Welcome to Maine District Three Little League

Our group provides umpires for all levels of baseball and softball for Maine District 3. District 3 consists of the following leagues: Bangor West, Bangor East, Hermon, Brewer, Old Town, Orrington, Orono/Veazie, Caribou, Lincoln, Hampden, Millinocket, Monticello/Border, Katahdin Valley, Glenburn, Levant, Holbrook, Houlton & Newport.
Many of our umpires are very experienced and have worked in many District, State, Regional and even World Series Level games, in both sports. We are proud to be the host site of the Senior League Baseball World Series.

Little League Baseball and Softball has always been at the forefront regarding the safety and well-being of children.
In an effort to provide all Little League personnel with the most current information on concussions, the youth baseball organization has created an informational page on its website that also includes links to training information and ways to recognize signs and symptoms of a concussion.
As the assessment and treatment of concussions and concussion-like symptoms has evolved, many states have enacted laws designed to educate people about concussions, and protect the health and safety of young athletes.
Little League International has compiled a summary of all currently-existing and proposed state laws regarding concussions. The summary of concussion-related state laws can be found at: http://www.littleleague.org/learn/programs/childprotection/concussions.htm.
Some state laws are only applicable to school-sponsored athletics, or to activities taking place on school-owned property. Other laws are applicable to all youth sports organizations, whether, or not, they are affiliated with a school district.
It is strongly-recommended that local leagues consult with legal counsel in their jurisdiction to determine the applicability of state laws regarding concussions occurring while children are participating in the Little League program.
Not every state has adopted concussion laws and not every state's concussion law is applicable to a local Little League program. Nevertheless, in keeping with its focus on protecting the health, safety and welfare of children, Little League Baseball and Softball strongly encourages all leagues and teams to not only comply with any applicable state laws, but also to review the information and training materials on concussions which is available (free of charge) on the Centers For Disease Control website. It is essential that each league review this material in order to understand its responsibilities regarding when and how to address concussions.

Visits to the Mound
What is the policy on how long a manager may remain at the mound when making a change?
The rule book does not set a specific amount of time for the manager to leave the mound at the time of apitching change. Below are several examples with guidelines for how to handle.
1. Can the manager stay at the mound and watch while the new pitcher warms up? Yes, provided he/she is on his way back to the dugout when the pitcher completes his/her alotted warm up pitches.
2. After the pitcher finishes warming up, can he/she then meet with the pitcher and give further instructions? If the manager stays at the mound after the warm up pitches are completed, he is now delaying the game and should be charged with a visit.
3. Can the manager meet with the rest of his infield as the new pitcher completes his warm up pitches? This is not a concern, provided the meeting is finished and the manager is on his way back to the dugout when the pitcher completes his/her allotted warm up pitches.
As the umpire, you should be counting the number of warm up pitches and informing the pitcher of the ramaining warm up pitches. By the time there are only two warm up pitches remaining, the manager should be on the way back to the dugout. Remember: Game Management is the responsibility of the umpires.
