Parents' Code of Conduct
All parents/guardians who have children participating within the Pacific Coast Conference must abide by a Code of Conduct which includes the provisions that follow. Any violation of these rules may result in the revocation of privileges in the Pacific Coast Conference. 1. I/We agree to furnish proof of Birth - i.e. Birth Certificate, Passport or Military ID of applicant to the Association/Pacific Coast Conference upon request. 2. I/We agree to furnish a copy of the most recent school years Report Card to the Association/Pacific Coast Conference upon request. 3. I/We agree that my child will participate in the "Little Scholars Program" set up by the Pacific Coast Conference. (Kindergartners and Flag programs are exempt.) 4. I/We agree to be financially responsible for Association/Pop Warner equipment issued to applicant other than the normal wear and breakage during games and practice. Further, I/We will reimburse the Association/Pop Warner Conference for the loss and/or damage to said equipment. 5. I/We agree to not smoke on the practice or playing field, or in the presence of a gathering of the team/squad. (ex: after game/practice team/squad meetings.) 6. I/We agree to abstain from the possession and drinking of alcoholic beverages and the possession or use of any illegal substance at any Pop Warner function. 7. I/We agree not to deliberately incite or participate in "unsportsmanlike" conduct at any Pop Warner function. 8. I/We agree not to use abusive or profane language at any time at any Pop Warner function. 9. I/We agree not to criticize, belittle, antagonize, berate or otherwise incite the opposing team, its players, coaches, cheerleaders or fans by word of mouth or by gesture. 10. I/We agree to accept all decisions of the game officials, judges or Conference Officials as being fair and called to the best of their ability. 11. I/We agree to follow the proper Chain of Command when filing a complaint or voicing my opinion regarding any possible rule infraction or concern within the PCC organization. The Chain of Command will be as follows: A. The Head Coach or Head Cheer Coach of the team in your Association. (* If your complaint is regarding a Coach you may go directly to the League President.) B. The President or Cheer Director of your Association. C. A letter written to the Pacific Coast Conference (The Board of Presidents) (* If you go directly to National Pop Warner without permission, you will be removed from this Conference without the right to appeal. Article V - Rule 5.9 of the PCC Rule Book.) 12. I/We agree not to interfere with or come near the "Scale Area" at the football field, where the weigh-in and pre-game check-in is taking place with the Conference Commissioner. 13. I/We agree to take responsibility for any actions that violate this Code of Conduct by a guest or relative of attending parent/guardian. 14. I/We agree not to bring in food, drinks, or coolers into any stadium during a Pop Warner game. 15. Any act of disrespect from a parent/fan directed towards game officials/judges, or Conference officials, creating a disturbance either in the stands or on the playing field, or has to be ejected from the game, practice or event, by the Conference official or game official, the penalty will be handed down to that individual immediately by the Conference official, and the assessed penalty will not require a hearing to be assessed. However, any penalty assessed to any individual may be appealed in writing to the Conference Board of Presidents, within 72 hours from the time the penalty was assessed. The appeal will be handled in accordance with the National Pop Warner Administration Manual. Players' Code of Conduct 1. Be on time fully dressed and ready for practice at the designated time. Any violators will have consequences before and/or after practice. 2. You must wear your jockstrap, cup, and mouthpiece to every game and practice. Failure to wear any of these items will result in removal from the game by league officials. 3. Every day prepare yourself both mentally and physically for each and every practice. Stay focused on your responsibilities from start to finish. 4. No fighting, profane language, disrespect, or negative gestures will be tolerated at any time. 5. Remember you represent your parents, coaches, yourself and your team. Be smart and use common sense. 6. Horse playing, talking back to coaches or parents will not be tolerated. It is recommended that you respect your fellow players, coaches and parents at all times without question. 7. Be disciplined and responsible on every occasion at school, at home and at practice. Be responsible and you will see the positive results for many years to come. 8. Poor academic performance and poor citizenship in school will result in suspension from games and practice until improvement is made and the standards have been met. 9. Cursing and bad language will not be tolerated or permitted in practice, games or at any Pop Warner functions. Any violation will result in immediate suspension from games and practice. We have a very positive and reputable football program, and great coaching and administrative staffs. We also have positive and supportive parents. Let's dedicate ourselves from start to finish, day-in and day-out to make the Redondo/Beach Cities Football program the best in the conference. With willing spirit and teamwork we can accomplish any goal. Cheer Code of Conduct 1. REFRESHMENTS: I. The following items WILL NOT be allowed at any practice: a. Gum b. Candy c. Soda d. Sunflower Seeds 2. CLOTHING: I. All participants will arrive at practice wearing the proper clothing and equipment which includes: a. Low-top tennis shoes b. Long, loose-fitting pants (sweats are best) c. Regular length top should be long enough to tuck in pants d. Comfortable, loose-fitting jacket, sweater or sweat shirt (sweat shirt is preferred) II. The