2009 Football Playing Rules
I. ADMINISTRATION RULESA. Playing of Games1. Rescheduling of GamesAll games will be scheduled for Saturday night or Sunday during the day. A game may be rescheduled if the two teams involved agree. The home team must contact the Conference President for his approval. Once rescheduled and accepted by the Conference President, it becomes binding on both parties.2. Calling Off GamesThe home team is responsible for calling off a game due to weather conditions only. This should be done not later than 11:00 AM for afternoon games and 4:00 PM for evening games. Once a game starts, it is up to the Officials to call a game off. If the Officials call off the first game, no game shall be played at that site, on that day. If a game is suspended prior to completion, the time and score and other pertinent data shall be recorded by the home team and agreed to by the visiting team. The League presidents or in their absence, the Head Coaches shall confer with the referee crew to determine a day or time for the game to resume. If the officials cannot make the day/time agreed to the conference president and Secretary shall be notified so they can coordinate the assignment of officials. If necessary due to the availability of officials the President or his designee shall have to authority to reschedule the game as necessary including changing the day, time, and or location.3. Game TimesSenior and Junior games are to be played as a double header. Junior games shall start no later than 12:30 PM for day games, and no later than 6:30 PM for night games. Senior games shall start no later than 2:30 for day games, and no later than 8:30 for night games. When due to extenuating circumstances a team cannot comply with the approved scheduling of games, their schedule may be altered by a majority vote of the Board of Directors. The only reason to start late would be tardiness by the referee(s). If either team fails to show up for a regular scheduled game within one half hour of the starting time, as scheduled by the Conference, the game may be suspended and rescheduled, or forfeiture of the game will be determined by the Conference Executive Board within 24 hours after being notified of the instance. 4. Postponed Gamesa. All postponed games will be played at the earliest date available following a postponement. Once the games are rescheduled and accepted by the Conference President, it becomes binding on both parties. If games are not played, this will result in a forfeit by the offending team or teams.b. Games are to be played in order of postponement.c. All scheduling disputes concerning postponed games will be arbitrated by the Conference President. The President's decision will be final. 5. Game Officialsa. At least three (3) certified football officials shall be ordered for all Senior, Junior, and Micro division games.b. At least four (4) certified football officials shall be ordered for all Senior Junior, and Micro Play-Off and Super Bowl/Championship games.c. At least one (1) certified football official shall be ordered as a timer for any Play-off or Super Bowl/Championship games where there is a scoreboard clock.B. ProtestsOnly violation or interpretation of playing rules, either NFHS or Conference By-Laws, will be allowed. Protests of judgment calls on the part of game Officials will not be accepted. The game Officials must be informed by the Head Coach of the protesting team that a protest is being lodged as soon as possible after the play in question. The protest must be filed with the Conference President within 72 hours following the completion of the game in question. The Head Coach of the team lodging the protest will be responsible for a detailed, but brief report of the infraction. It should be signed by the Head Coach, the league's official representative to the Conference, and contain the names and phone numbers of the opposing Head coach and game Officials. A decision by the Executive Board must be made prior to the next regular scheduled game of the team or teams involved. Game Officials need not attend protest hearings. The Conference President must inform all affected parties of the Executive Board decision as soon as possible. A $10.00 fee must accompany protests. If the protest is allowed, the fee will be returned. If the protest is not allowed, the fee will be deposited in the Conference treasury.C. SecurityIt shall be the home team’s responsibility to provide ample protection before, during and after completion of a game. If there are any undue delays, or the Game administrator and Officials are unable to control the game participants or spectators after a reasonable amount of time, the game official may forfeit the game to the visiting team. Any incidents that in any way cause adverse publicity to the Conference shall become a matter for the Board of Directors. The Board of Directors decision, when made, shall be in the best interest of the Conference. D. Unauthorized Persons on the Side LinesNo person shall be permitted to be on the sidelines except members of the coaching staff, cheerleaders, and ambulance personnel of the teams in the contest. All fields should be roped off if there is not a permanent fence in place.E. Vantage Points During ContestsNo home team shall be allowed to utilize the score booth or other high point for the purpose of spotting or photographing (filming) during a game, unless the same or similar type of facility (vantage point) is made available to the visiting team. F. ScoutingTeams may scout other town’s games and scrimmages but not practices. If an individual that is affiliated (member, parent/relative, or player) with another league in the conference is caught video taping games or attending practices of other teams, the offending league shall be ineligible for post season play at the level in which the occurrence took place.
