Division and Age Qualification: 2002 "Winter League"
Bell/Raptor - 9 years old and under - born July 1, 1992 or later
Tykes - 11 years old and under - born July 1, 1990 or later
Peewee - 13 years old and under - born July 1, 1988 or later
Bantam - 15 years old and under - born July 1, 1986 or later
Midget - 17 years old and under - born July 1, 1984 or later
Juvenile - 20 years old and under - born July 1, 1982 or later - Unfortunately due to lack of teams, this division remains inactive this year.
Premier - 25 years old and under - born July 1, 1976 or later
Girls - 20 years old and under - born July 1, 1984 or later


Player Eligibility
1. An ELIGIBLE PLAYER is a person that is of Filipino descent or at least of 50% Filipino ancestry (one of the parent is a Filipino).

2. The player must show an original copy of proof of age and identification. A photocopy of the same document, picture of the player, and a signed WAIVER OF LIABILITY must be submitted at least three weeks prior to the start of the season. Any of the following document will be accepted as proof of age and identification: Birth Certificate, Passport, Baptismal Certificate, and Driver's License.

3. All players must be within the age bracket of the division they are participating. A younger player can play in an older division of choice.

4. The player can only play in one division.

5. The final team lineup is enforced Thursday before the league opening date.

6. All divisions are allowed to have two (2) non-Filipino on their lineup.
    a. A non-Filipino player who stopped playing for a seson or more do not lose his/her eligibility to play.


House Rules
1. An offical team uniform (at least the top jersey) must be worn during the game. Non compliance means the offending player will not be allowed to play.

2. Team lineup with shift schedule must be submitted to the offical game scorekeeper three minutes before the game is to begin.

3. Playing time for Tykes and Peewee (applicable to teams with 15 players or less)
Each eligible player must have played once in the first three shifts and once more in the next three shifts. Coaches are required to provide equal playing time to all eligible player on the team roster. Violation of the rule will be a bench technical foul with two points awarded to the offended team.

4. Teams are not required to provide equal playing time for all players in overtime period.

5. "Faking an Injury" and "Not Dressing a Player"
The equal playing time rules were formulated in the best interest of the children playing the game. It is expected that each coach will respect the intent of the rules and adhere to them. (See Disciplinary Rules)

6. Applicable to Tykes and Peewee Division only:
Full court press is only allowed during the open substitution but not during the regular shifting, 1st offense is a warning, 2nd offense will be a team technical foul with two points plus ball possession is awarded to the other team.

7. "Drop Back" rule at all division:
If a team is winning by twenty or more points, they must drop back behind the ten second line to allow the losing team to dribble the ball unimpeded and establish front court status. If after two warnings the team still continues to press at the top of the ten second line, a bench technical foul will be given to the offending team and TEN (10) points awarded to the other team's total score.

8. Only three non-playing members (coach, assistant coach and team manager) and players are allowed to sit on the team bench. Any other people will be asked to leave and a bench technical foul is assessed to the offending team. Two points will be awarded to the other team's total score.

9. Applicable to Bantam, Girls, Midget and Juvenile and Premier only: Only the team captain or co-captain on the floor can approach the game officials for any clarification of the rules.

10. Two free throws plus ball possession will be awarded to the opposing team for each player, team or bench technical fouls if applicable.

11. Players are not allowed inside the playing area to cheer their team. First call will be a warning. Second call will be a bench technical with two free throw. Who ever got the ball possession before the technical still retain the possession.

12. Any protests shall be filed to the commissioner or deputy commissioner by the team coach before the start of the game, or after the game before the game officals sign the score sheet. Any protest after this will not be entertained.

13. If applicable, a team can only have a mximum of two (2) non-Filipino player on their roster.

14. A team can only play one (1) non-Filipino player on the floor at a time. If a non-Eligible player was the only available player on the bench to fill in on the floor, and the other non-Eligible player is already playing, then he or she can only come in for the other non-eligible player.

15. The minimum number of players on the floor for each team is four. If the team can only fill in three player on the floor at any time the team has to forfeit the game.

16. Only the club GM's could file a written complaint to the league commissioner.

17. All GM's, Team Managers, and team coordinators are responsible for the strict compliance of all the house rules.

18. A handshake is mandatory after every game for show of sportsmanship.

19. All applicable National Federation of High School Rules applies.

20. The only numbers that are permitted on uniforms are those that are allowed under the N.F.H.S. basketball rules. A number is valid if each digit in that number can be represented by one hand. The number 00 is considered a valid number.


Elimination Round Rules & Regulations
1. Each game will be played in shifts accordingly:
    Tykes: 7 shifts @ 5 minutes each - last 5 minutes open substitution
    Peewee: 6 shifts @ 5 minutes each - last 10 minutes open substitution
    Bantam: 4 shifts @ 5 minutes each - last 20 minutes open substitution
    Girls: 4 shifts @ 5 minutes each - last 20 minutes open substitution
    Midget: Entire 40 minute game open substitution
    Juvenile: Entire 40 minute game open substitution
    Premier: Entire 40 minute game open substitution
Last 3 minutes stop time including time outs.
Note: All games have running time even during shift changes except as indicated.

2. Player Substitution:
a. 5 new players every 5 minute shift when applicable.
b. No player is allowed to play 2 conscutive shifts, except when the next shift is the open shift.
c. Violation of the above will be a technical with five points awarded to the opposing team's score plus ball possession and the proper shift change restored.

