Wednesday, December 2
SSUA Board Minutes - October 12, 2015
Board members Present: Ron Snyder, Mike McCaskill, Scott Hofstee, Gary Kuck, Brian Hall, Dallas Williams

Also attending: Marty Boles (Assigner), Bob Francis (Assigner), Ken Mathia (UIC), Rich Hobson (treasurer)

Call to order at 7:06 pm

UIC Report by Ken Mathia: Wanted to tell us that Fuzzy Buckenburger thanked us all for our efforts for the October 3rd & 4th Spokane ASA Fall Classic. Umpires going to Reno Blood & Guts Tournament are: Ken Mathia, Randy Harnasch, Jasmine Devereaux, Bryan Raschka and Gerald Howard. This selection of umpires were unanimously approved by the board.

Assigner’s Report by Marty Boles: We have 4 games that, as of today, cannot be covered by us. An email will be sent to see if anyone can help out. Also, as of now, there is no City Fall Tournament scheduled, as far as to our knowledge.

WOA Report by Bob Francis: New rule for School ball next season: The home team must have a medical person on site at all games.

Treasurer Report by Rich Hobson: Third Quarter financial report finalized and provided to the board for review.

Secretary Report given by Brian Hall: I voiced some displeasure to the effect of showing up for a 3rd time to a game this year with NO teams and/or players present. I suggested that when the new board reviews the County Contract that the “no-show” fee be increased from just a single game pay for a doubleheader to a two-game full fee.

At Large Report: None given by Mike McCaskill

Adult Report by Gary Kuck: The 2015 Umpires’ annual banquet to be put on the Arbiter for all umpires that are planning to attend. They all need to accept or decline by Saturday, October 31st. It was also agreed upon that SSUA will tip the 3 people that will be working the banquet to be tipped in cash, amount TBD.

Past President Report: None given by Dallas Williams

Vice President Report: None given by Scott Hofstee

Presidents Report by Ron Snyder: We had a “no-show” Friday 10/9. We also had a “late show” on Sunday, 10/11. The “late” umpire will be paid for doing the 2nd game.

Youth Report: None given due to the position being vacant. Bobby Kuck resigned his position on September 4th, 2015, with no specific reason given. It will remain this way until the General Election.

General Meeting adjourned at 8:15 pm into Executive Session to vote for this year’s award winners that will be announced at the banquet on Saturday, November 7th.

SSUA Board Minutes - September 11, 2015
Board members present: Ron Snyder, Mike McCaskill, Scott Hofstee, Gary Kuck, Brian Hall, Dallas Williams

Also attending: Marty Boles (Assigner), Ken Mathia (UIC), Rich Hobson (treasurer), Mike Carlson (SSUA Member)

Call to order at 6:05pm

UIC Report by Ken Mathia: Two to four umpires are needed for the Blood & Guts tournament in Reno, NV. Ken will send out an email to see who would like to go. A portion of the expenses will be provided by the SSUA, approved. The criteria for this will be laid out by Ken.

Assigners/WOA Report by Marty Boles: The city has contacted us to cover 3 games on Sunday & Monday. The city has hired 3 umpires to cover games. Mamma Mia’s has been contacted and is set up to cater the banquet November 7th. We currently have a written proposal from them. Bob F. will be assigning all of the varsity games for the rest of the season. Marty B. will assign JV and below. There is no WOA logo uniforms allowed for slowpitch. Only plain or ASA is acceptable. Sublimated WOA shirts will be required next spring for all Varsity, Regional and State games.

Treasurer Report by Rich Hobson: The 2nd and 3rd Quarter financial reports provided to the board. We need to see if we can still get the refund for the RTO camera. UIC approved for the Crash tournament.

Secretary Report by Brian Hall: I will be out of town 9/18 to 9/20, thus I will be unavailable for the Crash tournament.

At-Large Report: None given by Mike McCaskill.

