LOCAL RULES VARIATIONS - SPRING 2004
Open the "Local Rules Variations - LYSA" PDF file linked to this heading.
Handout: LOCAL RULES VARIATIONS - LYSA

PLAYING TIME REQUIRED
LYSA is a "Recreational" soccer league. That means that EVERY team member should play a MINIMUM of 50% of every game.

MANDATORY EQUIPMENT
Every player MUST wear shin guards, and the shin guards MUST be covered (preferrably by socks).

Cleats are recommended but not required. Cleats CANNOT have a toe (baseball or football) cleat.

PROHIBITED APPAREL
Jewelry of any kind cannot be worn by a player during a game, and they will be sent off the field by an official if a person is found to be wearing jewelry. Taping over an earring or piece of jewelry is NOT an acceptable or approved cure for prohibited apparel.

Clothing with zippers should be avoided. IF necessary due to the weather, sweat pants or warm-ups with zippers (if zippers cannot be avoided) should be tucked inside a player's socks so the metal parts are not exposed.

SUBSTITUTIONS - When Permitted
In LYSA league play, player substitutions are unlimited in number, but are limited to the following situations:

Both teams may substitute an unlimited number of players between periods, prior to a goal kick, prior to a kick-off and upon a stoppage of play for any injury.

ONLY the team in possession may substitute on a throw-in (unlimited number of players).

There are NO substitutions permitted on corner kicks or other free kicks (DFK, IFK, or PK).

CONDUCT ON / AT THE FIELD
ALL players, coaches and parents are expected to display appropriate sportsmanship and behave in a civil manner while at the soccer fields. A player can be sent off for unsporting behavior, and a coach can be required to leave the field for dissent / arguing with an official, or for improperly entering onto the field. A COACH will be held accountable for the conduct of his team's parents.

Assault of a Referee is both a CRIMINAL offense and OYSAN disciplinary matter, and can lead to an individual's suspension from all future attendance at ANY United States Youth Soccer Association affiliated event (Not just LYSA).

NO COACHING BEHIND OR NEAR GOALS PERMITTED
It is a WELL establish law of soccer that coaching can only occur from the "technical area" - that area so designated for the coaches and team members, and that coaching from behind or near a goal can result in the removal of the offender from the soccer fields.

AGE LIMITATION
To qualify to register for a LYSA program, a child MUST be FIVE (5) years of age ON or BEFORE July 31 of the July PRIOR TO the season for which registration is attempted.

That means a player must be five(5) years old BEFORE August 1 immediately preceeding the start of the fall season, and BEFORE that SAME August 1 for the following spring season. NO EXCEPTIONS WILL BE MADE, PERIOD. (4/17/01)

SCHEDULING MAKE-UP GAMES
(The following policy was adopted by the LYSA Board at its April 17, 2001 meeting)

Coaches shall be free to reschedule any games terminated due to weather, lack of players or other appropriate reason, by making arrangements with the opposing team's coach consistent with this policy, and advising the Director of Referees of the new date and time in writing or by Email.

The current Director of Referees / USSF Certified Assignor is Ron Forsthoefel: 2621 SR 60, Loudonville, OH 44842; Email - Ron@Family-Law.cc.

SET GAME TIMES ESTABLISHED
Starting with the Fall, 2001 season, game times will become consistent from season to season for each age division. Generally, games will be played on Saturdays.

U-14 games will not START before 2:00 p.m to avoid conflicts with Jr. High sporting events.

All other age division games will not start before 10:00 a.m., to allow fields a little more time to dry out before games start.   This will also help us by providing us with some time on Saturdays (before games start) to reline fields and correct other field condition problems if necessary.

Games within an age division will be set every 90 minutes. So, divisions starting at 10:00 a.m. will start at 10, 11:30 am, 1:00 pm and 2:30 pm. Divisions starting at 2:00 or 2:30 pm will have games set every 90 minutes as well.

MAKE UP GAMES and Odd Number Team Divisions will have defined / preferred game times and dates, including 6:00 pm on Wednesdays, Saturdays at 8:00 or 8:30 am, and Sunday afternoons. (5/3/01)

SUBSTITUTE COACHES - ABSENCE OF REGISTERED COACH
No team shall be permitted to proceed with the playing of any LYSA league game without the presence of a DULY REGISTERED LYSA Coach, Assistant Coach, or Adult Volunteer who is acting as the person "in-charge" and responsible for the conduct of the team during the game.

In the event a duly registered LYSA Coach, Assistant Coach, or Adult Volunteer is not available to act as the person "in-charge" and responsible for team conduct at a regularly scheduled LYSA game, that game shall be rescheduled by the teams' respective coaches PRIOR OT the scheduled date of the game, or the team for whom no duly registered adult is available to act as the person "in-charge" shall forfeit! It shall be the burden of the substitute "person in-charge" to establish their qualifications to act in such capacity on the team's sideline pursuant to this policy.

The purpose of this policy is to prevent a lapse or denial of liability insurance coverage currently available for the activities involving all REGISTERED coaches, assistant coaches, and adult volunteers.

Adopted by the Board 5/16/01

REFEREES - ONLY APPROVED PERSONS PERMITTED TO OFFICIATE
NO person shall be permitted to officiate a LYSA sponsored soccer contest in any age division, unless that person is: 1) a duly licensed USSF official; 2) a person recognized and accepted by the LYSA Board as a LYSA "league" or "recreational" official; or 3) a LEAGUE REGISTERED Coach or Assistant Coach of one of the two competing teams when no other official is available, in which case each of the competing teams shall provide a coach or assistant coach to officiate one-half of the contest for which no other official is present.

Uncertified or Unregistered volunteers or spectators shall NOT be utilized as an official!!!

Adopted by the Board 5/16/01