II. FOOTBALL PLAYING RULESA. NHSF/CIAC RulesPlay shall be governed by the current NHSF/CIAC rules of play except as amended by the SNEYFC By-Laws and these Playing Rules. Free substitution shall be used in all divisions of play. The following NFHS rules are amended to accommodate the level of play and age groups supported by the SNEYFC. All penalties noted in the NFHS rule book as 15 yard penalties shall be assess at 10 yards (1.5.2/3/5; 1.6.2; 1.6.5; 7.2.b/c/d; Table 7-5-2.a/b/c/d; 9.3.1b; 9.3.5/6/7; 9.4.1; 9.4.2a/b/c/d/e/f/g/h/i/j/k/l; 9.4.3/4/5/6; 9.5.1/2;9.6.1/2/3/4; 9.7.1/2/3/4; 9.8.1.a/b/c/d/e/f/g/h/i/j/l Rule 1 The Game, Field, Players and Equipment SECTION 1 THE GAME… ART. 2 . . . The field size shall be 300 by 135 feet (100 by 45 yards) inclusive of end zones. For leagues that play on High School Fields the acceptable field size shall be 300 by 160 feet. The revised goal lines and end lines shall be clearly indicated.ART. 3 . . . Each team shall begin the game with a minimum of 14 players.ART. 11 . . . However, protests of the application of SNEYFC rules may be protested subject to the conditions outline section I.C of these playing rules. SECTION 2 THE FIELD AND MARKINGS… ART. 3 . . . Lines and other markings:e. NOTE 1: It is permissible for both team boxes to be on the same side of the field, provided each team box is marked between the respective 20 and 40 yard lines
SECTION 3 GAME EQUIPMENT… ART. 1 . . . The official ball of the SNEYFC shall meet the following specifications:d.e.f.&g. for Senior and Junior games a youth size football defined in the NFHS rule book table 1-3-1 for 8th grade and below. Any brand football may be used as long as it is clearly specified with a Y in the model number.The official ball of the SNEYFC for Micro games shall be a Junior (JR) size football defined as follows:Weight: 11-13 oz Long Circumference:25” to 26”Long Axis: 9.5” to 10.5” Short Circumference: 18” to 19”Inflation Pressure 12.5 to 13.5 psiAny brand football may be used as long as it is clearly specified with a (J or JR) in the model number. Pee Wee sized balls or balls with the PW designation or strictly prohibited. SECTION 5 PLAYER EQUIPMENT… ART. 1 . . . Mandatory equipment…..d. 4. Jerseys shall as approved in Appendix B of the SNEYFC by-laws with the exceptions noted for Groton/Mystic while playing Montville. SECTION 6 COACHES FIELD EQUIPMENT… ART. 2 . . . Teams wishing to use equipment such as radios, walkie-talkies or head sets, may do so, providing both teams are the same or similarly equipped. These provisions apply to regular season games only. During the play-offs, Super Bowl competition and championship games, any form of equipment may be used by either or both teams without restriction.
Rule 3 Periods, Time Factors and Substitutions SECTION 1 LENGTH OF PERIODS… ART. 1 . . . The clock running time for a game shall be 40 minutes with periods as indicated in table 3-1ART. 2 . . . 2009 Cheer Competition Rules
I. CHEERING RULES A. Cheerleader Eligibility 1. Participation
Cheerleaders must cheer for a league that is a current member of the SNEYFC. All eligible cheerleaders shall cheer for a minimum of 6 regular season games in their league's Senior, Junior or Micro division for the current playing season to be eligible to compete in that season's SNEYFC sponsored competition(s). A cheerleader may not compete in more than one division for any SNEYFC sponsored competition within the playing season. Failure to provide documentation and forms as required by and within the time frames defined by these Cheering rules or the SNEYFC by-laws will result in disqualification of the entire cheering squad or the cheerleader in question from the current season's competition, at the discretion of the Executive Board.