following clothing items are NOT to be worn to any practices: a. Shorts (except on days where the temperature exceeds 85 degrees) b. Jeans c. High-top tennis shoes d. Short or crop tops e. Bathing suit tops f. Jewelry of any kind g. Any portion of your game uniform, including shoes 3. HAIR: I. Hair MUST be worn pulled back from the eyes and off of the neck. A ponytail at the crown of the head or French braid is the best. II. The following items WILL NOT be worn in the hair: a. Large barrettes b. Ribbons c. Large bobby pins 4. ATTENDANCE: I. No more than two (2) consecutive absences will be allowed or participant will be subject to disciplinary process as outlined. II. No more than two (2) consecutive weeks with absences will be allowed or participant will be subject to disciplinary process as outlined. III. Participants who are late in excess of ten minutes will be counted as an unexcused absence, and will be subject to further disciplinary action if it continues to occur throughout the season. IV. It is the responsibility of each individual participant to notify the cheer coach when she will miss or be late for a practice. Notification will be done in the following manner: a. Telephone the cheer coach a minimum of two (2) hours prior to the scheduled practice time. b. Give the reason, in detail, as to why you are unable to attend practice. V. The following methods are UNACCEPTABLE methods of notifying your coach: a. Telling another member of the squad. b. Leaving a message with anyone other than adult cheer staff. VI. The following are UNACCEPTABLE reasons for missing or being late to practice: a. Social plans. b. Work obligations (i.e. baby-sitting) c. Other sports participation d. Not feeling like it e. Not able to locate proper clothing VII. The following are acceptable reasons for missing or being late for practice: a. Illness b. Injury (it is suggested you attend if possible, but not participate) c. School activities (with prior arrangements/notification) d. Family obligations (with prior arrangements/notification) VIII No Participant shall have personal friends attend practices with her. Should anyone bring a friend to practice with her, she will be asked by the cheer coach to leave. Failure to do so could result in disciplinary action to the participant. 5. WARM-UPS: I. All squads are to warm-up and stretch not less than ten (10) minutes prior to beginning practice or at the start of a game. II. No participant will be subject to running laps, either as a warm-up activity or as a disciplinary measure. 6. GAME RULES: APPEARANCE I. All girls shall arrive for their regularly scheduled games at the appointed time in the approved uniform and in possession of all required equipment. II. All participants shall arrive for their regularly scheduled game with their hair in one of the following manners, as agreed by the individual cheer coach/squad. a. Ponytail b. Bun c. French Braid III. Participants WILL NOT be allowed to wear the following items to any game: a. Heavy make-up b. Jewelry of any kind (do not have ears pierced during the season, you will not be allowed to wear your earrings to any game or Pop Warner function.) c. Nylons stocking or tights (unless approved by cheer coach) d. Hats (unless it is part of your uniform) e. Unauthorized items such as jackets/sweat shirts, etc. 7. MANNERS/RULES OF CONDUCT: RESPECT I. All participants will remain QUIET when receiving instructions from any adult staff. Questions will be indicated by the participant raising her hand and waiting to be identified. II. Failure to pay attention to instructions or discussion led by an adult staff member, will be subject to the disciplinary process as outlined. III. No abusive or foul language, or obscene gestures will be tolerated at any Pop Warner function. IV. All adult staff members will have full authority to demand the complete cooperation of each participant. Each adult staff member will have full authority to enforce the disciplinary process. CONFRONTATION I. If any participant is experiencing any difficulties with another squad member, you should report the problem to the Head cheer coach. If she cannot solve the problem then it should be reported to the City Cheer Director. II. No participant will verbally antagonize or accost any other participant, whether they are from an opposing squad or someone within their own squad/city. Doing so will result in an immediate: a. One-week suspension b. A second offense will result in suspension for the remainder of the season and review by the Executive Board prior to re-entry into the program. III. Physical confrontations (i.e. pushing, shoving, hitting, etc.) WILL NOT be tolerated for any reason. No participant or staff member shall physically accost or harm another participant or member in any way. Doing so will result in: a. Immediate suspension of the participant or adult staff member. b. Re-entry into the program will be subject to review of the City Board of Directors. 8. TRANSPORTATION: I. Transportation to and from practices and games or any Pop Warner function is the responsibility of the participant and/or the parents of the participant. II. Practices end promptly at 8:00 p.m. Any participant who has not been picked up by 8:15 p.m., the parent will be charged a $5.00 baby-sitting fee for every 15 minutes late. All fees not paid by the end of the season will result in the participant not receiving her trophy and possible re-entry into the program the following year. All checks must be made to the league, not to any individual. 