1. The SPFL is non-profit and base its fees on minimum operating costs.
2. The SPFL does not provide any insurance.
3. The SPFL is not commissioned by any one person.
4. The SPFL bases its decisions/rules/penalties etc. on a majority vote of current teams.
(A)In case of a tie vote, it is not considered a majority vote and will not pass.
5. The SPFL will keep in operation and update accordinly the league website.
6. The SPFL requires all teams to have a representative at all meetings regardless of notice or location.
7. The SPFL requires all teams to submit a home team default game day/time before the scheduling meeting. Once a team submits this default time, they are bound for the entire season to this day and time.
8. The SPFL requires all teams to submit a team roster before the start of the season and keep the league informed of updates and changes.
(A) Penalty for failing to submit a roster is game forfeit
(B) Penalty for playing anyone not on the posted roster is a game forfeit
(C) Deadline for ID/roster check is anytime the game is currently being played
(D) Sufficient evidence for an ID/roster check is any form of photo ID
(E) Roster limit is 50 players, once a player is added to the roster for the season, they will not be removed.
(F) Teams must update their rosters as they add players, final team rosters are due prior to the final regular season game. No players may be added after final rosters are submitted, any violation of this result in rule 8 section B.
(G) Teams may only dress 40 players for each game.
9. The SPFL does not allow more than three downed defensive linemen, in a shoulder to shoulder shade with a downed offensive linemen, to rush the ball.
(A) Run play anticipation will be considered a blitz
(B) Penalty for any kind of blitz will be 15yds and a warning, second violation by any player is a 15yd penalty and a game ejection of player in violation.
(C) Exception to the above rules: If the quarterback runs outside of the pocket, fumble, etc. that justifys a run play, or a running play.
(D) The defense may not line up at any time more than (3) defensive linemen in a three point stance. These (3) linemen will be the only defensive players allowed in a three point stance that is in a shoulder to shoulder shade with an offensive linemen. By being in a three point stance, it will designate that defensive linemen as one of the (3) allowed to rush the ball. Teams may "fill the gaps" with other defensive players, but they will not be allowed in a three point stance and can only rush the ball in accordinance with rule (C) above.
10. The SPFL does not allow any blocking by an offensive player below the waist.
(A) Penalty for an illegal block is 15yds and a warning, second violation is 15yds and game ejection of the player in violation.
11. The SPFL allows rushing on special teams as follows:
(A) A defense may rush as many downed defensive linemen in a shoulder to shoulder shade with as many downed offensive linemen there are downed on the line of scrimmage.
(B) Penalty is considered a blitz and penalized accordingly
12. The SPFL requires home teams to provide the following:
(A) At least three referees
(B) Have the field mowed properly
(C) Have the field striped at least every 10yds, both endzones and both sidelines.
(D) At least one goal post
(E) Penalty for first reported violation is a warning, second violation will be to become a traveling team for remainder of season, including playoffs.
13. The SPFL timekeeping setup is:
(A) 12 minute quarters, stop time
14. The SPFL designates 15 minute halftime periods
15. The SPFL requires both offensive and defensive linemen to be in a three point stance to be considered downed.
16. The SPFL allows a downed defensive linemen to line up in a shoulder to shoulder shade and rush on any downed tight end in a three point stance.
17. The SPFL enforces pass interference calls with a spot of the foul penalty.
18. Forfeiture Rules:
(A) If a team forfeits any game during the season, they will become an away playing team for the remainder of their season, and will not be allowed to host any regular season or playoff round games.
(B) All teams are required to put down a $200 deposit via check, cash or credit card prior to the first game of the season.
(C) If your team intends to forfeit an away game you must notify the home team by 7pm on Tuesday for any games scheduled for Saturday's, and by 7pm on Wednesday for any games scheduled on Sunday's.
(D) Notification of forfeit needs to be made to the Home Team coordinator and to the League Commissioner via email or phone call and will only be accepted from the Team Coordinator of the team forfeiting or his/her designee.
(E) Any disputes over whether a game was forfeited or not will be resolved by the League Commissioner.
(F) If your team forfeits a game, you will be required to post another $200 deposit prior to your next scheduled game.