2. Age Limits
a. Senior cheerleaders must have achieved their twelfth (12th) birthday but must not have achieved their fifteenth (15th) birthday prior to 31 December of the current calendar year and must be in the 7th or 8th Grade.
b. Junior cheerleaders must have achieved their tenth (10th) birthday but must not have achieved their thirteenth (13th) birthday prior to 31 December of the current calendar year and must be in the 5th or 6th Grade.
c. Micro cheerleaders must not have achieved their eleventh (11th) birthday prior to 31 December of the current calendar year and must be in the 3rdh or 4th Grade.d. All competing cheerleaders must have achieved their eighth (8th) birthday by December 31st of the current calendar year.
e. Exceptions to age will be considered by the Executive Board on a case-by-case basis. Requests for waivers of age requirements must be submitted in writing and signed by the league President. Included with the request shall be a justification for the request, a copy of the cheerleader’s birth certificate, and the league's registration form. These requests shall be submitted to the roster validation committee prior to the September meeting. The roster validation committee will review the requests and forward them to the Executive Board with their recommendation.
3. Grade Limits:
A cheerleaders must be in the eighth (8th) grade or lower to participate in Conference activities.
4. Roster SubmissionsRosters and supporting documentation shall be submitted in accordance with the by-laws and as outlined on the back of the roster form. A coaches roster listing a minimum of the head coaches name and phone number shall be submitted at the June Conference meeting.
B. Safety Rules 1. Rules MeetingA mandatory meeting will be held in the month of August of each year. Mandatory is defined as at least one coach, listed on the coaching roster, from each division is in attendance. The meeting will be to review with all of the leagues cheerleading coaches the rules of the NFHS spirit book, the SNEYFC cheerleading rules, the coaches code of conduct, and the expectations regarding roster submissions and other required paperwork.
2. General Safety Rulesa. An adequate warm up period including stretching shall precede all tryouts, practices, games, and competitions.
b. Jewelry is prohibited with the exception of religious or medical medals. If such medals are worn, they shall be taped to the body.
c. Corsages may not be worn while cheering, or pins of any kind may not be worn on the uniform.
d. Hair devices, which are safe and adequately secured, may be worn to keep hair away from a cheerleader’s eyes and face. Prong type fasteners are PROHIBITED.
e. Cheerleaders shall wear sneakers that are appropriate for cheerleading activities. Laces shall be tied and tucked in.
3. NFHS Rules
All SNEYFC leagues shall follow the current year's National Federation of State High School Associations Spirit Rules. The SNEYFC shall provide 5 copies of the current rulebook to each member league. Exceptions that are safety related for the different divisions of the SNEYFC are contained in these cheerleading rules. Where there is a conflict between the NFHS rules and the rules contained herein the SNEYFC rules shall prevail. It is the responsibility of the head coach to be knowledgeable of the NFHS and the SNEYFC Cheering rules and to insure that their assistants are appropriately familiar with both sets of rules. ALL squads are required to comply with these rules at ALL times including tryouts, practice, games, and competitions. Failure to comply with these rules may result in suspension of the coach, cheerleader, squad or entire league as determined by the Executive Board.
4. AACCA CertificationAll SNEYFC leagues shall submit a list of personnel who have a current AACCA certification and who are either coaching or assisting that league for the current year. Leagues shall have a minimum of one (1) AACCA certified person as required by the SNEYFC by-laws.
5. Coaches Clinic
All SNEYFC leagues shall ensure that the Cheer Director and head coach of each division (Senior, Junior, and Micro) attend the SNEYFC sponsored and/or approved coaching clinic. The attending head coach must be listed on the coaching roster that is to be submitted to the Executive Board no later than the June meeting. Leagues who fail to have each of the Cheer Director and head coach of each division, as listed on the coaching roster that Is submitted to the Executive Board attend the current season's SNEYFC sponsored and/or approved coaching clinic shall be disqualified from the SNEYFC Competition, and from doing any stunting at any SNEYFC functions (i.e. games etc.)6. Stunt Limitations
a. All pyramids and/or mounts are limited to two (2) persons high, meaning the top person is in direct contact with the base(s) who is in direct contact with the cheering surface.
b. Micro Cheerleading squads are limited to shoulder height and below stunts where contact is hand to foot. (Example: Micro Cheerleading squads may execute a half press or elevator position but may not execute a full extension stunt). Pushing the flyer above shoulders to settle in half position is allowed but bases elbows cannot lock out above shoulders on upward momentum. Teddy Bears (Straddle Lifts), Chair Lifts, Russian Lifts, Split Catch and Dead-man Lifts are all permitted because they are not hand to foot contact. Single leg stunts (ex. liberty, heel stretch, scorpion) may be executed from shoulder height (half press/elevator) or below at all levels.
c. The top person in any split shall be supported as required by current NFHS rules.