Adult Report by Gary Kuck: Connie Kuck will be inducted into the Spokane Metro Softball Hall of Fame on September 12th at the Valley Eagles.

Past President Report by Dallas Williams: October 7th will be the next general meeting and elections night. It will be held at the Inland Empire Wildlife Bldg on N. Market. Time TBD.

Vice President Report: None given by Scott Hofstee.

Presidents Report by Ron Snyder: Yearly umpire award to be determined by the board at the next Board meeting, time and date TBD.

Youth Report: None given due to the position being vacant. Bobby Kuck resigned his position on September 4th, 2015, with no specific reason given. It will remain this way until the General Election.

Sunday, September 13
SSUA Board Minutes - August 14, 2015
Board members Present: Ron Snyder, Mike McCaskill, Scott Hofstee, Bobby Kuck, Gary Kuck, Brian Hall, Dallas Williams

Also attending: Marty Boles (Assigner), Bob Francis (WOA representative), Ken Mathia (UIC)

Called to order at 6pm

UIC Report by Ken Mathia: We experienced a 4 ½-hour delay during the 16u-18u tournament. Fuzzy was very appreciative of all the umpires that participated. We had 23 teams participate in the 16u-18u Western Nationals. All went well. We ended up $200 under budget. We had one Spokane umpire in the championship game.

Assigners Report by Marty Boles/Bob Francis: We have had over 2800 games assigned so far this year with a 9% decline/turnback rate. We have three tournaments upcoming on the following weekends: Sept 12-13, Sept 19-20, and Oct 3-4. As of now, we have not received a fall schedule from the city. Motion on the floor to have all umpires who will be participating in HS slowpitch this fall to complete the ASA national background check. This was approved. Also, no WOA logo shirts are to be worn during Fall slowpitch. Must wear ASA or plain shirts.

Treasurers Report by Rich Hobson: Rich was not present. Motion on the floor to look at the reports the next meeting. This was approved.

WOA Report by Bob Francis: Starting next season, the WOA will require a new background check at a cost of $10. The 13% administration fee has been frozen. We will, in addition, receive an extra $2 per game. Motion to extend this onto each umpires’ game fee. This was approved. Starting next year, we will be required to wear new sublimated shirts for all Varsity, Regional, and State games.

Adult Report by Gary Kuck: We need to start planning for our year-end banquet. Motion on the floor to increase our prize budget from $700 to $1000 this year. This was approved. Gary Kuck, Mike McCaskill, and Marty Boles are the committee this year. A tentative date of November 14th set.

Past President Report by Dallas Williams: Joel Blockman has been “double checking” all of the ejection reports. 99%+ are warranted. Indicated that we need to continue to recruit new umpires. We have scheduled a General Membership meeting for Wednesday, September 9th at Plantes Ferry Park at 6pm.

Vice President Report: None given by Scott Hofstee

Presidents Report by Ron Snyder: Adriano has indicated that he is going to hire 10 umpires for the upcoming City fall season. He also indicated that he would like for us help out by “filling in the holes.” Fuzzy has already said that we are NOT obligated to train these umpires.

Youth Report by Bobby Kuck: Presented the new flyer for the Dave Vulcano tournament in October. Motion to donate $400 to the tournament for shirts. This was approved.

SSUA Board Minutres - June 17, 2015

Board members Present: Ron Snyder, Mike McCaskill, Scott Hofstee, Bobby Kuck, Gary Kuck, Brian Hall, Dallas Williams.

Also attending: Rich Hobson (Treasurer), Marty Boles (Assistant Assigner), Bob Francis (Assigner, WOA representative), Ken Mathia (UIC).

Call to order at 6:10pm

UIC Report by Ken Mathia: Thanked all of us for our hard work at the previous weekend’s tournament. Informed us that the upcoming 10u-12u RNQ has been cancelled. Informed us of the upcoming 16u-18u Metro Tournament on July 10th to 12th.