9. DISCIPLINARY PROCESS: I. First Offense: Warning The participant will be warned immediately and asked to cease whatever activity/action she is engaging in. II. Second Offense: Benched If the participant has been previously warned by ANY staff member, the participant will be removed from participation with the squad for the next regularly scheduled game and all practice prior to that game. The participant will however, as part of the disciplinary process, attend practices and remain on the bench in order to observe the activities. The participant will also attend the game for which she has been benched, in full uniform, and observe it from the bench. III. Third Offense: One Full Week of Suspension A third offense of any nature will result in a full week of suspension. While on suspension the participant will not be allowed to attend any practices or games. If the participant attends any game in her uniform following her suspension, she will be immediately suspended for the remainder of the season. IV. Fourth Offense: Suspension for the Remainder of the Season A fourth offense of any nature will result in immediate suspension for the remainder of the season. Additionally, the participant will be subject to prior approval before re-entry into the program for the following season. Note: When a participant is suspended for the remainder of the season you will have ten (10) days in which to return the uniform and all items belonging to the Association. Failure to do so will result in court action at the parents expense. Coaches' Code of Conduct All personnel, coaches, football and cheer, will abide by a Code of Conduct which includes the provisions that follow. Any violation of these rules may result in the revocation of coaching or personnel privileges in the Pacific Coast Conference. PERSONNEL & COACHES SHALL: 1. Never smoke and/or use smokeless tobacco at any Pop Warner function. 2. Always abstain from the possession and drinking of alcoholic beverages and the possession of any illegal substance at any Pop Warner function. 3. Never verbally abuse or critize players/cheerleaders in front of spectators during game situations, but reserve constructive coaching/teaching for later, in private, or in the presence of team/squad members if others might benefit. 4. Never criticize, belittle, antagonize, berate or otherwise incite an opposing team, its players, coaches, cheerleaders or fans by word of mouth or by gesture. 5. Never use abusive or profane language at any time. 6. Always accept decisions of the game officials and judges on the field and in competitions as being fair and called to the best ability of the officials. 7. Never protest an official's call in an aggressive demonstrative manner which might incite violent or aggressive fan involvement. 8. Always emphasize that good athletes must strive to be good students and be both physically and mentally alert. 9. Always strive to make every football/cheerleading activity serve as a training ground for life, and a basis for good mental and physical health. 10. Always remember to treat each player as an individual, remembering the large spread of emotional and physical development for the same age group. 11. Always place the emotional and physical well-being of our players/cheerleaders ahead of any personal drive to win. 12. Always emphasize that winning is the result of good teamwork. 13. Never engage in excessive sideline coaching and never leave the bench area to shout instructions from the sidelines. 14. Together with team officials, be jointly responsible for the conduct and control of team fans and spectators. Any fan who becomes a nuisance and out of control will be asked to leave. Remember your team and fan reaction will be in step with your reaction. 15. Never "pile it on;" or encourage your team to get a commanding lead and raise the score as high as you can. If there is a big lead, every effort shall be made to let all players play. 16. Never receive any payment, in cash or kind, for services as a coach in Pop Warner Football/Cheerleading. 17. Never permit or encourage "sweating down" tactics in order for a player to make the team weight. 18. Never permit any ineligible player to participate in a game. 19. Never deliberately incite or participate in unsportsmanlike conduct. Instead, always lead by example, demonstrating fair play and sportsmanship to all of my players/cheerleaders. 20. Always remove from a game or practice any participant when even slightly in doubt about his/her health, whether or not as a result of injury, until competent medical advice is available. 21. Always accept any P.C.C. officials' decisions as binding and refrain from open aggressive dispute in public. 22. Always uphold all of the Rules and Regulations of National, P.C.C., and Association regarding Pop Warner Football and Cheerleading. 23. Always remember that you are a youth coach or volunteer, and that the game/program is for the children and not the adults lust for glory. Goals & Philosphy of the Pop Warner Program Pop Warner Football is an international program operated for the benefit of its youthful participants. since 1929, the program's philosophy has been: academics and athletics go hand-in-hand. At every level, Pop Warner Football seeks to develope well-rounded young men and women who learn not only the fundamentals of football or cheerleading, but also the importance of education, in an atmosphere conducive to developing sound mind, body and character-and having a good time along the way! The general objectives of Pop Warner Football are to inspire the ideals of sportsmanship, scholarship, and physical fitness as reflected in the life of the late Glenn Scobie "Pop" Warner. Pop Warner strives to make the game "fun" for all boys and girls. Coaches must constantly keep in mind the ages of the participants. The program stresses learning lessons of value far beyond the playing or cheering days of the boys and girls involved, such as: self-discipline, teamwork, concentration, friendship, leadership and good sportsmanship. With such goals in mind, and by providing an opportunity to participate in an organized, supervised environment with emphasis on maximum safety and participation, Pop Warner Football offers young men and women a unique experience. |
