O.C.B.O.A. RULES AND POLICES BOARD 180 O.C.B.O.A. RULES AND POLICES BOARD 180 1. Under the FIVE- POINT PROGRAM approved officials are those who: A. Observe the constitution and bylaws of their local and state officials organization. B. Attend interpretation meetings and clinics of the local organization each year. C. Give satisfactory evidence of proficiency in the mechanics of officiating and of competent performance related to the specific sport. D. Pass the National Federation, State, or other approved rules examination. E. Are listed with NYSPHSAA, INC. Executive Director. 2. MEETING REQUIREMENTS / 5- POINT PROGRAM PER SEASON A. You must meet all requirements of the 5-Point Program to be eligible to work games. B. You must attend ( 4 ) out of the scheduled ( 5 ) meetings, plus attend Clinics/ Multi-Scrimmage 1. Meeting dates and additional sectional meetings are posted before the season. 2. You must attend an interpretation meeting for each group you officiate Boys/Girls. 3. Make up missed meetings by attending ( Make-Ups ) or other section meetings. C. Only emergencies and pre-approved absences will be accepted by the Executive Board. 1. Any and all absences must be explained in writing to your sectional chairperson. 2. Working, OR working as an official is not an excuse for a missed meeting. 3. You will sign in with your sectional chairperson, or designee before or near the end of the meeting to validate attendance. 4. In emergencies ( If Possible ) you are to call your sectional chairperson. D. Missed Meetings ( Without approved excuse ) Will Result In Fines, or Suspensions. 1. One missed meeting may result in a fine, $ 25. 00 . 2. Two missed meetings may result in one to two weeks suspension, or fine of $50 . 3. Three missed meetings may result in suspension. ( Not In Good Standing ) 4 Any suspensions will be sent to the Coordinators Office(Member Not In Good Standing) 3. OFFICIALS CONDUCT: A. Members shall conduct themselves at all times in a professional manner in relation to: 1. Other OCBOA members and fellow officials of other sports. 2. Players, Coaches, Fans, Game Management and Section IX Officials. B. Any violations of official conduct will be brought to the attention of the Ethics Committee for review in accordance with the OCBOA Constitution. C. CORRESPONDENCE will be handled by the President and / or Interpreters. All members shall refrain from reporting or discussing OCBOA business with: A. The Media B. Coaches, Athletic Directors C. Section IX Officials D. Contact with Athletic Coordinator’s office regarding updating availability and scheduling is permitted. ( Do not call on a daily basis ) D. COACHES CONDUCT: Officials who throw out or issue ( 2 ) or more technical fouls for un- sportsman like conduct to a player, head coach, assistant or bench personnel must notify the Athletic Assignor’s Office by the following day with a copy to the President of OCBOA. 4. UNIFORMS AND EQUIPMENT: A. Girls Uniform: 1. Black NYS approved jacket with official NYSGBOA patch on left breast. 2. Black and white pinstriped NYS approved V-Neck shirt. The shirt with the thick black stripe is not the official shirt and SHOULD NOT BE USED. A. To be worn inside pants B. No patch C. 2” X 3” Flag ( 2” up on left sleeve ) 3. Black dress slacks ( no jeans / corduroys, or sweat pants ) 4. Black shoes -no markings ( with black shoestrings ) 5. Black socks 6. Black belt / or belt less 7. Black whistle with black lanyard / smitty Revised: 4 / 09

Black and white pinstriped NYS approved V-Neck shirt with IAABO patch On left breast. 2”x 3” Flag to be worn on back of shirt (2” down from top ) 3. Same as 2a and 3 thru 7.… 5. GROUP RANKING, RATING AND EVALUATIONS: A. All officials within the organization will be ranked in specific groups ( 1-4 ) 1. Group ( 1 ) officials will be eligible to work all levels. 2. Group ( 2 ) officials will be eligible to work JV, Modified and Freshman. ( May work Varsity games if assigned ) 3. Group ( 3 ) officials will be eligible to work JV, Modified and Freshman games. 4. Group ( 4 ) officials will be eligible to work Modified and Freshman games only. 5. Acceptance of games you are not eligible to work will result in a game fee fine. A. You are not to work two( 2 ) contests in the same day/ pertains to JV & Var. Emergencies as identified by the Athletic Coordinator’s Office are the only exception to the rule. ( You must notify your President upon acceptance of the game ) B. Movement of officials between groups is based on end of the year ratings, which include: OCBOA, Coaches and Athletic Coordinator’s ratings. 1. All group 2 & 3 ratings compiled by OCBOA must be provided to A.C. by April 14th. 2. RATINGS: Group ( 1 ) ratings are done by the Orange County Coaches 80%, and the Athletic Coordinator’s 20% ( Used for Sectional Assignments ) 3. Rating and evaluation program shall be completed by the assigned evaluator and or other designated officials. New apprentice officials send evaluations to their Interpreter ) A. Group ( 4 ) provisional evaluations go to the boys & girls Interpreter. B. Groups 2 & 3 evaluations go to the President. C. The President and the Interpreters will compile all internal evaluations and use it for OCBOA 40%, and turn it over to the Athletic Coordinator’s Office by April 14th . 6. GAME RESTRICTIONS: A. You can only work ( 6 ) total games Home & Away for one school team. Scrimmages Okay 1. This pertains to JV and Varsity Boys & Girls games only. B. You cannot work games involving a School District where currently: 1. You have children attending grades 7- 12 . 2. You work, teach or coach. C. You must work a minimum o f ( 8 ) OCIAA games to be eligible to advance to the next group ( 10 to be eligible to work Sectional Games ) 1. Injury / Non-Rating ( NR ) can only protect you in your present group for one year. 2. If you fail to work any OCIAA games in one season, or if you have a Non-Rating ( NR ) for two ( 2 ) or more years: ( You will be subject to drop one group level ) D. You must only work with certified officials. 1. You must work only with officials eligible to work specific gender Boys / Girls. E. GAMES PLAYED DURING SEASON: 1. Any Section IX scrimmage, non-league or league game being played during the season will be officiated by the Board of that County. If the game is being played in Orange County, the Orange County Board would officiate the game. If the game was being played in Sullivan County, the Sullivan County Board would officiate the game. Re. NYS Territorial Rights. 2. Playoff For Divisional Title: ( After Regular Season ) Post season play will be officiated by one official from each board involved. ( No matter where the game is being played ) If a third official were necessary, it would come from the board of the host territory. 7. MEMBERSHIP DUES: Annual dues for the following year shall be recommended by the Executive Committee and voted upon by the general membership no later than the January business meeting. Members shall be required to pay all Dues, Fines and Assessments by March 1st …. |