d. Suspended splits shall have continuous hand to hand, or hand to body contact.
e. Suspended splits shall stop at the shoulder level of the bases before being extended above the head.
f. Knee, seat, thigh and split drops are ONLY permissible when most of the weight is first borne on the hands/feet to break the impact of the drop.
g. Senior cheerleading squads may execute double base extensions, single twist dismounts from shoulder height (half press or elevator), and/or a pop skill dismount (ex. pop cradle with a ball out or toe touch) from shoulder height (half press/elevator) or below and liberty pyramid as defined below, only if the Senior Head coach has attended the current season’s SNEYFC sponsored and/or approved coaching clinic. Liberty Pyramid Definition: single legged liberty pyramid may be performed at shoulder level or below (half press or elevator) when braced on both sides by a half press; may the be pressed up to a full extension while maintaining continuous contact with each brace. h. Senior cheerleading squads are able to perform the straight ride pocket toss. Flyer is to remain in a pencil position during the toss and then cradle down. i. Junior Cheerleading squads are limited to double base extensions with hands on front spot, and below stunts, (i.e. all full extensions are required to have a front hands on front spotter) j. Front pendulums from a half are legal as long as, in addition to NFHS rules, there are 5 catchers and 1 additional back spotter. 7. Prohibited Stuntsa. Basket tosses are PROHIBITED.
b. Free falling flips or swan dives from any toss/pitch or pyramid/mount are PROHIBITED.
c. Toe and thigh tosses are PROHIBITED
d. Tosses to any split position are PROHIBITED.
e. Single base split catches are PROHIBITED.
f. Knee, seat, thigh and split drops are PROHIBITED, except as noted in section 6 Stunt Limitations above.
g. Tension drops are PROHIBITED.
h. A forward roll shall not be performed directly from a jump or upright stands. Dive forward rolls are PROHIBITED.
i. Back pendulums as defined by the NFHS rulebook are PROHIBITED.
j. Collapsible pyramids are PROHIBITED.
8. Dismountsa. During all catch dismounts; the catcher(s) shall maintain continuous eye contact with the top person.
b. All dismounts from shoulder height and above shall have at least one alert spotter.
c. For cradled dismounts requiring a head and shoulder spotter, that spotter shall not be involved in anything other than spotting. Micro and Junior Cheerleading Squads are prohibited from doing pop skills in to a cradle/catch dismount.
d. Only Senior Cheerleading squads who have met the requirements of section 6.g above may perform the single twist or pop skill dismount”. Single twist dismounts are permitted for seniors from shoulder height (half press/elevator) or below and must end in a face up position. Pop skill dismounts (ex. pop cradle with a ball out or toe touch) are permitted for seniors from shoulder height (half press/elevator) or below. Single twist dismounts or pop skill dismounts from shoulder height (half press/elevator) or below are permitted only if the Senior Head coach has attended the current season’s SNEYFC sponsored and/or approved coaching clinic.
e. Suspended rolls are permitted from multi-base stunts shoulder height or below in which:
1.) the top person is in a standing position, and
2.) the top person maintains continuous hand/arm contact with the original bases.
f. Knee, seat, thigh and split drops are PROHIBITED, except as noted in section 6 Stunt Limitations above.
C. Competition Rules
1. Competition Suspensions or StoppageAny member of the SNEYFC competition committee who is present at the competition shall be authorized to stop the competition or a leagues routine for an emergency. The competition committee shall decide if the competition shall continue and if a routine was interrupted where that routine will continue from (i.e. from the beginning, or from another logical point).
2. Coaching Rosters
a. Leagues shall submit a finalized roster of coaches for each participating division at the September meeting of the roster validation committee. There shall be a maximum of five (5) coaches per division allowed. This may be the same roster submitted earlier in the year.
b. All coaches listed on the roster must have read, and signed the coach’s code of conduct contained in Appendix F of the by-laws. Signed copies of the code of conduct shall be submitted with the roster.
c. Only the coaches on the roster shall be allowed to enter the competition free and enter the practice gym.
d. Failure to submit the proper roster information including the signed coach’s code of conduct may result in the disqualification of the coaches in question or the entire squad as determined by the Executive Board.
3. Squad Size
a. Teams may compete in either a small squad division (1-13 cheerleaders) or a large squad division (14-25 cheerleaders) but not both.
b. Coaches must declare in which squad size division they will compete their Micro, Junior, and Senior squads at the roster validation meeting. There must be a minimum of four (4) squads competing in each division, or the competition defaults to single division with a minimum of 1 and a maximum of 25 cheerleaders.
c. Alternates are not allowed.
