Reschedule rules
This is the procedure used in all divisions for rescheduling games:

Reschedule & Rainout Procedures

        In order to develop a uniform method and manner of rescheduling of games due to school functions and rainouts the following procedures shall be employed:

        1)Rescheduling of games shall be determined by the division president

        2)Games shall be rescheduled if a team cannot field a team of nine due to a legitimate school function. Legitimate school functions shall include major dances, concerts, plays, strawberry festivals and graduations.

        3)Rescheduling times are as follows:
           
           Thursday-7:00 major (if available), 6:00 all other divisions
           Saturday-5:30 all divisions
           Sunday-12:30, 3:00, 5:30 all divisions

         Rainout games shall be rescheduled to the next available rescheduling time slot.

        Rescheduled games shall be played within one week of the original scheduled game date. If the teams are unable to agree on an available time slot, the division president shall assign the next available game slot. When requesting rescheduling, managers shall provide the division president with a date acceptable to both team within the allowable rescheduling time.

        4)In the event of a forfeit, the non-forfeiting team need not be at the field ready and able to field a team. In the event that it is determined that a team has mislead another team or the division president about its ability or inability to field a team, that team shall take the forfeit.

        --Double forfeits are possible
        --Final decision regarding forfeit disputes shall be with the Board of         Directors


T-Ball Rules
T-BALL RULES

1.        Use a phone chain for rain outs. Rain outs will NOT be rescheduled.

2.        T-Ball is from 10-12 on Saturdays. Managers can elect to have one practice per week.

3.        The teams must be able to complete any inning they start. NO INNING will start after 11:45.

4.        Both teams should assist in setting up the fields.

5.        The home team is listed first, should use the 1st base dugout, and bat last.

6.        All girls will play. All girls will have fun.

7.        There will be no forfeits. All games will end in a tie. There will be NO score keeping.

8.        At the end of each game, all players and coaches will line up and shake hands with the opposing team.

9.        Both teams will pick up the field and dugouts.

10.        Catcher’s equipment may be big, but it is mandatory for all players to wear it when they are behind the plate.

11.        The manager will determine batting order.

12.        When the team is in the field on defense, all girls will be on the field. The infield positions will consist of a pitcher, a catcher, 1st base, 2nd base, 3rd base, and shortstop. The remainder of the girls will play behind the grass line of the infield.

13.        When a play is made and the runner is out, she will leave the base.

14.        Each runner will advance 1 base at a time. The last batter for the team at the end of an inning will run all the bases.

15.        Coaches will be on the field and in the batter’s box to assist the players with the basic fundamentals of the game.

16.        Players may be pitched to, if desired. It is recommended each girl may get three pitches. If she has not hit the ball after three pitches, she must use the tee.

17.        Remember this is a fun time for the girls to learn the great sport of softball. Teach them, encourage them, and enjoy the sport.

      


Mini-Minor Rules
MINI MINOR RULES

1.        Each girl will play defense a minimum of 2 innings. Five innings will constitute a game.

2.        No inning shall start after 8:00pm.

3.        There will be no more than ten girls on the field at one time. A game may be played with 8 players without penalty.

4.        Outfielders MUST play on the outfield grass.

5.        Offensive batting order will consist of all players on the team and remain intact throughout the game.

6.        Each batter will get a maximum of 8 pitches, the first 4 by the mini minor pitcher, and the next 4 by a designated adult pitcher from the batting team. Batter is out if not on base after 8 pitches. This includes foul balls.

7.        There will be no walks, except as indicated in rule 8, but if pitcher throws 3 strikes (whether called or swung at), the batter is out regardless of the number of pitches thrown (less than 8).

8.        A hit batter is awarded 1st base. (Umpire’s judgment)

9.        No stealing (or leading). Runners may not leave the base until the ball is hit. Runner may slide. (Coaches should teach proper sliding techniques)

10.         Only one throwing error per play. Runners may advance 1 base only on the first throwing error.   (Umpire’s discretion)

11.        No infield fly rule.

12.        When a team has scored 5 runs in an inning, that team’s turn at bat will be terminated. EXCEPTION: 5-run rule will not apply in the 5th inning or thereafter for either team.

13.         Coaches (limit 2) are allowed on the field at all times to instruct the girls. (If the ball hits that teams coach, play ends).

14.        The only people allowed in the dugout are: team, manager, 2 coaches, and 1 scorekeeper. If managers, coaches and scorekeeper are all men, one woman must be in the dugout during the game. All others associated with the team (parents, small children, etc.) are to be outside the dugout/playing field.

15.        An adult female MUST be present at each game and all practices.

16.        Uniforms must be worn at all times during the game. NO SHORTS!!!! NO open toed shoes/sneakers or platform sneakers. Sneakers or cleats must be worn.

17.        Ball is in play until the pitcher has it in any 8-foot radius of the pitcher’s mound or the ball is within an 8-foot radius of the pitcher’s mound.

18.        Due to a rain out or darkness, a regulation game will be 3 ½ innings if the home team is ahead. All suspended games (rainout or darkness) will be resumed at point of suspension. Lineups shall remain the same on resumption of games. Players not available may be replaced by any other available team player.

