This site is for Referees who belong to the Eastern Pa. Soccer Association. These Soccer Officials are based out of the Philadelphia area.

The dates for the coming year are as follows:
March 21st; April 18th; May 16th (test night); Aug 22nd; Sept 19th; Oct 17th and Nov 21st.

2012 Clinic Registration
The schedule for the 2012 Clinics is posted and registration is open for the 4 clinics Intermediate Clinics in February. The training hours and test count towards 2013 registration.
The Intermediate Clinics are for Grades 8 & 9 and any Grade 15 & 16 who are still working games.
Registration for the clinics must be done online through Constant Contact and payment is done through PayPal. You do not have to have a PayPal account to make payment. The cost for the Intermediate Clinic is $30.
*You must input your USSF # in order to register.

Grade 9 & 2011 Grade 8 Referees
All currently registered grade 9 referees must attend an Intermediate Clinic in 2012 to obtain 5 hours of training and pass a refresher test in order to be allowed to re-certify with USSF in 2012
If you became a Grade 8 referee in 2011 (your USSF # starts with 2011-XXXX-XXXX-XXXX), you must attend an intermediate clinic in 2012 in order to register for 2013.
2012 USSF Re-Certification
All referees who were registered in 2011 must apply on-line with USSF for Re-Certification. Any referee who applies after Jan 1, 2012, will pay a late fee.
If you have not fulfilled your training requirements, do not apply. Your application will be not be approved at the State Level.

- Be sure to put the ''R'' in front of your USSF # for your USER ID. It should be R################ (R followed by 16 numbers)
- Only click on "New User" for people who never have been a referee. If you click here when you should not, you will be told "that you must be a registered referee" after you complete all the information.

Policy R-1Subject: Referee Fee Reimbursement
Affiliated member leagues are to instruct their teams that referees are to be paid their full fee at the designated site of a game at or before the scheduled kick-off time, if a game is cancelled for any reason, absent the referee declaring the field unplayable, less than three (3) hours prior to the scheduled game time.
If any of the referees are not paid at the field, the league in question is responsible for fully compensating any unpaid officials within two (2) weeks of the date on the referee’s report submitted for that match. In this situation, the referee’s report shall be considered a formal claim for the referee fees due to the officials assigned to the cancelled match.
Pursuant to Article X, Section 3 of the EPSA Bylaws any referee, that has not been compensated within thirty (30) days by a member league for a match he/she arrived in good faith to officiate, may file a written delinquency claim with this Association to collect the unpaid fee. This claim must include a copy of the original referee’s report, and any additional correspondence sent to the league in question concerning the delinquent fee.
Upon receipt of such a delinquency claim by this Association, the league in question will automatically be subject to the assessment of a fine as stipulated in a schedule of fines recommended by the EPSA Executive Committee and approved by the Council.
