In addition to FIFA Rules

PEE WEE RULES
1)        Players Equipment
Patriot Soccer Uniform Shirt – Red for the Home team, White for the Visitors        
Patriot Soccer Uniform Shorts – Blue athletic shorts (no cut off shorts,
Baseball or football clothing)
      Shin guards – Must be worn covered by long soccer socks
      Footwear – cleats or sneakers (cleats must not be metal or cleat in the front
of the shoe)
      Goalie – Must wear different colored shirt (black, yellow etc.) or create a
                 jersey for the team        
        Ball – size 4
        
        The shorts and the uniform top must be worn on the outside over other
                 clothing (sweat shirts, sweatpants). There are to be no zippers or hoods
                exposed or worn over the jersey. Hoods must be tucked in under the
                jersey

If a child does not conform to the above rules, they cannot play until they are dressed appropriately and conform to the rules listed above. The situation once fixed will, the player will check in with the referee

2)        Players
Girls – six field players and a goalie
Boys – six field players and a goalie
Minimum amount of players to start a game is 5 (total)
Substitutions – must receive permissions by the referee
Substitutions may be made on a
a)        goal kick by either team
b)        throw in by either team
c)        injury
        Substitutions are never allowed on a free kick or a corner kick

        Goal Keeper –
                May use their hands inside the 18 yard box
Must restart play within 6 seconds (six second rule) after
a save by throwing, punting or rolling the ball
If goalie puts the ball in play, they cannot touch the ball with their hands until the ball is touched by opposing team (must use feet as field player)
Outside the goalie box the goalie must use feet only as a field player         

BANTAM RULES

GAME TIME
1)        Field of play – set up based on schedule
        Field must be lined
        Nets must be secured to posts and cross bar (no holes between net/post                        / cross bar
        Flags must be in corners
            Referees must arrive 15-20 minutes prior to the game to inspect the field. Coaches should not arrive 5 minutes prior to game time to set up field.
        Please make note of this on voucher which coach was late.

2)        Start of Game
Player inspection – no hard objects in hair, any watches or jewelry allowed
        Player must be in proper uniform (shin guards, socks and proper
         foot wear)
Coin Flip – Visitors pick heads or tails. If visitors win, they get the ball.
        The Home team chooses which side of the field. If Visitors lose the toss,
        they decide which side of the field to defend.
Kick Off – Ball must not be touched twice (consecutive) by the same person
        on the kickoff.
        Players must be on their half of the field during a kick off.
        Opposing players must stay out of the circle until the ball is touched.

3)        Scoring
Ball must go over the goal line in total for a goal to count. Restart is kick
        Off by the other team.

4)        Throw Ins
Ball must go fully over the touch line. If the ball does not go fully over the touchline, a re-throw by the same team is necessary to resume play. Both feet must be on the ground at the time of the release for a legal throw-in.         
Ball cannot be touched twice (consecutive) by the same person
        on a throw in

5)        Goal Kicks
Ball is kicked over the goal line by the attacking team. Restart is goal kick
        by the defending team. Ball is placed on six-yard line with no one entering
        the 18-yard box during the kick. Ball must leave the 18-yard box before
         anyone is allowed to touch the ball.

6)        Corner Kicks
Ball is kicked over the goal line by the defending team. Restart is Corner kick
by attacking team. Ball cannot be touched twice (consecutive) by the same person on a corner kick. No one can hold the flag during a corner kick
7)        Fouls
The referees of Patriot Soccer will enforce all fouls and penalties under the FIFA LAWS OF THE GAME and LONG ISLAND JUNIOR SOCCER LEAGUE

EXCEPTIONS TO THE FIFA LAWS OF THE GAME and LONG ISLAND JUNIOR SOCCER LEAGUE ARE AS FOLLOWS:

Pee Wee Division:
1)        Direct kicks are to be indirect kicks (2 touches to score)
2)        Penalty kicks for fouls committed inside the 18 yard box by the defending team are INDIRECT KICKS PLACED ON THE 18 YARD LINE AND ARE TREATED AS INDIRECT KICKS (2 TOUCHES TO SCORE)
3)        Hand balls – Self protection is not called and is at the discretion of the
Referee
        4) Slide Tackle – Slide tackles are not allowed in the intramural program. The
         player will be warned and will be treated as Unsportsman like conduct

