits less than (3) three days notice a fee of $5.00 will be charged.



DISTRICT TOURNAMENTS: All league teams wishing to advance to championship play must compete in the district tournaments. Exception Div. 1 or A Teams

ADVANCMENTS: All teams advancing to State Tournaments will be classified by the District Commissioner or Youth Commissioner.

NATIONAL ADVANCEMENTS: League teams advancing to national tournaments from state & regionals will advance per ASA code. All A or Div. (1) teams can automatically advance to the Southern Nationals, but they must play in the State tournaments.

PLAYERS: All players must go thru a leagues common draft system. Any team that recruits players from outside of District 31 boundaries or has a hand picked team will be classified as a division 1 team. Players that are playing on a Div. 1 team, may not drop down to a Div. II team until the next calendar year.

PHOTO I.D.’S: All players advancing to Championship play will be issued a players I.D. card. Players photos should be turned into the District office (2) weeks prior to the district tournaments. There will be a $5.00 replacement fee for ID cards that have to be reproduced.

NON PAYMENT OF FEES: In the event of a failure to pay any fees owed to a league or the district itself, said individual will be unable to participate in any ASA events or functions until said fees are paid.







All Fall Ball rules will coincide with the current District rules, with the exception of the following:


Fees & Rosters: All fees and Rosters are to be turned in by a date set by the District Office.

League Deadline: Deadlines for teams to enter the Fall Ball season will be set at the managers meeting. After this deadline is set, NO TEAMS will be allowed to play in fall ball.

Registration Fees League Play: Players that did not play in the current season must be registered with the District. Fee of $10.00 will be charged per player. Teams will pay a fee of $20.00 per team.

Rosters: All teams will fill out an official District roster. 20 players max.

Pick Up Players: To keep teams from having to forfeit games, teams will be allowed to pick up players from other teams to keep from forfeiting.

A or Div. 1 Players: Any Div. 1 or A players that are playing Fall Ball must play up in the next age division.



LEAGUE PLAY: All Leagues playing in District 31 shall be governed under said leagues by-laws and constitution. Any and all discrepancies will be handled by said league.

REQUEST/ PROTESTS: All request and protest shall go through the proper chain of command, League representative, District Youth Commissioner, District Commissioner, State Commissioner. All request/Protests are to be in written form only. Phone calls will not be accepted.



All teams registered in District 31 will be playing under the ASA banner and will follow the current ASA code.

All of the above rulings are subject to change by the District Office and the governing body of the Amateur Softball Association of America.