3. A minimum of 8 players per team can officially start a game for Tykes, Peewee, Girls and Bantam divisions. A miniumum of 5 players for Girls, Midget, Juvenile and Premier division can start the game.

4. If a team only got five (5) players to start the game, four (4) of the five players must be eligible player. If two (2) of the five players were non-Filipino, the team won't be allowed to play and the grace period will take effect. This rule is also enforced during Play-off round.

5. Games are to start promptly as per schedule. A grace period of 5 minutes will be given to the team with less than the minimum players required. A team with less than the minimum players after the grace period automatically forfeit the game. Both teams will be allowed to use the alloted time to practice or play an exhibition game.

6. For Tykes, Peewee, Girls, and Bantam divisions only. Addition to the team lineup after the game has started will be a technical foul. Only one technical will be assessed to the violating team even if the infraction is more than once. Two points is awarded to the other teams's score. No addition to the line up is allowed in the second half.

7. Each team is allowed Two (2) 30 sec. time-out per half. Unused timeouts cannot be carried over.

8. If the game is tied after the regulation time, three minutes of overtime are allowed with one 30 second time-out. Should the game still be tied, an extra two minutes with a 20 second time-out is awarded.

9. Two bonus free throw shots are awarded when the opposing team commits the 10th foul in one half and every foul after.


Playoff Round Rules & Regulations
1. Each game will be played in shifts accordingly:
    Tykes: 6 shifts @ 5 minutes each - last 10 minutes open substitution
    Peewee: 4 shifts @ 5 minutes each - last 20 minutes open substitution
    Bantam: 2 shifts @ 5 minutes each - last 30 minutes open substitution
    Girls: 2 shifts @ 5 minutes each - last 30 minutes open substitution
    Midget: Entire 40 minute game open substitution
    Juvenile: Entire 40 minute game open substitution
    Premier: Entire 40 minute game open substitution
Last 5 minutes stop time and time outs.
Note: All games have running time even during shift changes except as indicated.

2. To be eligible to play in the playoffs a player must have played in one of the first three elimination round games and 60% of all elimination round games. Example: 60% of 8 games = 5 games.

3. If after the grace period of 5 minutes a team in:
a. Tykes, Peewee, Girls or Bantam division with 7 players or less automatically forfeits the game.
b. Midget, Juvenile or Premier division with 4 players or less automatically forfeits the game.

4. A team with 8 players can only split the squatd to 4 & 4. A team with 9 players can either split to 5 & 4 or 4 & 5.

5. Default or forfeiture will be officially recorded as LOSS and the team is automatically eliminated.

6. All applicable Elimination Round Rules apply.


League Disciplinary Rules
1. Any player or coach that was officially ejected in a game will be automatically suspended for the next scheduled game.

2. Disrespectfully addressing, contacting, or intent to harm an official, league coordinator, table officials, and/or players will result in game ejection.
    1st offence - one game suspension and $20.00 fine
    2nd offense - two games suspension and $50.00 fine
    3rd offense - league suspension or total ban
*** It is the team's GM responsibility to ensure the full payment of the set fine. Nonpayment will result in an indefinite suspension.

3. Any untoward incident that went unnoticed by the game officials but witnessed by the league coordinators could result in a suspension or fine penalty to be determined by the league commisioner.

4. "FAKING AN INJURY" or "NOT DRESSING A PLAYER"
    a. A coach or manager who deliberately instruct a player or players to not show up for the game to get an advantage will be suspended for three games effective immediately and a fine of $25.00 payable before the next scheduled game.
    b. A player who did not show up for the game because he or she was instructed by his or her coach or manager will be suspended for three games effective immediately and a fine of $20.00 payable before the next scheduled game.
    c. If (a) or (b) and was discovered any time after the game, the result of the game that was in question will be nullified. The offending team automatically lose the game and the offended team will get the win.

5. PHYBA league administrators reserve the rights to ban any player or team who continually present disciplinary problems to the league.

6. PHYBA league administrators reserve the rights to eject and/or ban any vistors(s) who present(s) unacceptable conduct during any PHYBA activities and/or events.


Tykes & Peewee PARTICIPATION Basketball
Elimination Round 'Game Points' format for Tykes and Peewee Divisions

This exciting format will promote everyone's involvement in the game. Both teams, win or lose, will be able to accumulate "GAME POINTS" by maximizing the number of players involvement in scoring.

5 points - awarded to the winner of the game
4 points - awarded to the team or teams (winner or loser) which has a minimum of nine players who scored at least one point or more
1 point - added for each player that has scored one point or more on top of the minimum 9 players and to a maximum of 15.

The maximum "GAME POINTS" per game for the winning team is FIFTEEN and for the losing team is TEN.

Example:

Team A won the game and 10 of their players socred at least one point.
Team B lost the game but all 15 players on the team scored at least a point.

Team A gets 5 points for the win, plus 4 points for the minimum 9 players that scored, plus 1 point for the tenth player that scored a point for a total of 10 game points.

Team B who lost the game gets 4 points for the minimum 9 players that scored a point, plus 1 point each for the tenth, eleventh, twelfth, thirteenth, fourteenth, and fifteenth player that socred at least one point for a total of 10 game points.

Thus in this case the losing team get the same game points as the winning team because Team B got more involved in scoring.


Team standing is determined by the Total "Game Pints"

In case of a tie in Game Points, the following tie breaker rules to determine Team Standings apply in order:
a. No. of Wins
b. Head to Head
c. Coin toss