        
8) Game Duration
        Pee Wee and Bantam games have 30-minute halves with a 5 minute half
         time. I would strongly suggest you whistle halftime over at 3 minutes and
         take the field ready to resume the game.
If the game is delayed from the original start time for any reason (not enough
        Players or field not set up) take the total amount of time and divide by 2
and subtract from 30. This is the time the players will play in BOTH
HALVES of this game. EXAMPLE : Game is to start at 9 am. You do not have enough players to start the game. At 9:10 am you have the minimum amount and the game is started. Both teams will play 25 minute halves.
It is very important that you begin and end on time!


9) Injury
        If the referee deems the injury is important enough to stop play, the coach
may be given permission to enter the field of play. Parents are not
allowed to enter the field of play. If parents do enter the field of play, the
coach is given a yellow card and instructed on why.


10) Sportsmanship
Cheering on your team is acceptable. Abusive behavior toward players,
        Parents, referees or coaches are unacceptable. The coach is in charge of
        parents and his players and keep them under control. Failure to keep
        parents or players under control may result in a yellow card.
Running up a score – It is the responsibility of the referee to warn the coach of running up scores before the goal differential is 4. The Members of the Board will not tolerate a coach
        Running up a score: A five goal differential is the guideline at most.
        The offending coach must be informed about the five goal rule. Solutions
        Are – put the best player in goal, 5-7 consecutive passes untouched by
         the other team, left footed or weak footed passing, 5 consecutive passes
        on your side of the field prior to leaving your side of the field.

        


End of game – Congratulations between teams for a well played game.
        This is usually a quick hand shake between the teams.
        Unacceptable situations
1)        spit on hand(s) prior to hand shake
2)        punching opposing player
3)        offensive language / derogatory comments
                For each of the items listed above the coach will be notified of the problem
                 and identify which player by number. If there are multiple players and
                 they can not be identified, the coaches are informed. The referee should
                prepare a field report to inform the Director Of Referees. This information
                 will be forwarded to the proper board member for resolution.


11) Referee Uniform
        Black Shorts – you must purchase
        Black Referee Shirt – club supplied
        Whistle – club supplied
        Referee Cards – club supplied
        ANY ADDITIONAL CLOTHING MUST BE WORN UNDER THE REFEREE
         UNIFORM. There are to be no zippers or hoods exposed or worn over the
                jersey. Hoods must be tucked in under the referee uniform.


12) Problems with coaches, scores or unable to referee the games
        assigned please contact Alex Sardi at 631-422-6036.
When leaving a message on the phone, please speak slowly, leaving your name, phone number, and a brief description of the problem.


13) Cancellation of Games
        Coaches can not cancel or reschedule a game without Patriot Soccer Board
                approval.
        Referees can cancel a game if it is thundering and lightening. Please contact
        Alex Sardi @ 422-6036 to inform which games were cancelled.











Advice to ALL Referees
Whistle Use
1)        Blow your whistle for each restart of play (throw in, corner kick, goal kick,
After a goal, restart of the game, foul, halftime etc..). Remember these players are learning and are taught to continue play until they hear a whistle.
2)        Blow you whistle with authority (LOUD) as the players and coaches can
hear on the different fields. The players will differentiate your whistle from
                others they hear.

Flags
        Flag persons are no longer used since moving to the Two Ref system.

Vouchers
        Vouchers are to be totally filled out including date, field time, score and type
         of game as well as being signed by both coaches. If a coach refuses to sign, contact Alex Sardi after leaving the field        (Pee Wee or Bantam).

Payment of Referees
        Payroll will be completed and referees will be called. Money is to be picked up in a timely manner.
                                


Referee Pay Scale
Effective the Fall 2006 outdoor season:
        Senior Referee                $15.
        Regular Referee                $13.
        Training Referee                $10.
