All-Stars are selected by a vote of the players and manager/first coach. The players votes count for 50% and the manager/first coach vote counts for 50%. From this the All-Star team is selected.
At least the top ten players automatically make the team, without the All-Star Manager being able to change. The other two players must be selected from the next group of players that are eligible. However, the All-Star Manager is not given the information to know which were his selections from the second grouping. That is not disclosed to the Manager.
Again, All-Stars are selected by a vote of players, managers & coaches in the respective league, not by the All-Star Manager.