Minor Rules
ROTTERDAM GIRLS SOFTBALL LEAGUE
Amendments to ASA Playing Rules
MINOR DIVISION


1.    TEAMS
A.        Each team will field (10) players to start the game. The tenth position will be designated as short fielder.
B.        Each player must play defense at least 3 innings per game. Defensive changes will be made in the beginning of the 4th inning. When a violation is identified, it will immediately be corrected. EXCEPTION 1: Injury or illness during game: a player may be removed at any time because of injury or illness. If a manager has made all of her/his defensive changes, (s)he may choose a player to replace the injured or ill player in the field. No change in batting order will be made as a result of the girl’s removal from the game, the ill or injured girl is just removed from the batting order. EXCEPTION 2: Player is not present or available for play for full 3 innings may play less than 3 innings.
C.        If a team has 10 or more players, it must start and play the game with 10. Per ASA 1999 rule change (Rule 4, Sec. 1-d(1)), if a team has either 8 or 9 players at any time it will be allowed to start and/or continue with 8 or 9 players without penalty.
D.        There will be no designated hitter.

2.    PITCHING
A.   A Play week is defined as Sunday through Saturday
B.         Each pitcher may pitch no more than 6 innings in two consecutive games in one play week. (One pitch constitutes an inning pitched) EXCEPTION: A pitcher may pitch beyond 6 innings in one game without it counting. (extra innings due to tie)   Stat sheet will be provided for each game to be signed by both managers and turned in to the division president.
C.         Pitching distance between pitcher’s plate and home plate shall be 35 ft.


3.    RULES VIOLATIONS
A.        Alleged violations of Rule #1 (TEAMS) or RULE #2 (PITCHING) must be presented to the Division president within 24 hours of the end of the game.
B.        Confirmation of the rules violations will be handled appropriately and according to the League’s by-laws.   

4.    BATTING
A.        Offensive batting order will consist of all players on team and remain intact throughout the game. Girl leaving game early is not replaced and a girl entering the game late is added to the bottom of original batting order.
B.        The infield fly rule will NOT be called.
C.        A batter may NOT go to first base on a dropped third strike.
D.        The strike zone will be from the shoulders to the knees.
5.    BASERUNNING
A.        Ball is in play until the pitcher has it in her hand within an 8-foot radius of the pitcher’s mound.
B.        Each batter/runner may steal one base per batter, but may not steal home. (runner may not advance even if a play is made on her after stealing if she has stolen her one base)
C.        Distance between bases will be 60 feet.

6.    DEFENSE
A.        Girls designated as outfielders (left field, center field, right field and short field) will be stationed behind a line, which separates the outfielders from the infielders. The infield shall consist of a pitcher, a catcher, 1st base, 2nd base, 3rd base and a shortstop. An infraction prior to the pitch will be identified by the umpire and will result in an illegal pitch and the rules governing an illegal pitch will be applied.

7.    EQUIPMENT
A.        Size of the softball shall be 11 inches (ASA approved) instead of 12 inches.
B.        In addition to catcher’s equipment per ASA rules, catchers will wear a throat protector and ear protection.

8.    LINEUPS
A.        Each manager will give the opposing manager a lineup card.
B.        The lineup card will list all players and their numbers

9.    MISCELLANEOUS
A.        The only people allowed in the dugout are: team, manager, 2 coaches, and one scorekeeper. If manager, coaches and scorekeeper are all men, one woman must also be in the dugout. Any others associated with the team (parents, small children, etc.) are to be outside the fence.
B.        Intentionally throwing the bat – batter is out, ball is dead, player is out of game (umpire’s judgment).
C.        Base coaches may request time out only when coaching bases. The manager is the only one allowed to discuss plays, etc. with the umpire.
D.        Omit sections in ASA rule book pertaining to the glove.
E.        Double Forfeit – in the event that neither team can field a complete team (8 or more players), it will be called a double forfeit and considered a loss for both teams.
F.        No inning shall start after 8:30pm on an unlighted field.
G.        ASA re-entry rule will not apply.
H.         Any fly ball hit over the fence in fair territory is a home run regardless of field size.


I.        When a team has scored 5 runs in an inning, that team’s turn at bat will be terminated. EXCEPTION 1: home run over the fence – all runs count – inning ends. EXCEPTION 2: 5-run rule will not apply in the 6th inning or thereafter for either team.
J.        Games that are not considered regulation or regulation tie games shall be resumed at the point of suspension. Lineups shall remain the same on resumption of game. Players not available may be replaced by any other available team player.
K.        A regulation game shall consist of 6 innings
a.        A full 6 innings need not be played if the team second at bat scores more runs in 5 innings or before the third out in the last of the 6th inning.
b.        A game that is tied at the end of 6 innings shall be continued by playing additional innings until one team has scored more runs than the other at the end of a complete inning, or until the team second at bat has scored more runs in their half of the inning before the third out.
c.        A game called by the umpire shall be regulation if 4 or more innings have been played or if the team second at bat has scored more runs in 3 or more innings that the other team has in 4 or more innings.
d.        A regulation tie game shall be declared if the score is equal when the game is called after 4 or more complete innings or if the team second at bat has equaled the score of the first team at bat in the incomplete inning.                 
L.        Per ASA rule (Rule 4, Sec 9-B), any arguing of balls and strikes will constitute a team warning. Any repeat offense shall result in the ejection of that team member. A team member includes the players, manager, coaches, scorekeeper, substitutes, and anyone in the dugout.

Junior Rules
ROTTERDAM GIRLS SOFTBALL LEAGUE
Amendments to ASA Playing Rules
JUNIOR DIVISION

EXCEPTION 2: Player is not present or available for play for full 3 innings may play less than 3 innings.
C.        If a team has 10 or more players, it must start and play the game with 10. Per ASA 1999 rule change (Rule 4, Sec. 1-d(1)), if a team has either 8 or 9 players at any time it will be allowed to start and/or continue with 8 or 9 players without penalty.
D.        There will be no designated hitter.
