Uniform Situation Ruling

The NFHS office has been receiving several calls and e-mails from both state association staff members and from the general track population of our coaches and officials regarding the legality of a specific style of uniform bottom. It is the policy of the NFHS to refer rule interpretation calls back to the state association offices. Based on the number of calls and e-mails being received on this topic I am providing the following situation ruling and interpretation as assistance should you receive this same question and not be totally certain of the ruling.
Situation: Team A has two competitors entered in the 100 meter Dash. The competitors report wearing black, mid-thigh length compression shorts (bicycle style) and red tops. The school colors are black and red. Both items appear to be the school issued uniform for the boys and the girls teams from School A. The competitors are allowed to compete. Ruling: Correct procedure, legal uniform. Comment: The compression short, one piece uniform, loose fitting boxer-type bottoms are all legal for male and female competitors providing all other uniform requirements in Rule 4 are met. Closed leg briefs are also acceptable for females. (See Situation 4.3.1 in Case Book for additional situation ruling)
This is not a new rule or interpretation but serves just as clarification should you have this question arise. At this time of year with districts/regionals and the state meets just around the corner questions on uniforms become more frequent. Please feel free to share this information with appropriate persons in your state. This situation ruling will also be placed on the NFHS web site under Track and Field.

Updated NFHS Ruling On Uniforms

It has come to my attention that a change in the wording in this years Track and Field Rules Book by omission of a phrase presents Rule 4-3-c to read that a manufacturers logo is permissible on the uniform top but not the uniform bottom. This is not an accurate statement. There has been no change in the rule. Therefore, a single manufacturers logo is permissible on each piece of the uniform (top and bottom) for a two piece uniform.
A question has been presented regarding whether or not a manufacturers logo on the outside back of an undergarment with the same prominent logo on the front is legal. Such an undergarment would not be legal if both logos are visible. The key is the visibility of the second logo on the shirt. Please review the following situation for clarity.
Situation: Runner A is wearing an undergarment with a manufacturers logo on the mock style collar and on the outside back of the undergarment. Runner B from another school is wearing the same style undergarment. When the uniform top is worn a) the style and cut of the uniform top of Runner A completely covers the logo on the back; b) the style and cut of the uniform top of Runner B allows the logo on the back to be clearly visible.
Ruling: a) legal and b) illegal. Comment: Rules 4-3-1(b)4 and 4-3-1(d)1 specify a single manufacturers logo trademark or reference is permitted. This rule would be enforced by what the official observes and not what is covered by the uniform top. In (a) the second logo is not seen and in (b) it is visible and this must be considered illegal.

Rules Clarification - Athlete Excused from Field Event

1. 6-2-10, & 7-2-7 Time excused from a field event to participate in another event. The underlying principal behind these procedures is to make sure the active contestants in any field event are not held up more than ten (10) minutes by any in activity in the event.
The following is the procedure to be used in large meets.
2. Coaches must take into account the limited time allowed to compete in another event when determining the events any individual competitor enters.
3. The competitor must receive permission from the event judge.
a. The judge must record the time the competitor was excused.
b. If requested by the competitor or coach, the judge may allow the competitor to take trial(s) out of turn before being excused.
4. High Jump & Pole Vault, when competitors have been excused, and all the available competitors have missed or cleared the existing height event judge records time, Competition stops. If the excused competitor(s) do (es) not return in ten (10) minutes, the event judge will ask the Meet Referee for permission to raise the crossbar will be raised to the next height and the automatically pass the excused competitor to the new height.
5. Shot Put, Discus, Javelin, Long Jump, & Triple Jump. (This assumes there will be trials and finals) When the last competitor available in the final flight has completed his/her final trial attempt and there are excused competitors who have yet to return to complete their remaining trial attempts, the event judge will record the time. If after ten 10) minutes, there are excused competitors who still have not returned. The event judge will record time and ask the Meet Referee for permission to determine finalists without the excused athletes receiving any remaining attempts. If the event is in finals and all present competitors have completed all of their attempts, after ten (10) minutes, the event judge will ask the Meet Referee for permission to end the event and score it without the excused competitor(s) receiving any remaining attempts.
6. Meet Referee will make the final determination on any appeals resulting from these procedures.
