Girls Competitive Division

This league has been formed to provide our Girls' teams with Quality play in a environment that stresses Fair Play and Sportsmanship.

While the League primarily covers FYSA's District A-3. All are welcome.

To avoid duplication, the calendar for the TCSL is being maintained on the main site, so be sure to check there for upcoming events.



Monday, October 12
Instructions to TCL Club Representatives

 Club Rep- This MUST be the single person required to interface between the league and the club, including its coaches, ref assignor, field assignor etc. If game conflicts exist then the club rep must communicate with opponent’s club rep and schedule a new date and time for that game. Copy of emailed request and agreement between reps must be forwarded to league scheduler.  Please don’t send a request that does not include the above. Its fine for coaches to talk by phone and arrive at mutually available time and date but the schedule change is handled in writing by the reps. so that it includes coordination of all field and ref availability. 

Rainouts; Make up games
In the event of a game cancelled by county or referee, coaches must contact club rep who will negotiate make-up game with opponent. Within 1 week, home team rep must offer times and dates that allow for make-up. Club reps only will negotiate the reschedule date and forward details including agreement by opponent to league scheduler, who will forward to webmaster.  

Score Reporting
Scores must be reported to the league no later than Tues at 7:00 PM. It is the obligation of each Club Rep to train and encourage cooperation with this procedure from their coaches. In the event that clubs do not report all team scores by this time the teams not reported will receive a 0-3 loss. 

The web site will be the only source for schedules and scores and coaches should be encouraged to check regularly. Coaches are required to follow the schedule on the site regardless of what other info they have. 

Rosters for TCL Regular season must be FYSA official roster or FYSA event roster. All players and coaches must be on that state generated roster and in possession of current pass.   

All Club reps and coaches will be listed on the TCL website at tcsl.info in the handout section of the GIRLS COMPETITIVE division.

2009 TCSL/PBL Girls Early Season Guidelines

Scores and Standings

Scores and standings will not be kept on the website and should be deemphasized on the field. This is to reduce emphasis on the outcome of games and allow the early season to be a relaxed time for learning for players, coaches and teams.

 

Referees

 

A single referee will be used in the U9 and U10 games. U11, U12 and U13/14 division will have 3 refs to control the larger game. Most important in this regard is to encourage players and coaches to exercise good sportsmanship as if they were playing a “friendly” rather than forcing them to rely on the judgment of referees only. However, referees will have the same authority as always and their judgment will be the final determination on the field. The referee fees for the 2009 Girls early Season are as follows:

Rosters and Passes

All players and coaches must have current FYSA passes. All players and coaches must be listed on the roster for that game.

Roster can be official FYSA roster, FYSA event roster Palm Beach League roster or Treasure Coast League roster.

 

Game Changes

 

Club reps ONLY will manage game changes. Preliminary schedules will be sent to each club soon. All games are set on Saturday 12:00pm. Times will be changed by home team in accordance with needs of team, field and ref assignors. Reps will distribute to coaches and or managers and make whatever changes necessary for the individual team and club. DO NOT distribute to parents until all changes have been made and schedules are posted on the website. Home games can be changed in time or date as needed, provided the opponent does not already have a game scheduled on that date. Changes for away games, ex. Saturday to Sunday, can be requested of opponent’s club rep when necessary and between them a new date and time will be determined that will fit the home team schedule, field, and ref availability. Team contact information can be obtained using the handout on this web site.

 

 

Record of all game changes must be sent by email to scheduler showing agreement between clubs and must be posted on the website before it is official Preliminary schedules will be updated with changes and resent so everyone can use the most recent version through this time period.

 

To make this process work, it is important that everyone give this their immediate attention. It is wrong to ask the scheduler and webmaster to make changes throughout the season when it could, and should be done at this time. 

 

When necessary to adjust schedules after final version is posted on the website it must be completed and an email agreement must be in possession of the scheduler by 5:00 Thursday night. Therefore all coaches are responsible for the posted schedule on the website and it should be checked on the Friday prior to the game day.

 

ONLY THE WEBSITE will demonstrate the correct schedule and both teams must adhere to that schedule or forfeit the game. Game forfeit will cost all referee fees plus an additional $75. This amount must be paid by team who forfeited prior to next week of play and it is the obligation of the club rep to facilitate this payment.

Commonly Asked Questions


Rosters:
Passes and rosters are to be returned to the team's manager or coach at the conclusion of the game. The Referee will return the home team roster to the visiting team coach and vice versa except, in the case of a red card, the referee will attach both rosters to the referee report.

For competitive teams:
A League roster may be used in place of an official FYSA state roster generated by the state office. If a league roster is used, the roster must be signed by an officer of the Treasure Coast Soccer League, Inc. prior to the start of the season and no changes may be made once the season starts.

Red Card Policy:
If a player or coach has been ejected, the referee shall complete the referee report form and fax, email, deliver or mail it to the president of the home club or the home club's referee assignor, within 24 hours. The referee shall include the USSF supplementary game report detailing the circumstances leading to the player's or coach's ejection from the game. The club president or referee assignor must fax the referee report and USSF supplementary game report to the Vice President of Rules within 24 hours. The Vice President of Rules will notify the offending player's club president of the red card suspension. It is the responsibility of the offending player's club to enforce the red card suspension. The team coach is responsible for documenting any games sat out due to serving red card suspensions. If the player plays in a game prior to the completion of the suspension, the coach will be suspended for the remainder of the seasonal year plus one year.

Game reports:
Referees are not required to file a game report with the league unless there has been an ejection during the game. The referee should follow their club's rules for filing game reports. The home team is responsible for verifying the accuracy of a score with a referee report in the event of a dispute.

Forfeits:
In the event of a forfeited game, then the referee must complete and sign the game report, citing the reason for the forfeit, and forward the game report to the properly designated club or league representative within 24 hours of the game.

Mercy Rule:
Beginning in 2007, The TCSL has approved the "8 Goals Mercy Rule" also in the competitive matches as follows: "If at the end of the first half or at anytime during the second half the score reaches an 8 goals difference, the game is TERMINATED. Referees are not allowed to continue the match even if both coaches agree to continue playing."