Assigners Report by Marty Boles: 9 out-of-town umpires came to Spokane to help us with the SGFPA Summer Classic. We are expecting 40-50 teams for the SSUA 4th of July Shootout. Reminded us that turn backs are being enforced according to the SSUA Bylaws.

Treasurers Report by Rich Hobson: Review of P&L Balance Sheet. A preliminary budget of $1500 was approved by the board for the upcoming National Tournaments.

WOA Report by Bob Francis: WOA Conference upcoming on August 7th to 9th. We will be sending 2 representatives from the SSUA to attend. The SSUA will also sponsor a hole for the golf tournament there. It was approved by the board.

Secretary Report: None given by Brian Hall

At-Large Report by Mike McCaskill: He raised a concern that he has been noticing more and more umpires showing up to games with “bad looking uniforms”.

Adult Report by Gary Kuck: He mentioned that there was a “bad” injury that occurred at Plantes Ferry Park. Indicated to us that there was an ambulance called to assist with the injured player.

Past President Report by Dallas Williams: 3 HS evaluations have been completed by us using the new camera. We still need to do evaluations of umpires working slowpitch games.

Vice President Report by Scott Hofstee: We need to stay on top of timely reporting of all ejections.

Presidents Report by Ron Snyder: We discussed an ongoing issue with a player that has been repeatedly ejected this season. This was also discussed with Fuzzy, ASA Commissioner, and with City Officials, along with other misc. concerns.

Youth Report: None giver by Bobby Kuck.

General Meeting adjourned at 7:40 pm into Executive Session.

SSUA Board Minutes - January 6, 2015

Meeting held at Northside YMCA

Board members present: David Birdsell, Ron Snyder, Dallas Williams, Gary Kuck, Bobby Kuck, Mike McKaskill, Gil Peckham. Others attending: Rich Hobson, Treasurer, and special guest, Chuck Stewart

Meeting was called to order by President David Birdsell at 6:00 PM

There were no individual reports this month. The meeting centered on how to unify SSUA and a possible new association headed by ASA Commissioner Fuzzy Buckenberger.

The Board discussed at length the problems between the Board and the Commissioner. The Board was adamant that there be a single voice among the umpires in Spokane. The Board discussed how to achieve this. They discussed how to include the Commissioner’s wants and needs with those of the Board. After lengthy discussion, the Board decided to take the following steps: Ron Snyder will make contact with the Commissioner and offer him a liaison position between the Board and the various softball groups. He will be offered a spot on the negotiating team to procure contracts with softball associations that we service.

The Board decided the first step was to form a negotiating team to present a proposal to the SGFSA. The team will consist of the Commissioner, Dallas Williams, and Gil Peckham. Further negotiations, and the team that will include the Commissioner, will be determined after this first negotiation with SGFSA is complete.

Rich Hobson has become the new Treasurer and needs to be added to the SSUA account at STCU. The Board was unanimous in selecting Rich Hobson, Dallas Williams, and Ron Snyder to be on the signing card for the account at STCU. Any other people now on as the account as signers should be removed.

David Birdsell informed the Board that he needs to step back as President due to personal reasons. It was determined at this time that he will take a leave of absence and as the SSUA bylaws state, Ron Snyder as Vice President will become acting President. This will be the situation until David either formally steps down or resigns his position. At that point Ron would become President and select a Vice President or the President position will be opened to the general membership at the February meeting.

Dallas Williams moved the meeting be adjourned and it was seconded my Mike McKaskill. Meeting was adjourned at 8:45 PM

SSUA Board Minutes - March 12, 2014

All board members present. Others in attendance: Bob Francis, Randy Harnasch, John Isles, Marty Boles, Heide Wehr.

Assigners report: Bob Francis reported that assignments had been made through March 31 and accepted through March 27. Also reported that the Medical Lake jamboree was cancelled. Observer Gary Kuck could observe at East Valley with Dallas Williams. It was reported that all group one umpires have 6-8 games depending on availability. Bob also commented that SSUA will need more members if our client schools begin to use two umpires for junior varsity.