4. Spotting
a. An alert spotter is required for all stunts shoulder height and above. The back spotter shall maintain constant visual contact with the flyer until the flyer has safely dismounted.
b. Spotters shall be considered part of the squad and count towards the 25-member limit.
5. Judging
a. The VP of cheering and one other competition committee member shall brief the judges on the SNEYFC cheering rules prior to the start of the competition.
b. Questions for the judges may be submitted from each league up to two weeks prior to the competition date. All questions must be submitted in writing to the VP of cheering. All questions will be answered prior to the competition.
c. Judges We select judges with the finest qualifications and with a variety of backgrounds, styles and affiliations. The judges are unfamiliar with the competing teams and routines. In the case that a judge is familiar with a team, has provided choreography, or is affiliated in some other way, that judge would not be allowed to judge. d. Judges decisions The judgment/decisions of the scoring judges regarding any areas of the competition are final and may not be protested or appealed in any manner. Great care is taken to ensure teams are not penalized without merit; therefore no penalty is assessed without careful review of all information on any questionable matter before the decisions for penalties has been finalized.6. Scheduling/Facility
a. The SNEYFC competition shall be scheduled for a date after the end of the SNEYFC regular season. It shall consist of three different sessions for each of the three divisions participating (Seniors, Juniors, and Micros). A separate exhibition will be held in October for the mini cheerleaders 7 yrs old and under.b. It shall be scheduled at an indoor facility that has a certificate of occupancy greater than or equal to 1500 people and has sufficient space for the performance of competition routines and warm-ups/practices. The SNEYFC board of directors shall approve the location submitted by the competition committee.
c. Practice time shall be determined by the distance each squad travels to the competition facility. Actual order of appearance for each division shall be determined by a blind draw at the October Conference meeting.
d. Competition shall be performed on a wrestling mat or an installed gymnastics floor measuring a minimum of 42 feet by 42 feet..
7. Timinga. All squads shall perform on the cheering surface provided.
b. Each cheerleading squad member shall start with at least one foot on the cheer surface.
c. Each team shall have no less than two (2) minutes and no more than two minutes, thirty seconds (2:30) to perform.
d. Timing will begin with the first movement, the first beat of music, or the first word spoken by any member of the cheering squad after the announcer has stated, "you may begin".
e. All squads are allowed music in their routines. The music segment must not exceed Seniors 90 seconds, Juniors 60 seconds and Micros 45 seconds.
f. Timing will stop when a squad gives a hand vocal signal that the routine is complete.
g. Time shall be kept by designated cheer competition members.
8. General Rules a. The only props allowed will be signs, poms and megaphones. Signs may be no larger than 2’ X 3’ and must be made of fabric, foam board or cardboard. No glitter is allowed and props may not be worn or attached to cheerleaders. Props may be used providing they are not hazardous and do not leave hazardous foreign matter behind. Penalty points will be assessed if props are walked on or are hazardous to spectators. Glitter will not be allowed under any conditions including on props, spectator signs, flowers or on any member of the cheerleading squad, their coaches or assistantsb. Sneakers for the competition must have non-marking soles and be compatible with the mats that the routines will be performed on.
c. Glitter will not be allowed under any conditions including on props, or on any member of the cheerleading squad their coaches or assistants.
d. No squad shall pay for a routine to be prepared by any professional organization or person(s) for the SNEYFC competition. D. Competition Scoring1. Scoring Categories
Each squad shall be judged in thirteen (13) categories. Judges will be assigned to score on specific categories with no judge assigned to score more than 25 points maximum. The table below shows the judge assignments and the maximum points that can be awarded for each of the categories.
2. Scoring Method Each Judge scores a specific category for the routine. This allows your routine to be scored in its entirety by each judge for accuracy and difficulty. Rules judges are separate and watch for infractions. Each routine is scored against the score sheet and its criteria. The final scores, once totaled should accurately reflect the proper placement of each team. 3. Scoring ConsistencyWe mention the following because scores can an will vary from judge to judge. Each judge's view of perfection will be different which translates into scoring inconsistencies. To make scoring more consistent, the following guidelines (Table 1) will be given to the judges prior to competition.Table 1. SNEYFC Cheer Competition Scoring Guidelines