Marty Boles raised a question whether freshman games should be assigned to those who attend meetings before those with lesser attendance. Ron Snyder suggested further board discussion on the matter. John Isles spoke regarding “penalizing” those with lesser attendance during the high school postseason. Ron Snyder spoke about his concerns related to those with lesser attendance being assigned games. Gary Kuck said he felt the assigners have it under control. Randy Harnasch raised the point that if we start “penalizing” we may lose members.

WOA Report: John Isles reported on the WIAA Region Six meeting with Todd Stordahl. He said there are still many issues with Arbiter. He added that beginning with the 2015 high school season, The Arbiter will block non-certified officials from being assigned games. John also reported that the WOA logo may change and it is in the best interest of our umpires not to purchase embroidered items. Russ Brown discussed at the meeting game fee increases and renewing the status of the RTO program. John also reported of a possible resolution of the status of Tekoa, Rosalai and Oakesdale. Under the proposal, if Oakesdale plays with Garfield-Palouse, Whitman County would provide umpires. An appeal to the WOA for servicing the new Tekoa-Rosalia merger with SSUA umpires has been made based on their move to play with District Seven schools.

Dallas Williams spoke of his conversation with Heide Wehr about conducting a meeting of officiating boards from all sports to share information. Heide commented that two boards in other parts of the state had applied for non-profit status and been denied.

John said he could check with the availability of a banquet rooms at the Eagles and he will work with Gary Kuck.

A motion for the formal appeal to the WIAA of the “Tekoa-Oakesdale-Rosalia situation” was moved by John Isles and seconded by Heide Wehr. It passed by voice vote.

Randy Harnasch spoke of the success of the Region 15 clinic and said he is proud of the SSUA attendance. Dallas Williams noted that he has invited Bill Silves, Region 15 UIC, to attend our outdoor training. John Isles asked to have the presentation by Seattle UIC Kayleen Dunston during the clinic be made at the WOA conference. Ron Snyder said that SASA commissioner Fuzzy Buckenberger asked for a list of SSUA members who attended the regional clinic.

John Isles made a presentation on the past, present and future of SSUA. Dallas Williams pointed out a need to move up more qualified umpires. John Isles commented that we need to get a recruitment advantage over baseball, possibly sending umpires to a tournament in Las Vegas.

Heide Wehr moved and Gary Kuck seconded that all mileage pay go to the driver. Motion passed by voice vote. Dallas Williams will present to the membership at the next meeting on March 18. Heide Wehr commented that the mentoring/observing program is a separate budgeting entity. Discussion followed regarding payment of mentors and observers. Dallas Williams said there will be more slow pitch evaluations this year.

Budget discussion followed with the move to approve the budget made by Bob Kuck and seconded by Andy Weiss. Heide reported receipt of $500 from Buzz Hecker. The SSUA board is officially requesting that Mr. Hecker not be allowed to coach in ASA programs until his outstanding balance is paid in full. Ron Snyder moved and Bob Kuck seconded approving the financial report.

No reports were made by Gil Peckham, Bob Kuck , David Birdsell or Andy Weiss.

Ron Snyder addressed two umpires at the junior varsity level. John Isles commented that District Seven schools have the option to use two umpire crews while Distrcit Eight schools do not, while they use two umpires for junior varsity baseball.

Dallas Williams reported on his meeting with the county and that by petition players defeated use of the scoring line and strike mat but will use a “floating rubber.”  Dallas indicated that he has been in contact with Crash about providing pitchers for our indoor training clinic. Also, the outdoor training is being set up for March 29 with March 30 set aside if rain cancels the 29th.

Bob Kuck brought up the topic of new umpires paying for their gear. Heide Wehr talked of getting a signed “promise to pay."

The previous month's minutes were approved on a motion by Ron Snyder and second by Bob Kuck.
